Does anybody believe that the ICJ will accuse Israel of committing genocide on Palestinian people, notably in Gaza, as accused by the government of South Africa?
Is there any lawyer, or team of lawyers in the world, that would dare to condemn Israel for crimes against humanity?
And even if there were courageous lawyers and judges to take on Israel for its horrendous and atrocious crimes, does anyone believe Israel – or the Zionists running Israel, the driving force behind the war; protected and supported by almost the entire Western world, or rather the governments of the Western world – would blink an eye and pay attention?

PM Netanyahu is the perfect “fall guy” for this job. He is inhuman. He has no morals, no ethics. He is ideal. That is why the US and the “system” – or call it the Matrix – pushed him into the PM position for the third time in November 2022.
Benjamin “Bibi” Netanyahu has previously held the Office of Prime Minister (PM) from 1996 to 1999, and again from 2009 to 2021. He is the chairman of the ultra-conservative, neoliberal Likud party. Netanyahu is the longest tenured PM in the country’s history, having served for a total of over 16 years. He is also the first Prime Minister having been born in Israel after Israel’s establishment.
In November 2019, Netanyahu was officially charged with fraud, breach of trust and for receiving bribes. He would likely be in prison, if he would not have been shoved into his third PM position – compliments of the powerful Zionist lobby in the United States and the support of all those who are doing the Zionists bidding in the US and around the world. “Bibi” serves the Western elite’s interests better as Israel’s PM than as a prisoner.
Israel’s Crimes and Atrocities Committed in Gaza
Why?
Because Netanyahu is ideal – heartless in killing civilians, mostly women and children, eradicating one or more generations of Palestinians – to achieve the multiple-headed agenda, the creation of Greater Israel (see map).
The Zionist’s Greater Israel would become THE Power House of the Middle East, possibly of the world, exactly as predicted by the Talmud which may be called the Israeli equivalent to the Christian Bible.
The power of the Chosen People has no limits and must obey to no-one.
With Palestine gone, more than a trillion cubic feet (probably much more) of natural gas off-shore of Gaza would be absorbed by Israel. This is already the current plan.
Greater Israel would be the second or third largest power in terms of controlling hydrocarbon resources worldwide. And as we know, the world’s energy supply depends on about 85% of petrol and gas.
Who controls the energy, controls food supply. And who controls food, controls the people.
To expand Zionist-Israel’s power even further, the plan for Greater Israel is also to control the shipping lines – thereby controlling the European economy. What is already going on today — Yemeni Houthis pirating Israeli and US ships in the Red Sea and vessels of any other nation attempting to supply Israel, are attacked, and taken over by Houthi warriors in the Red Sea. The Red Sea is linked to the Mediterranean Sea through the Suez Canal.
Aat least 18 European nations have already said they will avoid the Suez Canal for “security reasons”, meaning that the cost for them doing business with their Asian markets is going to skyrocket. And a key income for Arab-Egypt which owns the Suez Canal would be drastically reduced.
But there is an alternative. The so-called Ben-Gurion Canal that has been on the drawing board since the early 1970s, crossing from the Med Sea just outside of the current Gaza border, through Israel and the West Bank into the Red Sea, effectively rendering the Suez Canal obsolete. A massive reduction of shipping traffic might bring the Suez Canal into receivership, potentially ruining Egypt’s economy. Closing the Suez Canal may then become the logical next step.
In other worlds, Greater Israel would potentially also exercise command over the entire shipping routes for Western and Eastern Europe, Russia, Turkey, Syria, from reaching their Asian market destinations. Of course, they could go around Africa, and a third to half of business might be lost, due to high costs and long shipping time.
Alternatively, everybody might use the “future” Ben Gurion Canal.
Does still anybody believe the ICJ would make one iota of difference for the pursuits of Greater Israel, even if Israel were to be accused of genocide and ordered to stop, and pay reparation to Palestine?
It would not stop Israel from pursuing her goal, nor would it stop the Western nations, notably the US, from continuing in supporting all the murderous actions of Israel – already expanding to the West Bank and into Southern Lebanon, soon stepping up to absorb all of Lebanon, as planned.
So, what is this South African initiative of attempting to legally try Israel for her crimes on humanity? A mere fig leaf for Western morals and ethics?
Maybe it is more.
Maybe it is an attempt to show to the world whether international law has still a role to play – or, if not, make the elite’s rules-based order official. For all to see. A wake-up call. One more of them for people and politicians to see that they are just puppets following a lawless small elite of dirty-rich people and foremost, of a corporate controlled worldwide mayhem.
South Africa’s initiative may have an agenda that does not meet the eye of the average politician, nor may it affect the immediate fate of Israel – but it may have repercussions way beyond the Middle East.
It may become a blunt demonstration to the Western civilization that our system is sick, so sick, recklessly lawless, with no common sense; that this matrix must be abandoned and rebuilt by a peoples-run society of the People for the People.
Is this just a dream?
Well, all revolutions, any paradigm shift of such magnitude, where light is to replace the supremacy of darkness has started and will start with a dream. A multifaceted dream. A dream that sparks a fire; a fire burning down the trash and creating fertile ground for new seeds to grow.

The Fools On Capitol HillWashington is run by Israel’s proxies
Americans remain largely ignorant about the extent to which foreign influence pervades the United States government, and I am not referring to the fraudulent claims made by Hillary Clinton that Russian has interfered materially in US elections. The real threat comes from elsewhere. Few outside the government itself are likely to be aware of the extent to which the state of Israel and its domestic affiliate-lobby operating out of Washington and New York have corrupted the United States political system, to the point where nurturing and enabling the Jewish state in its ambitions to dominate much of the Middle East has become effectively US policy. As the exchanges surrounding the recent fighting in Gaza, rightly referred to as a war crime and ethnic cleansing, perhaps even the first steps in a planned genocide, demonstrate that even when the US has genuine interests at stake Israel believes itself empowered to say “no” to the president of the United States. The assault on Gaza and the ongoing killing of tens of thousands of Palestinians started again on Friday after a week long pause for hostage/prisoner exchanges. It will continue and Washington is complicit in the deaths as it has politically shielded Prime Minister Benjamin Netanyahu’s government no matter what it does while also arming and funding the Israeli actions.
Former Israeli Prime Minister Ariel Sharon once said that “We the Jewish people control America.” Indeed, the Israeli dominance of the “fools on the hill” in DC has been carefully contrived, cultivated and sustained. One prime example is the regular rush to the Israeli door whenever Congress is in recess. It is not widely reported how large gaggles of congressmen usually drawn in separate groups from each major party travel to Israel on all expenses paid trips where they are wined and dined and subjected to round after round of presentations that drill into their otherwise empty heads all the virtues of Israel and what it represents. This is propaganda combined with indoctrination at its finest with many “facts” presented by the speakers conveniently fabricated to support Israel’s perpetual victimhood and to hide the fact that Israel is a strategic liability for the US rather than an actual ally or asset. Nor is it a democracy. It is a formula for dissimulation and lying that worked with the Jewish officials in the Pentagon under George W. Bush to provoke a war against Saddam Hussein that killed one million Iraqis and cost the US taxpayer nearly $2 trillion.
The trips to Israel are funded by the “educational” affiliate of the American-Israel Public Affairs Committee (AIPAC) called the American Israel Education Foundation (AIEF). One might reasonably ask why an organization connected to AIPAC, which describes itself on its website as having the “mission” to “…strengthen, protect and promote the US-Israel relationship in ways that enhance the security of the United States and Israel,” should be able to fund the annual mass migration of congress-critters to promote Israeli interests without having to register under the Foreign Agents Registration Act (FARA) as an agent of the Jewish state’s government? The answer is actually quite simple. Congress and the Justice Department have been so corrupted by pro-Israel money and other manifestations of Jewish power that they do not enforce the law when it comes to Israel. The venal creatures in Congress are a large part of why that is so.
And the trips are structured in a way that discourages any actual discussions of real issues affecting the two countries. The payoff is exceptional from Israel’s point of view, with the United States serving as, in Netanyahu’s own words, a near unlimited source of money and weapons from a country in thrall, an “America [that] is a thing you can move very easily, move it in the right direction” possessing “an inherently dupable people.”
