Mainstream Media Is Avoiding the Big Story on Jeffrey Epstein and Sealed Court Documents
Over the past week, more than a dozen of the biggest mainstream news outlets have published articles about the possibility of scandalous news breaking this week from the unsealing of documents in a federal court case involving the sex trafficker of minors, Jeffrey Epstein.
The US and some of its Allies just put out a joint statement threatening the Houthis over their Red Sea attacks on commercial shipping. Seems like they’re preparing to bomb Yemen.

The United States has developed and stockpiled a variety of biological weapons agents since the late 1960s. The most prominent agents known to have been developed at the time were Anthrax, Tularemia, Brucellosis, Q-fever, Hantavirus, Venezuelan Equine Encephalitis virus, and Botulism, but there have been many more. The list is very long, and most of these can be communicated by insects in one form or another. Q-fever, Brucellosis, Botulism, Anthrax, and Tularemia are bacterial infections spread in various ways, and Botulism can cause death if untreated. Venezuelan Equine Encephalitis (VEE) virus is a mosquito-borne virus that can cause serious neurological disorders. Anthrax is of course, very contagious, and most often fatal.
In 1978 the US Department of Defense admitted that, despite a Presidential order and an international treaty banning the research and development of biological agents, it continued to operate research facilities at 127 sites, institutions and universities around the nation, and an unspecified number (but around 100) in other nations. Lastly, one researcher provided this gem: “An extract from a U.S. Army report details why smallpox was selected as the agent of choice.” Its “attractive” features are listed as: 1. Smallpox is highly infectious with close contact. It spreads readily from an infected person to susceptible individuals. 2. A long incubation period of relatively constant duration permits the operatives responsible to leave the country before the first case is diagnosed. 3. The duration of illness for those who recover is relatively long.” The US military has even tried to weaponise venereal diseases, leading to travesties like the Guatemala Syphilis project, where they infected thousands then left them to die. The official narrative, while admitting the criminality, stubbornly adheres to the tale of a charitable purpose of testing medications – for thousands who were specifically denied the medicines that would have saved their lives. [1]
The US Army regularly produces deadly viruses, bacteria, and toxins in direct violation of the UN Convention on the prohibition of Biological Weapons. Hundreds of thousands of unwitting people are systematically exposed to dangerous pathogens and other incurable diseases. Bio-warfare scientists using diplomatic cover test man-made viruses at military laboratories in 25 countries across the world. These US bio-laboratories are funded by the Defense Threat Reduction Agency (DTRA) under a $ 2.1 billion military program– Cooperative Biological Engagement Program (CBEP), and located in former Soviet Union countries such as Georgia and Ukraine, the Middle East, South East Asia, and Africa.
There is a long list of lethal pathogens the US military has been playing with for decades now. Here is a partial list extracted from US government documents: Anthrax, Hemorrhagic fever, Hantavirus, MERS and SARS, EBOLA, avian viruses (H5N1), Botulinum, Hepatitis A, Hepatitis C, , Cholera, Swine flu, Tularemia, Meningitis, Nipa virus, Brucellosis, Orthopoxviruses, acute febrile illness/fevers of unknown origin, acute respiratory infection, sexually transmitted infections and military prevalence, global traveler’s diarrhea, and central nervous system infection surveillance. [2][3]
Much of this “research” involves collecting DNA and other biological material from citizens of many nations. I have already covered the US military’s advertisements for the collection of synovial fluid from “pure ethnic Russians”, but these collections have been proven to have occurred in most all nations where the US has established its biological warfare research institutions. As one example, “Apart from Russians, the US has been collecting biological material from both healthy and cancer patients in China. The US National Cancer Institute has collected biological samples from subjects from Linxian, Zhengzhou, and Chengdu in China. Another federal project includes analysis of hundreds of serum samples collected from Chinese patients.”
Russia accused the US of using Ukraine to manufacture biological weapons using bats, birds, and fleas to spread deadly infections, claims that the US was involved in a biological warfare program against Russia. They claimed, with some compelling evidence, that the US was looking for ways to use migratory birds to spread dangerous infections to Russia. [5] But the interest of the US military and the CIA in using birds as vectors (carriers) for pathogens in a biological warfare context, goes back at least 60 years. According to 1977 Congressional testimony, a CIA-front organization called the Human Ecology Fund was funding various programs under Project MK-ULTRA and MK-NAOMI for this purpose. And in fact, as far back as October 1961, the CIA funded a project titled, “Role of Avian Vectors in Transmission of Disease.”