One particularly tone-deaf recent trip to Israel occurred in 2019. In the wake of two heavily reported mass killings in Dayton and El Paso that were attributed both by the media and the Democrats to “racism” a senior US Congressman led a delegation of 41 of his Democratic Party colleagues plus spouses on a week-long luxury all-expenses-paid trip to Israel, which is one of the few countries in the world that defines its full citizenship as a matter of race and religion and which was at that time as now widely criticized for its human rights record. House Majority Leader Steny Hoyer of Maryland led the annual excursion, having made the pilgrimage to Israel more than fifteen times. “I am pleased to join so many House Democrats in traveling to Israel to reaffirm our support for a critical US ally and to continue learning about the opportunities and the challenges facing Israel and the Middle East,” he said shortly before departing for Tel Aviv.
Other politicians at state levels have followed the federal government lead by making their way to Israel to kiss Benjamin Netanyahu’s ring. Governor Ron DeSantis of Florida, who is a presidential aspirant, has gone way overboard in expressing his love for the Jewish state. He transported his whole cabinet to Jerusalem to publicize his legislation to combat what he views as antisemitism and has followed through on that by banning Palestinian student groups at the state universities. He also opposes allowing Palestinian immigrants into the US because they are “antisemites.”
More recently, California governor Gavin Newsom has made the pilgrimage trip and his office has released his comments on just how wonderful Israel is. He wrote his heart out, meaning that the memo is totally phony and contrived bullshit which demonstrates no sympathy at all for the tens of thousands of Palestinian victims: “As I reflect back on the extraordinary people I just met today in Israel, I am reminded of the deep connections between my home state and this country. A country that has faced many dark times before, and certainly is in one now. But amid this present struggle against terrorists are stories of unimaginable heroism — and unspeakable tragedy. I grieved with families in mourning, I met with young soldiers fresh from bomb shelters and battlefields, and I sat with leaders who bear the responsibility of response to it all. Despite the horror, what I saw and heard from the people of Israel was a profound sense of resilience. A commitment to community and common purpose, especially in these most difficult of times. That’s the Israeli spirit. And it’s also the California spirit…”
Republican presidential wannabe Chris Christie has also recently shown up in the Jewish state to kiss the ring and we expect that Nikki Haley will soon arrive bowing and scraping, particularly as it is Jewish money honoring her passion for Israel that is floating her campaign. And there is lots of love even at the bureaucratic level in a number of states to make sure Israel is getting enough American money. In some states including Virginia Israel trade commissions have been funded which have benefited Israeli businesses and investors much more than local workers or companies. In Virginia the commission is staffed by American Jews and Israelis even though it is funded by the state.
The Israeli power over Congress is also reflected in billions of tax dollars that flow from the US Treasury to the Jewish state each year in spite of the fact that Israel is a wealthy country. Also one might consider the White House’s supine behavior vis-a-vis Netanyahu and its large percentage of senior level staff appointments that are given to Jews. Donald Trump gave away the house to Netanyahu by moving the US Embassy to Jerusalem, approving the annexation of the Golan Heights, and giving the Israeli government a free hand to “deal with” the illegally occupied Palestinian areas on the West Bank and Gaza, which has produced thousands of Arab arrests without trial. Trump’s Ambassador to Israel was his lawyer David Friedman, who spent four years covering for Israel and represented its interests rather than those of the United States. Biden arguably has done even worse by becoming complicit in war crimes by enabling Netanyahu and his band of criminals to perform a developing genocide in Gaza.
One must look at how the power of the Lobby has influenced senior staffing decisions coming from the White House in Israel’s favor because that is where foreign policy is made. President Joe Biden personally considers himself to be a “Zionist.” The president’s Chief of Staff and the State Department’s top three officials have been Zionist Jews. Jews also head Treasury, Homeland Security, the Office of National Intelligence, the Justice Department, the National Security Council and the deputy director slot at CIA.
Regarding some other appointments that smell very bad, two recent stories stand out. The first, entitled “Tel Aviv’s Man in Washington”, comes from journalist James Carden. It concerns Amos Hochstein who, has been reportedly tapped as President Joe Biden senior adviser for consultations with top Israeli officials in order to mediate between Israel and Lebanon. Hochstein is an odd choice as he was born and raised in Jerusalem and is a Jewish Israeli-US dual national who served in the Israeli Defense Forces in the early 1990s and who still has a mother and father living in Israel. He moved to Washington after military service and began his unusually rapid ascent to the highest levels of the US government, beginning with a staff position for Jewish Congressman Sam Gejdenson and then as Staff Director of the House Foreign Affairs Committee. It is not clear how he obtained a security clearance given his background, but he obviously was given highly sensitive assignments. Carden cites the Lebanese news source L’Orient which reported that Hochstein, as a congressional staffer in the 1990s,” met with an Iraqi Foreign Ministry official to discuss a plan to resettle Palestinians in Iraq in return for sanctions relief.” This background suggests that Hochstein is a bit of a specialist in removing Palestinians from Israel.
After that job, Hochstein joined the Obama administration, eventually being placed in charge of the energy portfolio at the State Department, an astonishing leap in status for a man billed as “Biden’s favorite energy guy” who appears to have no college degree. And what about a biographical sketch that mentions Hochstein’s ownership interests in two Washington restaurants and a movie theater? And then there is his obtaining a well remunerated board seat on the Ukrainian state oil and gas giant Naftogaz, which positively exudes a Hunter Biden odor? And it was reported that early in the Biden administration, Hochstein was the president’s choice to lead efforts to block or destroy the Nord Stream 2 pipeline, which presumably would have inter alia enhanced his own likely financial interests in Ukrainian energy companies.
Carden also poses the big question, which is “How could someone of Hochstein’s (opaque) background possibly be viewed as an honest broker in the Middle East?” He responds to that himself with “He isn’t” and then goes on to explain “The practice of appointing foreign nationals in sensitive positions of public trust are wildly inappropriate and lead, inevitably, to a subversion of US national interests. As Biden and his staff of bought and paid for political appointees drag us deeper and deeper into two wars 5,000 miles from our shores, the pernicious influence of foreign nationals at the highest levels of the US government is a danger the American people need to awaken to.”
To that expert analysis I would add that naming an Israeli as US-envoy for dealing with a highly manipulative Israel is completely delusional. Hochstein will lean strongly towards benefitting his country, which is Israel, and when it comes to energy there are large gas and oil fields just off the Gazan coast, which would fall into Israeli hands if the Gazans were completely eliminated. The fields are worth many billions of dollars. It will be interesting to watch the development of what Hochstein will contrive to hand them over to his Jewish countrymen while also benefitting his own interests.
The other story is similar in that it illustrates why you should not send Israelis or even American Jews who feel very strongly about Israel to deal with the Israeli government or even anywhere near the Middle East. I say this not to punish them for being Jewish but rather to avoid placing them in situations where there would be a presumption of serious potential conflict of interest. A former senior US official fitting that profile is facing a backlash after being caught on video included on the link repeatedly harassing a halal food vendor in New York and aggressively calling for the deaths of more Gazan children. Stuart Seldowitz previously served as deputy director of the United States Department of State’s Office of Israel and Palestinian Affairs where he must have been quite a lot of fun to be around. How does a man like that get a senior diplomatic post dealing with the Middle East? Well, the only answer must be that he is given the job precisely because he is Jewish and will do the “right thing” for the state of Israel. And you wonder why US foreign policy might be politely described as “completely screwed up”? It did not happen by accident!

The UAE Jails the Muslim Brotherhood, While the U.S. Shields Them

Today, only Turkey and Qatar continue to be state-sponsors of the Muslim Brotherhood, while the U.S. tacitly supports it.
Dr. Hamad Saif al-Shamsi, Attorney General of the United Arab Emirates (UAE) has referred 84 individuals with alleged ties with Muslim Brotherhood to stand trial at Abu Dhabi State Security Court, following a six-month investigation.
The accused face charges of forming a secret organization for the purpose of committing acts of violence and terrorism in the UAE. In May 2023, Jordan handed over Khalaf Abdul Rahman Humaid al-Rumaithi, a wanted man with links to the Muslim Brotherhood, to the UAE.