The Washington Post published an excellent and detailed article on some of the US military’s attempts to learn how to use birds as vectors (carriers) for various pathogens meant to be distributed to other nations in their biological warfare program.[6] This article notes in much detail not only the extensive efforts made in this area, but the deep involvement of the Smithsonian Institution in these trials. Today, the Smithsonian do their best to either disclaim knowledge of the trials or to pretend they were not “top-secret”, while documents prove otherwise. The article begins, “Twenty years ago, a team of Smithsonian researchers landed on a string of remote Pacific islands to study the comings and goings of sea birds — terns, albatrosses, gulls. But there was another reason they were there, one stamped “Secret.”The leaders of this scholarly band of curators and ecologists reported their findings to military scientists whose interest was not birds but biological weapons. The Pacific project was two separate missions existing side by side: the Smithsonian’s and the Pentagon’s. The Smithsonian was only too eager to be given funds to study bird migratory patterns and the military was eager to find “safe” sites for atmospheric testing of biological weapons in the Pacific. Such sites could be determined from the Smithsonian research.”
It continues further, “Smithsonian researchers burned copies of some project notes and correspondence with the military, but many of their originals are preserved in acid-free boxes deep within the Smithsonian’s own archives, which are open to the public. Forgotten by many, consulted by few, the 17 square feet of records contain day-by-day accounts, maps, photos, and correspondence with the military. All are pieces of a puzzle that show the Pacific Ocean Bird Project was one of the largest and most mysterious undertakings in the institution’s 139-year history.”
“The Pacific study had projects within projects. One was Operation Starbrite, described in a 1964 Smithsonian report classified “Confidential” by the Army. The Starbrite program consisted of monthly 15-day cruises aboard U.S. Navy vessels operating out of Pearl Harbor. Cruising a 50,000-square-mile grid of ocean and atolls, the Smithsonian personnel were to record “all visible animal life.” From sunrise to sunset, they were to note the activity of birds, the species, and numbers, and their every movement. Officers from Utah’s Fort Deseret Test Center, where biological weapons research was conducted, accompanied Smithsonian scientists on many “Starbrite cruises” to islands with names like French Frigate Shoals, Christmas Island, and the Phoenix Islands. Attempts were made to collect as many specimens as possible.”
MK/NAOMI Project: US Senators Frank Church and Tower John examine the CIA’s dart gun with poison that causes cancer and heart attacks, during the US enquiry into the Senate committee investigating plans to assassinate foreign leaders.Source
According to the Washington Post and other sources, “Former military scientists state that researchers at the Fort Frederick biological warfare complex were conducting elaborate research and experiments using birds, at the same time that intensive work was being performed on ticks as vectors. One former microbiologist said, “Some of these experiments employing birds as vectors for biological agents were part and parcel with MK/NAOMI and the K Project. I am certain that as many as 750,000 birds, maybe as many as one million, and about $3 million, were used in the mid-1960s by Detrick microbiologists under the direction of CIA officials.” They claim that in addition to the CIA’s activity, the Human Ecology Fund (a CIA-funded front organisation) was also involved with the Office of Naval Intelligence, all active in bird research for several years in the 1960s.”
As fantastic as the claims about bird vectors seem, these authors have discovered that the CIA and Fort Detrick did indeed institute and conduct at least three bird-related MK/NAOMI projects throughout the 1960s, one codenamed Project STARBRIGHT. Some Fort Detrick researchers recall having to receive special inoculations for the project. A detailed article in the Journal of the History of Biology (Issue 34, 2001) by Roy MacLeod, University of Sydney, Australia, reveals that nobody connected with the project was “told which diseases” the inoculations were for. States MacLeod, “In fact, [project] staff were told as little as possible, and then only on a ‘need to know’ basis.” MacLeod also writes, “During the same period, studies, studies of dissemination— ‘delivery systems’ — of biological weapons are known to have formed part of the research portfolio of both the CIA and the Chemical Corps. Among the more notorious projects were those to develop so-called ‘nondiscernible microbioinoculators’ – the dart gun was one example— and aerosol sprays, along with the potential use of insects (including ticks) and other organic agents.” MacLeod also underscores that on December 9, 1968, an article in Scientific Research by William E. Small “alleged that the Smithsonian Institution [a partner in the Army’s bird projects] was deeply committed to studies in Brazil and the Pacific dealing with the mechanisms by which rare viruses and blood parasites are transmitted from birds, mammals and insects to man.” [7][8]
According to an (edited) excerpt from the South China Morning Post, “The US military has a long history of enlisting the help of animals in warfare. The bottlenose dolphin’s sophisticated sonar enabled the Navy to detect and clear underwater bombs during the Iraq War, and homing pigeons played a vital role as secret messengers during both world wars. But there is one animal that the military has had significantly less success in conscripting, and that is the bat. In the wake of the Pearl Harbor bombing in 1941, hundreds of Mexican free-tailed bats were recruited as part of a hare-brained scheme to blow up Japanese cities by arming the flying insectivores with tiny bombs and releasing them from planes. The idea was that the bats would roost in buildings and explode, killing the enemy as they slept.” This one apparently didn’t work well.
“Undeterred, the scientists ran a test of “Project X-ray” using real bats and tiny bombs in June 1943. Things did not go as planned. A report on the experiment stated somewhat evasively that “testing was concluded … when a fire destroyed a large portion of the test material.” It failed to mention that the barracks, control tower and several other buildings at the auxiliary field station in Carlsbad, New Mexico, were set spectacularly ablaze by escapee bat bombers. The need to maintain military secrecy prevented civilian firefighters from entering the scene, and fire leapt from building to building, incinerating most of the base. As a final insult, a couple of winged missiles went AWOL, taking up roost under a general’s car before exploding.”[9]
According to the same article, “Fruit bats have an almost supernatural ability to harbor some of the planet’s most deadly viruses without getting sick themselves. Inject an Egyptian fruit bat with the Marburg virus – a hemorrhagic relative of the infamous Ebola virus – and nothing happens. Do the same thing to a human, and within a week, the patient is bleeding to death, according to Thomas Kepler, a professor of microbiology at Boston University. Kepler’s team jump-started its work by examining the whole genome of the Egyptian fruit bat, chosen because it is a known reservoir for the lethal Marburg virus. Kepler’s study was supported by the Defense Threat Reduction Agency. Natural outbreaks of Marburg virus infection have occurred in African countries and are rare but extremely deadly, with a fatality rate of up to 90 per cent. There is no antidote – and that has made the Marburg virus a prime candidate for biological warfare.” [10]
According to research performed by Dilyana Gaytandzhieva, beginning as early as 2012, the US CDC was collecting hundreds of bats for research at the Lugar Center in Georgia under a project funded by the US DoD Defense Threat Reduction Agency (DTRA). Apparently many of the samples were shipped to the CDC headquarters in Atlanta for screening for multiple pathogens. Two years later, the US CDC launched a second project “Emerging zoonotic pathogens in Georgian bats” at the Lugar Center in Georgia, this one funded by the US International Science and Technology Center, under a kind of program providing useful employment for former biological weapons scientists. A bit later, in 2017, the US military began another multi-million-dollar program involving genetic studies on coronaviruses in 5,000 bats collected from Georgia, Armenia, Azerbaijan, Turkey and Jordan, again using the Lugar Center in Georgia.