The UN COP28 climate conference was hosted in the UAE last month, and The Emirates Detainees Advocacy Center, a group headed by an Emirati who lives in exile in Istanbul after being named on a terrorism list by the UAE, organized the a protest.
The MB holds the same core beliefs, and platform as AQ and ISIS. They all believe that Islam is the only true religion and that all Kings, monarchies, and dynasties are oppressive and run against Islam. They believe that the only constitution needed is the Koran and Islamic Law fulfills all the need for civil codes. Abu Bakr al Baghdadi was the Caliph of the Islamic State of Iraq and Syria and his group came to be called ISIS
The UAE, and Saudi Arabia, labeled the MB as a terrorist group in 2014, and also banned Jibhat al-Nusra and ISIS. Mohammed al-Julani is the leader of Hayat Tahrir al-Sham (HTS), the terrorist organization occupying Idlib, Syria and holding 3 million civilians as human shields. Julani began with Al Qaeda in Iraq, joined ISIS while associating with Baghdadi, and came to Syria to open an ISIS branch, but instead organized Jibhat al-Nusra in Syria, which became the predominate terrorist group fighting the Syrian government, and in 2014 al-Nusra and the U.S. backed FSA has signed an agreement in Idlib.
Once Jibhat al-Nusra came to be labeled a terrorist group, they changed their name to Hayat Tahrir al-Sham in order to continue to receive U.S. and UN aid.
Idlib is the last place in Syria controlled by terrorists. It is supplied by the UN and other charities with humanitarian supplies, which all pass through the hands of Julani. The U.S. and the EU have protected HTS and their occupation of Idlib, and U.S. mainstream media have visited Julani for interviews where he dressed in a suit and tie in an effort by the U.S. to rebrand him as a leader worthy of western democratic support.
President Donald Trump wanted the MB labeled as a terrorist organization in the U.S. U.S. Senator Ted Cruz brought two bills to the Congress to outlaw the MB, but failed to get the support of Democrats and Republicans. The MB is everywhere across the U.S., and their members are often clean-cut productive business persons and academics. Their college degrees and social networks make them among the movers and shakers of American society. In the Obama administration, many of the MB was placed in important positions in U.S. government institutions and many remain there today. America has come to value diversity in the workplace and government, and this was the opportunity for the MB to get their foot in the door. Members of Congress have been lobbied by the MB and their operatives on issues and the narrative they push is that to be opposed to the MB in the U.S. is to be anti-Islam, which is anti-American.
The Muslim Brotherhood began in Egypt and caught hold in Tunisia, Syria and Saudi Arabia. One Saudi became notorious for his hatred of the Saudi monarchy, Osama bin Laden, who was groomed by the CIA while in Afghanistan fighting the Soviet Union occupation army.
Bin Laden’s brand of Radical Islam was named Al Qaeda, but the Muslim Brotherhood shares the same core values and goals. They all seek to dismantle governments everywhere, including the U.S., and replace them with Islamic law, and the Caliphate.
The Syrian branch of the Muslim Brotherhood began a bloody uprising in Hama in the 1980’s, intent on overthrowing the Hafez al Assad government, but was unsuccessful. In March 2011, U.S. President Barack Obama, and his Vice President Joe Biden, along with Hillary Clinton as Secretary of State, began a U.S.-NATO attack on Syria for regime change utilizing the Muslim Brotherhood as the political and military backbone of the project.
The Syrian project has failed to achieve Obama’s goals, but was successful in destroying the country, killing hundreds of thousands of people, and creating the largest Syrian migration to Europe in history.
Clinton funneled the weapons confiscated in Libya directly to Turkey, who was allied with the U.S. on the attack on the Syrian people. Turkey’s leader, Recip Tayip Erdogan is a follower of MB and his AK party is as well.. The political wing of the Syrian opposition went to Istanbul, and the CIA set up their HQ in the south of Turkey under their program called Timber Sycamore, with the task of training, funding and weaponizing the terrorists that Obama and Sen. John McCain were calling the “Free Syrian Army” (FSA) and who were followers of the MB.
While Obama sought to remove Syrian President Bashar al-Assad to stop the Syrian relationship with Hezbollah and Iran, the U.S.-sponsored FSA sought to remove a secular government in Damascus and replace it with a MB led government.
Obama had previously been successful in Egypt and Tunisia with the installation of MB leaders in both countries. Since then, both Egypt and Tunisia experienced public outcry and have removed the MB leaders.
Today, only Turkey and Qatar continue to be state-sponsors of the MB. Saudi Arabia stopped their participation in the U.S.-sponsored war on Syria. Saudi Arabia now focuses on the strategic interests of Saudi Arabia, rather than a blind obedience to the dictates coming from the Oval Office.
Turkey and Qatar continue to be hostile to Syria, with Turkish military occupying parts of Syria with both Turkish national army soldiers, and the mercenaries on the Turkish payroll who are following Radical Islam. Qatar continues to voice its opposition to recognizing the legitimate Syrian government in Damascus. Erdogan has said he wants to repair his relationship with Assad, but Damascus has said the military occupation must first cease before any further steps in reconciliation can be achieved.
Year of the Dragon: Silk Roads, BRICS Roads, Sino-Roads
China, Russia and Iran will take the fight towards a more equal and just system to the next level, Pepe Escobar writes.
As we enter incandescent 2024, four major trends will define the progress of interconnected Eurasia.
1.Financial/trade integration will be the norm. Russia and Iran already integrated their financial message transfer systems, bypassing SWIFT and trading in rials and rubles. Russia-China already settle their accounts in rubles and yuan, coupling immense Chinese industrial capacity with immense Russian resources.
2.The economic integration of the post-Soviet space, tilting towards Eurasia, will predominantly flow not so much via the Eurasia Economic Union (EAEU) but interlinked with the Shanghai Cooperation Organization (SCO).
3.There will be no significant pro-Western inroads in the Heartland: the Central Asian “stans” will be progressively integrated into a single Eurasia economy organized via the SCO.
4.The clash will become even more acute, pitting the Hegemon and its satellites (Europe and Japan/South Korea/Australia) against Eurasia integration, represented by the three top BRICS (Russia, China, Iran) plus the DPRK and the Arab world incorporated to BRICS 10.
On the Russian front, the inimitable Sergey Karaganov has laid down the law: “We should not deny our European roots; we should treat them with care. After all, Europe has given us a lot. But Russia must move forward. And forward does not mean to the West, but to the East and the South. That is where the future of humanity lies.”
And that leads us to the Dragon – in the Year of the Dragon.

China is fast on the way to become an AI global leader by 2030. Tech giant Baidu, for instance, recently released Ernie Bot to rival ChatGPT. AI in China is expanding fast on healthcare, education, and entertainment.
Efficiency is the key. Chinese scientists have developed the ACCEL chip – capable of performing 4.6 quadrillion operations per second, in comparison to NVIDIA’s A100, which delivers 0.312 quadrillion operations per second of deep learning performance.
China graduates no less than one million more STEM students than the U.S., year after year. This goes way beyond AI. Asian nations always reach the top 20% in science and mathematics competitions.
The Australian Strategic Policy Institute (ASPI) may be lousy on geopolitics. But at least they did a public service showing nations that lead the planet in 44 critical technology sectors.
China is number one, leading on 37 sectors. The U.S. leads on 7. Everyone else leads zero sectors. These include Defense, space, robotics, energy, the environment, biotechnology, advanced materials, key quantum technology and of course AI.
How did China get here? It’s quite enlightening today to revisit a 1996 tome by Maurice Mesner: The Deng Xiaoping Era: An Inquiry into the Fate of Chinese Socialism, 1978-1994.
First of all, one needs to know what happened under Mao:
“From 1952 to the mid-1970s, net agricultural output in China increased at an average per annum rate of 2.5 percent, whereas the figure for the most intensive period of Japan’s industrialization (from 1868 to 1912) was 1.7 percent.”