According to Dilyana’s research, it was US-based Eco Health Alliance, under contract with the Pentagon, and with a multi-million dollar grant from the US National Institutes of Health (NIH), that also collected bats and isolated coronaviruses in China, working with the Wuhan Institute of Virology. “Peter Daszak, president of Eco Health Alliance, told Democracy Now that he had collected bat samples with Chinese colleagues but [that] the Wuhan laboratory did not house the culture of bat viruses but [only did the] genetic sequencing.” It thus seems that the bat virus cultures were again sent to the CDC labs in Atlanta for further development. There were other such “studies” as well, involving both China and Africa, in these cases with US scientists working under a $200 million USAID program that again involved the US CDC and Eco Health Alliance, all under grants from the US military for the same activity – searching for novel coronaviruses in bats around the world. [11]
The US military displayed a flurry of interest in the coronaviruses harbored in bats, and the potential of their transmission to humans. According to several sources, DARPA began spending millions on this research from about 2015 or 2016, with much of the research being conducted in US biolabs surrounding China. As well, much of the research took place within China at the virology lab in Wuhan where, apparently, some discoveries were made. I don’t want to delve into COVID here, but my reading of this bit of confusing mess is that the Americans approached the Chinese based on fellowship and shared research, the unwitting Chinese assisting the Americans in lighting the way to designing a Chinese-specific coronavirus that the Americans managed to inflict on China. To quote Whitney Webb, “not only was the U.S. military, including its controversial research arm — the Defense Advanced Research Projects Agency (DARPA), recently funding studies in and near China that discovered new, mutant coronaviruses originating from bats, but the Pentagon also became recently concerned about the potential use of bats as bioweapons.” [12]
Since around 2015 there appears to have been a literal flood of activity, nearly frenzied on occasion, about the potential for bats to be used as biological weapons in one form or another. As several authors have reported, DARPA spent $10 million on one study alone in 2018, [13] to determine precisely how bat viruses can be transmitted to humans. Another research project backed by both DARPA and the US NIH used researchers at Colorado State University [14] examine the coronavirus that causes Middle East Respiratory Syndrome (MERS) in bats and camels and to understand how the disease can be transmitted to humans.
Bats are natural reservoir hosts to several emerging viruses with pandemic potential, including Marburg, Nipah, and SARS and MERS-coronaviruses. Source
As Whitney Webb reported, [15]“Other U.S. military-funded studies, discussed in detail later in this report, discovered several new strains of novel coronaviruses carried by bats, both within China and in countries bordering China. The U.S. military — specifically the Department of Defense’s Cooperative Threat Reduction Program — began funding research involving bats and deadly pathogens, including the coronaviruses MERS and SARS, a year prior in 2017. One of those studies focused on “Bat-Borne Zoonotic Disease Emergence in Western Asia” and involved the Lugar Center in Georgia, identified by former Georgian government officials, the Russian government and independent, investigative journalist Dilyana Gaytandzhieva as a covert U.S. bioweapons lab. USAMRIID (Fort Detrick) has recently been involved in research borne out of the Pentagon’s recent concern about the use of bats as bioweapons.”[16]
“Beyond the U.S. military’s recent expenditures on and interest in the use of bats of bioweapons, it is also worth examining the recent studies the military has funded regarding bats and “novel coronaviruses,” such as that behind the recent outbreak, that have taken place within or near China. [17] For instance, one study conducted in Southern China in 2018 resulted in the discovery of 89 new “novel bat coronavirus” strains that use the same receptor as the coronavirus known as Middle East Respiratory Syndrome (MERS). That study was jointly funded by the Chinese government’s Ministry of Science and Technology and USAID (which is widely acknowledged to be a front for U.S. intelligence, [18] and the U.S. National Institute of Health — which has collaborated with both the CIA and the Pentagon on infectious disease and bioweapons research.” [19]
Yet another U.S. government-funded study that discovered still more new strains of “novel bat coronavirus” was published under the title, “Discovery and Characterization of Novel Bat Coronavirus Lineages from Kazakhstan”, which study focused on “the bat fauna of central Asia, which link China to eastern Europe”. The study was entirely funded by the DTRA. [20]
The US military has had a nearly 75-year pathological interest in weaponsing insects for use as biological weapons, the tests and experiments beginning immediately upon assuming Shiro Ishii’s research after WWII, and increasing over time, with devious programs being carried out at USAMRIID (Fort Detrick), Dugway, among other locations. This specialty has now emerged into the private sector, with many corporate entities, universities, hospitals, US health agencies, now participating, in addition to US NGOs and UN agencies like the WHO.
There is much evidence to document the long history the US has had in using insects as vectors for diseases. According to a partially declassified 1981 US Army report, American bio warfare scientists carried out many such experiments as part of the US Entomological Warfare Program. One revelation from a declassified 1981 US Army report: How to kill 625,000 people for just $0.29 cost per death. [21][22] The US military carried out tests of 16 simultaneous aerosol attacks on a city by A. Aegyptus mosquitoes, infected with Yellow Fever and Tularemia, to assess their relative effectiveness in cost and casualties. [23][24]
The US military not only has patents on the various insects and methods, but has a patent (U.S. Patent No. 8,967,029, dated March 3, 2015) for spreading infected insects over (presumably) hostile territory. “An unmanned aerial vehicle for spreading infected insects in the air. The device allows you to transfer infected mosquitoes by air to a given area and release them. As a result, a large number of people are infected, enemy soldiers are destroyed without risk to American servicemen.” [25] Unfortunately, Nature Magazine uses this as an opportunity to provoke fear of “terrorist-funded” biological warfare instead of focusing the real threat which is the US military and America’s political push for global dominance. [26]
Russia has apparently obtained some 100,000 pages of secret documents on this topic, including the US patent for a remotely controlled “device for the aerial release of mosquitoes.” [27] The document states in part, “With the toxic mosquito release system, large masses of people can be immunized or enemy troops can now be wiped put or rendered useless without having to risk or endanger our own troops. […] For military purpose, the mosquitoes may be used to deliver an agent such as malaria to create sickness, or they could use much more toxic or highly contagious agents and viruses.” [28] Naturally, disclaimers follow quickly: “The accusations you outlined are totally absurd and likely an invention of the fanciful Russian disinformation campaign against the West.” [29] Here is an excellent article on the subject, with many details and photos: [30]
Here is an edited summary from the translation of the Bulgarian investigative journalist Dilyana Gaytandzhieva:
以下是保加利亚调查记者迪利亚娜·盖坦杰娃翻译的编辑摘要:
Internal documents disclosed by Georgians show that the American Embassy to Tbilisi transports frozen human blood and pathogens for deadly diseases and biting insects under a secret military program, and does so under cover of “diplomatic immunity” with the pathogens in a “diplomatic bag”. The biological laboratory at Lugar Center is centered in a residential area and heavily guarded. All areas within 100 meters are under 24-hour camera surveillance. When she approached the site, her passport was demanded and she was threatened with arrest for being near the lab. Her requests for access and interviews were rejected. From a great distance, the air is laden with the smell of chemicals. Residents claim that dangerous chemicals are secretly burned at night and that hazardous waste from the lab is emptied into the nearby river. The neighbors told of a tragic incident involving four Filipinos working at the Lugar Center in which two of them died immediately. When the ambulance came the second time, the foreigners were foaming at the mouth, screaming for help, and they died before the ambulance could take them away. It was all covered up by the US lab and the government. At first, they said the foreigners suffered food poisoning from fish, then that they died from a gas leak in their apartment.[31]
In a later Chapter in this series, I will provide a list of some of the insect-related biological warfare attempts, tests, experiments, made by the US military, mostly on its own citizens. The list includes items like Project Bellwether, a very ambitious and determined program by the US military to weaponise insects, Operation Magic Sword, Operation May Day, Operation Drop Kick, Operation Big Buzz, Operation Big Itch, and many more.