Across the industrial sphere, all indicators went up: steel production; coal; cement; timber; electric power; crude oil; chemical fertilizers. “By the mid-1970s, China was also producing substantial numbers of jet airplanes, heavy tractors, railway locomotives, and modern oceangoing vessels. The People’s Republic also became a significant nuclear power, complete with intercontinental ballistic missiles. Its first successful atomic bomb test was held in 1964, the first hydrogen bomb was produced in 1967, and a satellite was launched into orbit in 1970.”
Blame it on Mao: he transformed China “from one of the world’s most backward agrarian countries into the sixth-largest industrial power by the mid-1970s.” On most key social and demographic indicators, China compared favorably not only with India and Pakistan in South Asia but also with “’middle-income’ countries whose per capita GNP was five times that of China.”
All these breakthroughs laid down the path for Deng: “The higher yields obtained on individual family farms during the early Deng era would not have been possible had it not been for the vast irrigation and flood-control projects – dams, irrigation works, and river dikes – constructed by collectivized peasants in the 1950s and 1960s.”
Of course there were distortions – as the Deng drive produced a de facto capitalist economy presided by a bureaucratic bourgeoisie: “As has been true of the histories of all capitalist economies, the power of the state was very much involved in establishing China’s labor market. Indeed, in China a highly repressive state apparatus played a particularly direct and coercive role in the commodification of labor, a process that has proceeded with a rapidity and on a scale that is historically unprecedented.”
It remains an inextinguishable source of debate to what extent this fabulous economic Great Leap Forward under Deng generated calamitous social consequences.
The Empire of kakistocracy
As the Xi era definitely tackles – and tries to solve – the drama, what makes it even more complicated is the constant interference of the notorious “structural contradictions” between China and the Hegemon.
China-bashing is the number one politically correct game across the Beltway – and that’s bound to go out of control in 2024. Assuming a Democratic debacle next November, there are few doubts a Republican presidency – Trump or no Trump – will unleash Cold War 3.0 or 4.0, with China, not Russia, as the top threat.
Then there is the upcoming Taiwan election. If pro-independence candidates win it, incandescence will exponentially rise. Now imagine that compounded with a rabid Sinophobe occupant of the White House.
Even when China was militarily weak, the Hegemon could not defeat it, either in Korea or in Vietnam. There is less than zero chance Washington would defeat Beijing on a South China Sea battlefield now.
The American problem is encapsulated in a Perfect Storm.
Hegemon hard and soft power have been hurled down a black void with the imminent, cosmic NATO humiliation in Ukraine, compounded with complicity with the Gaza genocide.
Simultaneously, Hegemon global financial power is about to take a very hard hit as the Russia-China strategic partnership leading BRICS 10 starts offering quite viable alternatives to the Global South.
Chinese scholars, in priceless exchanges, always remind their Western interlocutors that History has been a consistent playground pitting aristocratic and or/plutocratic oligarchies against each other. The collective West now happens to be “led” by the most toxic variety of plutocracy: kakistocracy.
What Chinese qualify, correctly, as “crusader nations” are now significantly exhausted – economically, socially, and militarily. Worse: nearly totally de-industrialized. Those with a functioning brain among the crusaders at least have understood that “decoupling” from China will be a major disaster.
None of that eliminates their arrogant/ignorant drive for a war on China – even as Beijing has exercised immense restraint by not giving them any excuse to start another Forever War.
Instead, Beijing is reversing Hegemon tactics – as in sanctioning the Hegemon and assorted vassals (Japan, South Korea) on rare earth imports. Even more effective is the concerted Russia-China drive to bypass the U.S. dollar and weaken the euro – with full support of BRICS 10 members, Opec+ members, EAEU members and most SCO members.
The Taiwan riddle
The Chinese masterplan, in a nutshell, is a thing of beauty: to finish off the “rules-based international order” without firing a shot.
Taiwan will remain the prime not-yet-engaged battlefield. Roughly, it’s fair to argue that the majority of the population of Taiwan does not want unification; at the same time, they don’t want an American-engineered war.
They want, essentially, the current status quo. China is not in a hurry: Deng’s master plan pointed to reunification sometime before 2049.
The Hegemon, on the other hand, is in a tremendous hurry: it’s all about Divide and Rule, all over again, promoting chaos and destabilizing China’s inexorable rise.
Beijing tracks literally anything that moves in Taiwan – via monumental, meticulous dossiers. Beijing knows that for Taipei to thrive in a peaceful environment, it needs to negotiate while it still has something to negotiate with.
Every Taiwanese with a brain – and there are plenty of first-class scientific brains in the island – knows they can’t expect Americans to die fighting for them. First of all because they know the Hegemon won’t dare fighting a conventional war with China, because the Hegemon will lose – badly (the Pentagon gamed all options). And there won’t be a nuclear war either.
Chinese scholars are fond of reminding us that when the Middle Kingdom was totally fragmented in the 19th century under the Qing dynasty (1644-1912), “the Sino-Manchu ruling class was incapable of relinquishing their self-image and of taking the draconian necessary steps.”
The same applies to the Exceptionalists now – even as they go on serial somersaults trying to preserve their own, mythological self-image: Narcissus drowned in a pool of his own making.
It’s possible to advance that the Year of the Dragon will be a year where Sovereignty reigns. Hegemon fits of Hybrid War rage and collaborationist comprador elites will be obstacles constantly hampering the Global South. Yet at least there will be three poles with the spine, the resources, the organization, the vision and the sense of Universal History to take the fight towards a more equal and just system to the next level: China, Russia and Iran.
Plädoyer für eine parteiübergreifende internationale „Breite Koalition der Vernunft“ für Deeskalation im Neuen West-Ost-Konflikt

Das vorliegende Konzept für eine „Breite Koalition der Vernunft“ genannte ‚Friedensbewegung 2.0‘ hatte der Autor als Tischvorlage für das letzte Treffen von Egon Bahr, Antje Vollmer und Michail Gorbatschow (u.a.) im Sommer 2015 in Moskau verfasst. Anlass dieses Treffens war die Vorstellung der russischen Übersetzung des Buches „Am Abgrund: Streitschrift für einen anderen Umgang mit Russland“ des CSU-Politikers Wilfried Scharnagl gewesen. Den prominenten Deutschen und Russen sollten mit diesem Papier Anregungen für einen internationalen Neustart der Friedensbewegung geliefert werden. Von Leo Ensel.
Dazu gehörte ein deutsch-russischer „STOP!!!-Appell“ sowie das vorliegende „Plädoyer“ als theoretischer Unterbau.
Im Hinblick auf die aktuell allerseits heftig vermisste kraftvolle ‚Friedensbewegung 2.0‘ stellen wir das Konzept aus dem Abstand von achteinhalb Jahren erneut zur Diskussion. Der konsequent internationale und ‚block‘übergreifende Ansatz könnte hier hilfreich sein.
Ausgangssituation
Der kriegerische Konflikt in der Ukraine, der bereits tausende Menschen das Leben kostete, ist nicht der Beginn, sondern der bislang sichtbarste Ausdruck eines erneuten geopolitischen ‚Nullsummenspiels‘ zwischen dem Westen (USA/EU) und Russland, des ‚Neuen West-Ost-Konflikts‘. Solange diese geopolitische Rivalität zwischen dem Westen und Russland anhält, kann als ‚bestmögliche‘ Handlungsoption allenfalls eine Eindämmung und das schrittweise Einfrieren des Ukraine-Konfliktes (Minsk II) infrage kommen (‚Frozen Conflict‘). Eine wirkliche Lösung des Konfliktes ist unter den gegebenen Bedingungen definitiv ausgeschlossen. Mit anderen Worten: Der Ukraine-Konflikt – und damit der Neue West-Ost-Konflikt – ist dabei sich zu chronifizieren.