The Insect Allies program is pursuing scalable, readily deployable, and generalizable countermeasures against potential natural and engineered threats to the food supply with the goals of preserving the U.S. crop system. To develop such countermeasures, Insect Allies performer teams are leveraging a natural and efficient two-step delivery system to transfer modified genes to plants: insect vectors and the plant viruses they transmit. The program’s three technical areas—viral manipulation, insect vector optimization, and selective gene therapy in mature plants—layer together to support the goal of rapidly modifying plant traits without the need for extensive infrastructure. Since the start of the program, Insect Allies teams with expertise in molecular and synthetic biology have demonstrated mounting technical breakthroughs . . . [32]
The Insect Allies program is a recent (2016) DARPA (Defense Advanced Research Projects Agency) initiative ostensibly to protect American crops from various climatic and pestilential misfortunes, [33] But DARPA is not about protecting anything. These insect experiments were presented to the public as “gene therapy for crops”, methods of reducing the need for chemical insecticides and pesticides. But extreme concern has been expressed by competent scientists who believe the project is developing methods to deliver a new class of biological weapons, that this is just another American insecticide warfare program. There is no question that, from the days of Dr. Ishii after WWII, the US military has taken very seriously the possibilities inherent in weaponising all manner of insects. One report at Science.org [34] states, “The critics charge that “the program may be widely perceived as an effort to develop biological agents for hostile purposes and their means of delivery. It is hard to see such a justification for Insect Allies … because the method is hard to control and unlikely to be allowed in peacetime. Besides, there is an easier way to introduce viruses to plants: spraying.” Another Science article is titled, “Agricultural research, or a new bioweapon system?” [35]Counterpunch deals with it in an article titled, “Criminal Behavior: US May be Developing Biological Weapons”.[36] Here are a few excerpts:
An article appearing October 4, 2018 in Science magazine deals with a U.S. Defense Department project named “Insect Allies” which began in 2017 and runs for four years. The Defense Advanced Research Projects Agency (DARPA)is providing four U.S. Universities with $45 million in funding to enable researchers to alter the gene make-up of plants grown as crops on farms. DARPA claims to be “addressing national security challenges in agriculture domestically and abroad.” Genes are being “edited”, says DARPA, so that plants can resist diseases, drought, floods, excessive heat, or “natural or engineered harmful biological agents. Yet the five authors of the report, evolutionary biologists, and lawyers at German and French Universities, see the U.S. Defense Department as probably developing offensive biological-warfare capabilities. The United States, they explain, actually may be working on an innovative mechanism of genetic modification programmed to reduce productivity rather than to maintain or increase it.”
“The Science magazine report focuses on a new delivery system Defense Department researchers are using to transfer altered genetic material to crops in the field. The authors cite the BWC which says: “certain developments in science and technology have the potential for use contrary to the provisions of the Convention now or in the future. These developments include, inter alia…to develop novel means of delivering biological agents and toxins.” The idea of a “novel means” is crucial to what follows here. There is silence also on the likelihood that HEGAA gene modification will lead to inconsistent results. The insects, for example, will not reach all plants in a field and the outcome will be “quite different” from situations involving “laboratory-generated genetic modifications.” Gene modification via insects will likely affect crops other than the targeted ones. HEGAA technology also could end up reducing or finishing off seed production and leave no seeds to be marketed. Seeds necessary for perpetuation of plant species might disappear. DARPA researchers discussed none of this.[37]
Not everyone agrees with the official version of the story. Here is Whitney Webb’s comment on Insect Allies: “The most recent example of this involved DARPA’s “Insect Allies” program, which officially “aims to protect the U.S. agricultural food supply by delivering protective genes to plants via insects, which are responsible for the transmission of most plant viruses” and to ensure “food security in the event of a major threat,” according to both DARPA and media reports. However, a group of well-respected, independent scientists revealed in a scathing analysis of the program that, far from a “defensive” research project, the Insect Allies program was aimed at creating and delivering “new class of biological weapon.” The scientists, writing in the journal Science and led by Richard Guy Reeves, from the Max Planck Institute for Evolutionary Biology in Germany, warned that DARPA’s program — which uses insects as the vehicle for as horizontal environmental genetic alteration agents (HEGAAS) — revealed “an intention to develop a means of delivery of HEGAAs for offensive purposes.” [38] And China’s Global Times, understandably concerned with US biological activity surrounding the country, states “US military-led insect project feared to be weaponized and risks global food security, especially in ‘rival countries’ near its bio-labs.” [39]
Even the New York Times tells us, “It doesn’t involve anything as noticeable as planes flying overhead to spray farms, and instead insects are quietly released that would pass these viruses onto crops that could kill them or sterilize their seeds. ‘Farmers wouldn’t know it was a targeted attack,’ Caetano-Anollés says. ‘It would just look like an illness or a virus that has infected their plants.” [40] Other organisations express similar concerns. ACSH News asks, “Could We Turn Insects Into Biological Weapons?“, [41] and Chemistry World says “insect-delivered genetic modification of crops prompts warnings.” [42] One concern is that this effort is backed by millions in funding and with multiple research teams working on the same objective. “Insect Allies is reportedly backed by $27 million (£21 million) of funding. There are four academic research teams currently working on the programme, including investigators at the Boyce Thompson Institute in New York, Pennsylvania State University, Ohio State University and the University of Texas at Austin.”