Selbst wenn es doch noch gelingen sollte, den kriegerischen Konflikt in der Ukraine auf absehbare Zeit einzufrieren – was schwierig genug sein wird –, können ähnlich gelagerte Konflikte innerhalb und außerhalb des postsowjetischen Raumes jederzeit ausbrechen und die Gesamtsituation weiter destabilisieren, solange das erneute geopolitische Ringen zwischen West und Ost anhält. Dem Neuen West-Ost-Konflikt wohnt zudem die äußerst gefährliche Tendenz inne, sich immer weitere Bereiche der Politik, Ökonomie und des Alltagslebens einzuverleiben (‚Integrationssog‘): So haben beide Seiten den Konflikt in der und um die Ukraine für massives verbales Säbelrasseln und die Zusammenziehung geballter militärischer Macht an der Grenze zwischen der osterweiterten NATO und Russland zum Anlass genommen. In diesem Zusammenhang ist es bereits zu zahlreichen ‚Dangerous Brinkmanships‘ gekommen. Zugleich wird die neue Spaltung Europas vorangetrieben und in Gestalt einer neuen „Berliner Mauer“ zwischen der Ukraine und Russland zementiert.
Der Konflikt bietet zudem neuen und alten Kalten Kriegern in West und Ost den willkommenen Anlass, sich von den mittlerweile als Fessel empfundenen Verträgen zur Abrüstung und Rüstungskontrolle, die das Ende des Kalten Krieges besiegeln sollten, zu befreien. Ein neues Wettrüsten zeichnet sich ab, selbst eine Stationierung atomar bestückter Mittel- und Kurzstreckenraketen in Europa wird bereits wieder offen diskutiert. Hier öffnet sich die Büchse der Pandora, im Worst Case könnte am Ende dieser Entwicklung der totale Zusammenbruch der gegenwärtigen Sicherheitsarchitektur stehen.
Ähnliches gilt für die gegenwärtig zu beobachtende rasante „Eskalation in den Köpfen“. Die während des Kalten Krieges jahrzehntelang eingeschliffenen Pawlow‘schen Reflexe sind offenbar erschreckend schnell reaktivierbar, das ‚Lagerdenken‘ feiert hüben und drüben ein trauriges Comeback, beide Seiten investieren immer mehr in eine immer ausgefeiltere staatliche Propaganda zur Manipulation der öffentlichen Meinung. Der zweifelhafte ‚Erfolg‘ dieser Entwicklung: Die Entfremdung der russischen Bevölkerung vom Westen ist mittlerweile größer als zu Zeiten des Kalten Krieges!
Schließlich wird auch die wirtschaftliche Kooperation, einst zu Zeiten des Kältesten Krieges Vorläufer der Entspannungspolitik, immer stärker dem Diktat der Politik unterworfen – zum Schaden für alle Beteiligten.
Konsequenzen
Setzt sich die gegenwärtige Entwicklung fort – wofür momentan alles spricht –, so sind folgende Konsequenzen absehbar: Das Erbe des Gorbatschow‘schen „Neuen Denkens“ wird endgültig verspielt, die politische, militärische, ökonomische und menschliche Entfernung und Entfremdung setzt sich weiter fort, die neue Spaltung Europas vertieft sich, die Eskalation verschärft sich – mit anderen Worten: Ein neuer Kalter Krieg steht unmittelbar vor der Tür, falls er nicht bereits längst begonnen hat!
Konkret: Russland wendet sich auf unabsehbare Zeit enttäuscht vom Westen ab und schmiedet neue strategische Allianzen auf wirtschaftlichem, politischem und militärischem Gebiet mit China und den anderen BRIC-Staaten. Europäische und Eurasische Union, eigentlich ideale Kooperationspartner, stehen einander zunehmend feindselig gegenüber.
Auf militärischem Gebiet droht ein neues – auch atomares – Wettrüsten. Die alten und neuen Kalten Krieger in West und Ost bekommen wieder Oberwasser. Die noch bestehenden Verträge zur Abrüstung und Rüstungskontrolle werden nicht mehr verlängert, gekündigt, entkernt oder unterlaufen. Im Worst Case steht am Ende dieser Entwicklung der Zusammenbruch der gesamten, zum Teil noch zu Zeiten des Kalten Krieges mühsam aufgebauten Sicherheitsarchitektur – mit sämtlichen unkalkulierbaren Risiken, die eine solche Instabilität namentlich zu Krisenzeiten zur Folge hat! Immer größere Regionen der Welt werden von der sich verschärfenden Polarisierung erfasst, es kommt lokal zu unkalkulierbaren Rivalitäten oder gar zu neuen ‚Stellvertreterkriegen‘ wie gegenwärtig in der Ukraine. Die Bildung neuer ‚Blöcke‘ schreitet voran und verfestigt sich auf politischer, militärischer, ökonomischer und humanitärer Ebene.
Für letztere gilt: Die Entfremdung zwischen den Menschen vertieft sich, die Beziehungen kühlen sich ab, das Vertrauen sinkt auf den Nullpunkt, die Eskalation in den Köpfen und in der Sprache verstärkt sich, Lagerdenken breitet sich aus, die Ideologisierung schreitet voran: (Normale) mentale und kulturelle Unterschiede werden (künstlich) zu unüberbrückbaren Gegensätzen aufgeblasen, konträre nationale Narrative dominieren den Diskurs und blockieren ihn zunehmend, die Gesellschaften werden immer autistischer.
Kurz: Der Logik der Konfrontation werden immer weitere Lebensbereiche unterworfen.
Handlungsalternativen
Im Neuen West-Ost-Konflikt verläuft die eigentliche Frontenbildung nicht zwischen Russland und dem Westen, nicht zwischen West- und Ostukraine, auch nicht zwischen ‚neuem‘ und ‚altem‘ Europa oder konservativen und linken Parteien, nicht zwischen verantwortlichen Politikern und Zivilbevölkerung – sondern zwischen alten und neuen Kalten Kriegern in West und Ost und den Menschen, die in allen Ländern für Deeskalation eintreten.
Da der Neue West-Ost-Konflikt Ausdruck einer erneuten geopolitischen Rivalität zwischen dem Westen (USA/EU) und Russland ist, kann er – zusammen mit den durch ihn verursachten Sekundärkonflikten wie dem gegenwärtigen Krieg in der Ukraine – auch nur durch einen allseitigen grundsätzlichen Politikwechsel, sprich: durch die Beendigung des wechselseitigen Nullsummenspiels gelöst werden. Unbedingte Voraussetzung dafür wäre allerdings auf allen Seiten der Wille zur Lösung. Solange die offizielle Politik – aus welchen Gründen auch immer – zur Beendigung der geopolitischen Rivalität (noch) nicht bereit ist, muss sie durch gesellschaftlichen Druck von ‚unten‘ zu diesem Politikwechsel gedrängt werden. Es bedarf also einer „Breiten Koalition der Vernunft“, die sich der wechselseitigen Logik der Eskalation verweigert und sich ihr entgegenstemmt, um langfristig den Weg zu ihrer Überwindung zu bereiten. Diese „Breite Koalition für Deeskalation“ wird umso erfolgreicher sein, wenn sie partei-, länder- und ‚block‘übergreifend agiert und es anstrebt, in den jeweiligen Gesellschaften mehrheitsfähig zu werden.
Ausgangspunkt der breiten Koalition ist die Erkenntnis, dass oberstes Gebot der Stunde die Rekonstruktion des Vertrauens ist und es jetzt darauf ankommt, ungeachtet unterschiedlicher bzw. konträrer Einschätzungen der gegenwärtigen Krise den Kontakt zwischen den Menschen multilateral zu halten und die Kooperation auf sämtlichen Ebenen wieder aufzunehmen und sukzessive auszubauen. Die Initiative könnte als russisch-deutsches Projekt starten, darf sich jedoch auf diese Zusammenarbeit nicht beschränken und auf keinen Fall in ein russisch-deutsches ‚Closed Shop‘ verwandeln! Eine internationale Koalition für Deeskalation kann nur erfolgreich sein, wenn sie in Mittel-Osteuropa und im Baltikum keine Ängste vor einer deutsch-russischen Achse reaktiviert, sondern statt dessen die Perspektiven der Polen, Ukrainer (West und Ost), Balten und anderer Staaten integriert. Die Arbeit wird dadurch mit Sicherheit nicht einfacher, dafür aber umso nachhaltiger sein!
Kurzfristig strebt die „Breite Koalition der Vernunft“ den STOP der gegenwärtigen Politik der wechselseitigen Eskalation – besonders der Kampfhandlungen in der Ukraine – und eine Politik der Schadensbegrenzung an. Mittelfristig setzt sie sich für eine neue Entspannungspolitik ein. Die übergeordnete Vision stellt die vollständige Überwindung der (alten und neuen) Spaltung Europas in Gestalt des Neubaues des Gorbatschow‘schen „Gemeinsamen Hauses Europa – von Lissabon bis Wladiwostok“ als einer Ost und West überwölbenden politischen, ökonomischen und militärischen Architektur zusammen mit einer neuen transatlantischen Sicherheitsstruktur dar. Den konkreten inhaltlichen Basiskonsens der „Koalition für Deeskalation“ bilden die Gedanken und Forderungen, wie sie im „STOP!!!-Appell“ formuliert sind.
In der Koalition sind alle Menschen willkommen, die – ungeachtet aller sonstigen Differenzen – eine Deeskalation im Neuen West-Ost-Konflikt und langfristig dessen Überwindung anstreben. Zugleich bedeutet dies, dass sich diese Initiative ausschließlich auf die „Deeskalation im Neuen West-Ost-Konflikt“ als einzigen Punkt beschränkt. Jede ‚Verwässerung‘ des Themas würde die Initiative ihrer ‚Schlagkraft‘ berauben!
Da für die „Koalition der Vernunft“ die entscheidende Polarität nicht zwischen verantwortlichen Politikern und Zivilbevölkerung, sondern zwischen Kalten Kriegern und Befürwortern der Deeskalation verläuft, strebt sie auch keinen politischen Umsturz, geschweige denn „Bunte Revolutionen“ an! Sie sieht, im Gegenteil, in jedem verantwortlichen Politiker, der sich um Deeskalation im Neuen West-Ost-Konflikt bemüht, einen Verbündeten. Als blockübergreifende – genauer: blocküberwindende – Initiative verweigert sich die „Koalition der Vernunft“ allen (stets voluntaristisch konstruierten) nationalen Narrativen sowie jeglichem alten und neuen ‚Lagerdenken‘. Statt dessen agiert sie im Sinne der übergeordneten Vision: Sie denkt und handelt so, als ob ein „Gemeinsames Europäisches Haus – von Lissabon bis Wladiwostok“ – in dem die Frage, welches Territorium zu welchem Staat gehört, immer mehr an Bedeutung verliert – bereits existieren würde. (= Neues Denken 2.0) Die Orientierung an der übergeordneten Lösungsvision hindert sie jedoch nicht daran, multilateral konkrete realpolitische Vorschläge zur akuten Eindämmung der Krise und einer Politik der Schadensbegrenzung zu machen.
Organisationsprinzipien
Die internationale „Koalition für Deeskalation“ agiert überwiegend dezentral auf der Basis des oben skizzierten inhaltlichen Grundkonsenses. Dabei sind der Phantasie für die Konstituierung einzelner Basisinitiativen keine Grenzen gesetzt: Sie können sich lokal oder länderübergreifend, innerhalb oder außerhalb des virtuellen Raums bilden; sie können sich neu oder auf der Basis von Berufsgruppen, im Kontext wirtschaftlicher Zusammenarbeit, des Jugendaustausches, von Städtepartnerschaften oder innerhalb des interkonfessionellen Dialoges konstituieren. Zugleich bedarf es einer lockeren Vernetzung, eines ‚Ankers‘ im virtuellen Raum und darüber hinaus. – Mittelfristig wäre zu überlegen, wie sich die Initiative außerhalb des virtuellen Raumes einen kraftvollen unabhängigen ‚Anker‘ schaffen kann.
Wie jede Initiative bedarf auch die „Breite Koalition der Vernunft“ Personen, die sie nach außen repräsentieren. Erwünscht wären hier unabhängige integre Persönlichkeiten aus allen Ländern, die den integrierenden Ansatz der Initiative glaubhaft verkörpern.
Präsentation
Eine neue Initiative bedarf auch eines frischen Erscheinungsbildes wie einer neuen unverbrauchten Sprache, um nicht in altes und neues Blockdenken bzw. Ritualismus zurückzufallen. – Vorschläge: Statt „Neue Friedensbewegung“: „Breite Koalition der Vernunft“, „Länderübergreifende Koalition für Deeskalation“ oder „STOP-Initiative“. Statt „Abrüstung und Frieden“: „Deeskalation und Konfliktlösung“!
Zum frischen Erscheinungsbild würden auch eine neue Symbolik, ein neues ‚Logo‘ gehören. – Vorschlag: Statt Friedenstauben, Anti-Atom-Runen und Regenbogenfahnen, das STOP-Zeichen! (Vorteil: Das Zeichen ist markant und international bekannt.)
Erste Schritte in die Öffentlichkeit
Die Bildung einer internationalen „Breiten Koalition der Vernunft“ bedarf einer kraftvollen ‚Initialzündung‘. Dies könnte z.B. der „STOP!!!-Appell“ sein. Nachdem sich erste Basisgruppen gebildet haben, könnten diese ein gemeinsames „Brainstorming“ im virtuellen Raum für weitere koordinierte Aktivitäten innerhalb und außerhalb des virtuellen Raumes starten. Dafür bedarf es einer Plattform im Netz.
Sollten sich internationale Basisgruppen bilden, so können sie im Umgang miteinander trainieren, was im Großen angestrebt wird: Die Bereitschaft sich unterschiedlichen Perspektiven (konträren Narrativen) nicht zu verschließen, die Fähigkeit, Differenzen auszuhalten und der unbedingte Wille, ungeachtet dieser am Ziel der gemeinsamen Kooperation festzuhalten.
Mittelfristig sollten erste mehrheitsfähige sichtbare Aktionen in der realen Öffentlichkeit stattfinden. Alles weitere muss der Eigendynamik des initiierten Prozesses überlassen werden.

22 Jahre US-Folterlager Guantánamo auf Kuba: Bundesregierung wagt etwas Kritik an den USA

Am 11. Januar jährte sich zum 22. Mal die Inbetriebnahme des Gefangenen- und Folterlagers Guantánamo innerhalb der gleichnamigen US-Militärbasis auf Kuba. Vor diesem Hintergrund wollten die NachDenkSeiten wissen, wie die Bundesregierung aus völkerrechtlicher und menschenrechtlicher Perspektive die Weiterexistenz dieses Lagers im Jahr 2024 bewertet. Während der Vertreter des Auswärtigen Amtes für bundesdeutsche Verhältnisse recht deutliche Worte zur Weiterexistenz des Folterlagers fand, war für ihn die grundsätzliche Tatsache, dass die USA gegen den ausdrücklichen Willen der kubanischen Regierung auf der Insel einen Militärstützpunkt betreiben, nicht kritikwürdig. Sie kennen die Haltung der Bundesregierung zu Guantánamo: Das Gefangenenlager in Guantánamo stellt aus unserer Sicht wichtige Prinzipien der Menschlichkeit, des Rechtsstaats und der Menschenrechte infrage. Das haben wir gegenüber den verschiedenen US-Regierungen, die es gab, seitdem Guantánamo in Betrieb ist, immer wieder deutlich zum Ausdruck gebracht. Sie wissen vielleicht auch, dass US-Präsident Biden im Februar 2021 erklärt hat, dass er die Schließung des Gefangenenlagers bis zum Ende seiner Amtszeit anstrebt. Diese Ankündigung begrüßen wir sehr.

Apropos Völkerrecht: Das besagte US-Militärlager befindet sich ja auf einer karibischen Insel namens Kuba. Da würde mich interessieren: Wie bewertet die Bundesregierung ebenfalls aus völkerrechtlicher Perspektive die Tatsache, dass die USA einen Militärstützpunkt gegen den expliziten Willen der kubanischen Regierung aufrechterhalten?

Ich glaube, die Sachlage ist ein bisschen komplexer. Guantánamo gehört, da haben sie recht, zum kubanischen Staatsgebiet, wurde aber zu Beginn des 20. Jahrhunderts an die USA verpachtet. Seit der kubanischen Revolution 1959 ist die kubanische Regierung jedoch der Auffassung, dass diese völkerrechtliche Praxis unwirksam ist und Guantánamo daher an Kuba zurückgegeben werden muss. Das ist zwischen Guantánamo (sic! gemeint ist Kuba) und den USA umstritten. Die USA berufen sich auf ihre Pacht, die Kubaner stellen das infrage. Das ist aber, ehrlich gesagt, eine bilaterale Angelegenheit zwischen den USA und Kuba.