As noted earlier, at least 249 patients died while participating in Gilead’s “Hepatitis C Elimination Program” at the Lugar Lab in Georgia. Dilyana Gaytandzhieva made many good points on the US Military entomological warfare, using insects to transmit diseases, claiming with substantiation that the US has performed such experiments in both Georgia and Russia. One result she noted is that Tbilisi has been infested with biting flies ever since the Lugar lab opened. These biting insects live indoors all year long, primarily in bathrooms,, which was not the typical previous behavior of such species. Apparently, local residents now complain constantly of being bitten by these insects, and they appear to have now become entrenched in Dagestan, Russia, as well, an area very close to the Lugar lab. [43] I have here a few selected quotes from Dilyana’s long and excellent articles.
“Maj. Gen. Igor Kirillov cited the deaths of 73 volunteers who took part in tests of the new toxins at the Lugar lab in 2015-2016. “The near simultaneous deaths of a large number of volunteers give reason to believe that the Lugar Center was researching a highly toxic and highly lethal chemical or biological agent.” He also claimed that the spread of viral diseases in southern Russia could have been linked to the activities of the Lugar Center. He pointed to the spread of the African swine fever (ASF) from Georgia since 2007 that caused massive losses for the Russian farm sector. Ticks carrying the Crimean-Congo hemorrhagic fever also spread across several regions of southern Russia in an unusual pattern, another sign of the US lab’s alleged involvement. Among the documents released was a US patent for a drone intended to disseminate infected insects, he said. Other patents covered projectiles for delivering chemical and biological agents.” [44]
Pentagon scientists have been deployed in 25 countries and given diplomatic immunity to research deadly viruses, bacteria and toxins at US military offshore biolaboratories under a $2.1 billion DoD program. (Source: DTRA)Source
“In 2007 Georgia ended its policy of compulsory annual livestock anthrax vaccination. As a result, the morbidity rate of the disease reached its peak in 2013. The same year that NATO started human-based anthrax vaccine tests at The Lugar Center in Georgia, 34 people were infected with Hemorrhagic Fever, a tick-borne virus, at a time when US bio-warfare specialists were studying the virus in Georgia under the DTRA project “Epidemiology of febrile illnesses caused by Dengue viruses and other Arboviruses in Georgia”.” The lab was testing “patients” and collecting the ticks as vectors for the disease.[45]
“As well, the Pentagon has a long history in using insects as vectors for diseases. According to a partially declassified 1981 US Army report, American bio warfare scientists carried out many such experiments as part of the US Entomological Warfare Program. These tropical mosquitoes have never been seen in Georgia, and are unusual anywhere in this part of the world. They were detected for the first time shortly after the Pentagon began operations at the Lugar Center, first in Georgia, then in neighboring Russia and Turkey.”
According to the 2005 Agreement between the US DoD and the Ministry of Health of Ukraine, the Ukrainian government is prohibited from public disclosure of sensitive information about the US program. Source
“The Ukrainian capital, according to the local media, has seen cases of a rare disease called dirofilariasis so far this year. It is transmitted by mosquitoes when they bite humans. This ailment is incited by parasites — roundworms Dirofilaria which affect both animals and people. Ukraine, a home to 14 biolabs funded by the US Department of Defense, has also become a hotbed for various infectious epidemics afflicting local residents and their domestic animals alike. Ukrainian health officials confirmed that a deadly measles virus genotype B3 (Kabul) is circulating in the Odessa region, and citizens from other regions have apparently been infected with variations of this disease, which is characterized by high pathogenicity and virulence. Its aggressiveness results in high incidence and lethality. More than 9,000 people, including nearly 6,000 children, have fallen seriously ill from this disease.” [46]
Dilyana reported that in another instance, there was an outbreak of an unusual poisoning in the city of Cherkasy that sent more than 50 students and several teachers to the hospital with symptoms of vomiting, dizziness, and headache. Fifteen children lost consciousness and eleven were in intensive care. This is not the first such case in Ukraine. Over the last few years, several cases related to poisoning (including botulinum toxin poisoning) and other incurable diseases have been reported across the country. The source of the outbreaks has never been identified, but their number has increased dramatically since the US opened its biological laboratories in Ukraine. [47]