Diese Verpachtung beruht ja auf dem Platt Amendment von 1902. Zu diesem Zeitpunkt stand ganz Kuba unter US-Militärverwaltung. Mich würde interessieren, wie die Bundesregierung das auch eingedenk dieses historischen Hintergrunds bewertet.

Durch ein Heer an Einflussagenten aus Finanzbranche und Industrie läuft der Berliner Politikbetrieb wie geschmiert. Das neu geschaffene Lobbyregister des Bundestages listet für 2022 mehr als 33.000 Einflüsterer im Dienst von über 6.000 Organisationen auf. Eine aktuelle Auswertung des Vereins Finanzwende nährt erhebliche Zweifel am Bild des unabhängigen Volksvertreters. Nicht wenige verstehen ihr Mandat augenscheinlich als Freifahrtschein zum hochdotierten Beraterjob. Das befördert und festigt bedenkliche Allianzen, mitunter sogar in Schlafzimmern. Lobbyisten sind eine vermehrungsfreudige Spezies. 2021 tummelten sich knapp über 30.000 ihrer Gattung im engeren und weiteren Umfeld des Berliner Politikbetriebs. Zu finden ist die Zahl im „Lobbyregister für die Interessenvertretung gegenüber dem Deutschen Bundestag und gegenüber der Bundesregierung“, dessen gesetzliche Grundlage nach langer Hängepartie zum 1. Januar 2022 in Kraft getreten war. Im zweiten dokumentierten Jahr, also 2022, ist die Population auf 33.253 Exemplare angewachsen. Damit kamen auf jeden der 736 Abgeordneten im höchsten deutschen Parlament mehr als 45 Aufdringlinge aus verschiedensten Bereichen der Gesellschaft.
Unter diesen Bedingungen entsteht naturgemäß Nähe zwischen Gast und Wirt, woraus mithin wie fremdbestimmt anmutende Gesetzesinitiativen oder gleich ganze Gesetze aus fremder Feder entspringen. Zu beobachten sind in Einzelfällen auch intime Nestgemeinschaften: So firmiert etwa Daniel Holefleisch seit 1. Mai 2022 als „Partner“ beim PR-Unternehmen MSL (Motto: „Influence, Impact“), war früher 13 Jahre lang für Fundraising und Unternehmenskontakte bei der Grünen-Partei zuständig und ist seit 2007 standesamtlich verpaart mit der ebenso grünen Bundesaußenministerin Annalena Baerbock.
Helfende Söldner
Was macht MSL? Nach Recherchen der Bürgerbewegung Finanzwende gehört der Laden zur aufstrebenden Branche sogenannter Lobbyagenturen, die im Auftrag der Finanzindustrie darauf spezialisiert sind, die Damen und Herren Gesetzgeber sowie die Medien auf Linie zu bringen. In ihrem Buch „Lobbykratie. Wie die Wirtschaft sich Einfluss, Mehrheiten, Gesetze kauft“ schreiben die Journalisten Markus Balser und Uwe Ritzer über „Lobbysöldner“, die als „diskrete Helfer der Konzerne“ im Verborgenen agieren und insbesondere solchen Kunden zu Diensten sind, die keine eigene Repräsentanz an den Schaltplätzen der Macht, etwa in Berlin, Straßburg oder Brüssel, unterhalten. Ihre Aufgaben bestehen laut Finanzwende beispielsweise darin, auf „drohende politische Entwicklungen“ hinzuweisen, Kommunikations- und Kampagnenstrategien zu entwickeln sowie Lobbygespräche mit politischen Entscheidern anzubahnen. Bei MSL klingt das so:
„Wir stärken ihren Einfluss bei relevanten Zielgruppen, Medien und Mittelspersonen (…) durch Lobbying, PR-Kampagnen, Social Engagement und Influencer Marketing.“
Zu Holefleischs Einstand schwärmte CEO Wigan Salazar über dessen Fähigkeiten als „sehr erfahrener Berater und politischer Analytiker (…), der andere mit seiner Motivation und Begeisterung für Politik mitreißen kann“. Immerhin begründet seine delikate Verbindung zur Ampelregierung ein Tabu: „Eine Ansprache der Leitungsebene des Auswärtigen Amtes oder der Außenministerin Annalena Baerbock im Rahmen seiner Tätigkeit bei MSL ist vertraglich ausgeschlossen.“ Dann kann man ja beruhigt sein, zumal „Lobbyplaudereien“ am Frühstückstisch gewiss auch ein No-Go sind.
Keine Scham beim Seitenwechsel
Nun kann man die private Partnerwahl niemandem vorwerfen, aber ein bisschen mehr Fingerspitzengefühl bei der Berufswahl wäre Holefleisch doch zu wünschen gewesen. Sei’s drum, im Beziehungsgeflecht Politik/Lobbyismus gibt man sowieso wenig auf Sitten, Anstand und Würde. Wie Finanzwende in seiner am Montag veröffentlichten Auswertung des Lobbyregisters schreibt, sind die „Top-Finanzlobby-Gruppen“ (und andere auch) „nicht nur finanziell und personell stark aufgestellt“, sondern zudem „eng verflochten mit der Politik“.
Über prominente Seitenwechsler wie Gerhard Schröder, Sigmar Gabriel (beide SPD) oder Joschka Fischer (Grüne) haben die NachDenkSeiten bereits an dieser Stelle berichtet. In einer ähnlichen Liga bewegt sich laut besagter Finanzwende-Analyse der Fall Jens Weidmann, der als langjähriger Wirtschafts- und Finanzberater von Exkanzlerin Angela Merkel (CDU) und Präsident der Deutschen Bundesbank im Mai 2023 den Aufsichtsratsvorsitz der Commerzbank übernahm, was die „als echten Coup” feierte. Hans-Martin Tillack beschrieb diese Hemdsärmeligkeit beim Jobtausch in seinem Buch „Die Lobbyrepublik“ so:
„Wer heute als Lobbyist sein Geld verdient, hat uns in vielen Fällen eben noch als Politiker oder Spitzenbeamter regiert.”
Finanzsektor gibt Ton an
Allerdings spielen sich solche Vorgänge, zumal bei politischen Leichtgewichten, zumeist abseits der Öffentlichkeit ab. Dabei werden gemäß Studie gerade auch Politiker aus der zweiten Reihe gerne von der Finanzlobby rekrutiert, weil sie ebenfalls „Insiderkenntnisse“ hätten über die „Abläufe in Ministerien, Aufsichtsbehörden, Parteien und im Bundestag und gute Kontakte zu den Orten, an denen Gesetze vorbereitet und beraten werden“. Sie hießen zum Beispiel Friedrich Paulsen – heute Sparkassen-Lobbyist, früher Büroleiter eines SPD-Bundestagsabgeordneten – oder Georg Fuchs – Gründer einer Lobbyagentur und früher Zuarbeiter eines CSU-Parlamentariers. Das Lobbyregister habe das Verdienst, dass es durch die namentliche Nennung „erstmals ein weitreichendes Bild der Lobbyjobs dieser Ehemaligen“ zeichne, heißt es in der Studie. Was die Betroffenen konkret in ihren neuen Positionen trieben, zeige es leider nicht.
Gleichwohl liefert die Dokumentation wertvolle Einblicke, wer beim Politikmachen in Berlin mindestens mitmischt, wenn nicht gar das Sagen hat. Die erste Geige spielt dabei mit großem Abstand die Finanzbranche, die ihre schon 2021 bestehende Vormachtstellung weiter ausbauen konnte. Während sämtliche sogenannten zivilgesellschaftlichen Organisationen im Berichtsjahr 2022 zusammen knapp 20 Millionen Euro für die politische Beziehungspflege mobilisierten, kamen Banken, Fonds und Versicherer mit 42,8 Millionen Euro auf mehr als das Doppelte. Unter den ersten 100 Einträgen im Register finden sich zehn Vertreter der Geldvermehrungsbranche, darunter etwa die Deutsche Bank, die Commerzbank und die R+V-Versicherung.
Operation Rentenzerstörung
Stand jetzt lobbyieren in der Hauptstadt 6.117 Organisationen, 2021 waren es noch etwas mehr als 5.500. Bei Lobbymacht in Deutschland tippten die meisten Menschen auf die Autobauer oder den Bundesverband der Deutschen Industrie (BDI), bemerkte Finanzwende-Geschäftsführer Daniel Mittler gegenüber den NachDenkSeiten. „Aber die Finanzlobby ist noch stärker, und die Mischung aus Unauffälligkeit und Machtfülle schadet unserer Demokratie.“ In den Top-100 finden sich jeweils „nur“ sechs Vertreter der Auto- und Chemieindustrie, die gemeinsam „kaum“ mehr Geldeinsatz als die Finanzbranche aufbringen. Das Budget der Energiewirtschaft, mit acht Listenplätzen an zweiter Stelle, beträgt mit rund 23,5 Millionen Euro nur etwas mehr als die Hälfte der Mittel der Geldlobby. Die ist auch personell einsame Spitze: In Berlin unterhält sie mit 610 Agenten fast so viele Leute, wie es Parlamentarier im Reichstag gibt.
Allein der Gesamtverband der Deutschen Versicherungswirtschaft (GDV) steckt Jahr für Jahr rund 15 Millionen Euro in seine politische Einflussarbeit, womit er hierzulande ganz vorne liegt. An seiner Spitze steht seit 2020 Jörg Asmussen, Ex-Staatssekretär im Finanzministerium. Im Umkreis von Bundesregierung und Bundestag sind für den GDV 155 hochbezahlte Einflüsterer in Stellung. Hunderte weitere Einflussagenten und noch viel mehr Geld wirken in den Bundesländern, in Brüssel oder in Tuchfühlung mit diversen Aufsichtsbehörden. Und der Aufwand lohnt sich: So hat der GDV mit seinen Interventionen laut Medien maßgeblich zur Demontage der gesetzlichen Rente beigetragen, dazu, dass die Altersvorsorge zum Ziel von Renditejägern geworden ist und Riester-Sparer in Massen von windigen Versicherungsmarklern über den Tisch gezogen wurden.
Demnächst mehr Transparenz
Immerhin gab es deshalb auf EU-Ebene Bestrebungen, ein Provisionsverbot für Anlageprodukte durchzusetzen. Das Vorhaben sei aber „auch auf Initiative der BRD und auf Druck der deutschen Versicherungswirtschaft“ gescheitert, erklärte Mittler. „Ein Lobbyregister, das derartige Zusammenhänge klarer aufzeigt, kann helfen, solch schädlichen Lobbyeinfluss zu unterbinden.“ In dieser Hinsicht ist tatsächlich Besserung in Sicht. Am 1. März 2024 werden Gesetzesänderungen wirksam, die unter anderem dafür sorgen, dass Seitenwechsel sichtbarer werden und Lobbyagenturen detailliertere Angaben zu ihrer Arbeit machen. Neben Finanzwende begrüßt auch der Verein LobbyControl die Reform. Damit werde das Register „deutlich aussagekräftiger und Lücken werden geschlossen”. Erfreulich sei insbesondere, „dass Interessenvertretungen nun klar benennen müssen, welche Gesetze sie beeinflussen wollen“.
Aber lassen sich Lobbyisten und ihrer Auftraggeber bremsen, nur weil ein bisschen mehr Transparenz herrscht? „Das ist ein klassischer Fall von ‚notwendig, aber nicht ausreichend‘“, so Mittler. Das Lobbyregister werfe „Licht in einen Bereich der Macht, der bisher im Dunkeln lag“. Und werde Skandalöses öffentlich, dann ändere sich auch etwas. Noch wichtiger ist für Finanzwende aber der „Aufbau von Gegenmacht“ mit der Perspektive der Durchsetzbarkeit einer weitreichenden Regulierung gerade der Finanzökonomie.
Rote Ampel für „Fußabdruck“
Aber auch beim Lobbyregister selbst besteht noch Luft nach oben. So fordern Finanzwende und LobbyControl die Einführung des „legislativen Fußabdrucks“. Erst der würde konkret nachvollziehbar machen, welche Akteure bei der Gesetzgebung wann und wie die Finger im Spiel hatten. Während es auf Länderebene in Berlin und Thüringen bereits Ansätze in dieser Richtung gibt, war das Instrument auf Bundesebene wenigstens angekündigt. „Für Gesetzentwürfe der Bundesregierung und aus dem Bundestag werden wir Einflüsse Dritter im Rahmen der Vorbereitung von Gesetzesvorhaben und bei der Erstellung von Gesetzentwürfen umfassend offenlegen (sog. Fußabdruck)“, heißt es dazu im rot-grün-gelben Koalitionsvertrag. Geworden ist daraus bisher nichts. Wer der Ampel das wohl ausgeredet hat. Noch Kaffee, Schatz?

The United States and United Kingdom on Thursday launched air and missile strikes on Yemen as part of the international effort to end Houthi rebels’ attacks on Red Sea shipping, with the armed group warning earlier that such aggression “will not go without response.”
Thursday’s U.S.-led attacks on Yemen fueled fears of a wider Middle East war amid Israel’s ongoing genocide in Gaza and escalating retaliation by Lebanon-based Hezbollah. Houthi forces—who have been waging a decadelong civil war against Yemen’s government and a Saudi-led coalition—began launching missiles and drones toward Israel and attacking shipping traffic in the Red Sea in response to Israel’s Gaza onslaught. Earlier this week, the Houthis launched a sophistical barrage of 21 missiles and drones at U.S. and U.K. warships taking part in a multinational “security” initiative in the crucial waterway.
Critics warned that attacking Yemen risks setting off a powder keg in the Middle East and possibly beyond.
“If the objective is to stop Houthi attacks without escalating matters toward a full war, then bombing them has proven quite inefficient in the past. Just ask the Saudis,” Trita Parsi, executive vice president at the Quincy Institute for Responsible Statecraft, said on social media Thursday.
A few thoughts on the US and UK’s plans to imminently bomb Yemen in retaliation for Houthi attacks on ships in the Red Sea, which the Houthis have struck to pressure Israel to cease its slaughter in Gaza. First of all, the UN resolution that condemns the Houthis does not authorize the use of force, though it acknowledges the right of self-defense for the countries whose vessels have been attacked. Secondly, if the objective is to stop Houthi attacks without escalating matters toward a full war, then bombing them has proven quite inefficient in the past. Just ask the the Saudis. Moreover, bombing them very likely will escalate matters, which means that not only will the attacks not be stopped, but the broader war that Biden seeks to prevent will likely become a reality. Indeed, if the objective is to stop them, a ceasefire in Gaza is far more likely to succeed. The Houthis have declared that they will stop if Israel stops, and during the 6 days there was a ceasefire (in November), there was only one attack in the Red Sea that can be attributed to the Houthis. A ceasefire would also pacify tensions in Iraq/Syria vis-a-vis the US, not to mention win the release of the Israeli hostages held by Hamas. The question then is why the US and the UK are so adamant about rejecting the policy that is most likely to succeed and instead pursuing the policy that is the most likely to escalate matters even further? This shows, once more, that for every day that there is no ceasefire in Gaza, we will move closer and closer to the war spreading and the US once again fighting a war of choice in the Middle East.//

U.S. forces have launched drone and other airstrikes against Yemen since the George W. Bush administration. There have also been occasional U.S. ground raids in the Middle Eastern country, including one in January 2017 that killed Nawar al-Awlaki, an 8-year-old American girl. Her American father and brother were killed in separate U.S. drone strikes during the administration of former President Barack Obama.
Responding to the attack, U.S Rep. Ro Khanna (D-Calif.) said on social media that Biden “needs to come to Congress before launching a strike against the Houthis in Yemen and involving us in another middle east conflict. That is Article I of the Constitution. I will stand up for that regardless of whether a Democrat or Republican is in the White House.”