“The report comes in the wake of a scandal in Kiev last month in which lawmakers accused the US Embassy of scrubbing information about the work of two of its biolabs from its official website. [The] complaint alleged that since these labs’ deployment, Ukraine has faced outbreaks of deadly diseases, including a 2009 outbreak of hemorrhagic pneumonia, three cholera outbreaks between 2011 and 2015, hundreds of fatalities to swine flu in 2016, and the deaths of at least 20 Ukrainian servicemen to an unknown flu-like illness the same year. “The Ukrainian people have the right to know about secret programs,” the lawmaker stated in his demands for a probe.” [48]
“One of the US military’s biological warfare labs is located in Kharkiv where, in 2016, more than 20 Ukrainian soldiers died from a flu-like virus in just two days with 200 more being hospitalized. The virus produces a high fever which was apparently unresponsive to any known medications, and death resulted within two days. The Donetsk intelligence agencies reported that this flu was leaked from the same US military lab in Kharkiv where research of this virus was being performed. According to Ukrainian military medical personnel, mass diseases were recorded among the troops. The Ukrainian Commander said, “We keep registering [a growing epidemic] of acute respiratory infections among the Ukrainian military. Just since the beginning of this week more than 200 Ukrainian military have been taken to civil and military hospitals of Kharkov and Dnepropetrovsk. It is important to repeat that the DPR intelligence previously reported the research being carried out in a private [US military] laboratory in Shelkostantsiya, 30 km away from the city of Kharkov. According to our information, it is there where the deadly flu strain leaked from. One of the Pentagon bio-labs is located in Kharkiv which was blamed for the deadly Flu outbreak a year ago which claimed the lives of 364 Ukrainians.” Here is the article at archive.org [49]
The DONi News Agency reported that “Police investigate infection with incurable disease”. A highly suspicious Hepatitis A infection spread rapidly in just few months across South East Ukraine where most of the Pentagon biolabs are located. 37 people [were] hospitalized for Hepatitis A in the Ukrainian city of Mykolaiv as of January 2018. Local police have launched an investigation into “infection with human immunodeficiency virus and other incurable diseases”. Three years ago, more than 100 people in the same city became infected with Cholera. In the summer of 2017, 60 people with Hepatitis A were admitted to hospital in the city of Zaporizhia. In the Odessa region, 19 children from an orphanage were hospitalized for hepatitis A in June 2017.
Another news report: “Ukraine and Russia hit by new highly virulent cholera infection”. In 2011 Ukraine was hit by a Vibrio cholera outbreak. 33 patients were reportedly hospitalized for severe diarrhea. A second outbreak struck the country in 2014 when more than 800 people across Ukraine were reported to have contracted the disease. In 2015 at least 100 new cases were registered in the city of Mykolaiv alone. A new highly virulent variant of the cholera agent Vibrio cholera, with a high genetic similarity to the strains reported in Ukraine, hit Moscow in 2014. According to a 2014 Russian Research Anti-Plaque Institute genetic study the cholera strain isolated in Moscow was similar to the bacteria which caused the epidemic in neighboring Ukraine.
Yet another headline: “Police investigate Botulism toxin poisoning in Ukraine”.the Ukrainian Ministry of Health confirmed 115 Botulism cases, with 12 deaths, in Ukraine in 2016. In 2017 a further 90 new cases, with 8 deaths, of botulinum toxin poisoning. Botulin is one of the most poisonous biological substances known. According to local health authorities, the cause of the outbreak was food poisoning into which police launched an investigation. The Pentagon biolaboratories in Ukraine were among the prime suspects, as botulinum toxin is one of the bioterrorism agents which have already been produced at a Pentagon bioweapons facility. Botulinum neurotoxin poses a major bio-weapon threat because of its extreme potency, ease of production and transport. It causes paralysis, respiratory failure and ultimately death if not treated immediately. A single gram of crystalline toxin, evenly dispersed and inhaled can kill more than one million people. It could be disseminated via aerosol, or by contamination of water and/ or food supplies. Botulinum Toxin was tested as a bio-weapon by the US Army in the past, as well as Anthrax, Brucella, and Tularemia.
Viktor Medvedchuk, a Ukraine political party chairman, claimed that since the deployment of the US biological warfare labs in the country, Ukraine has faced multiple outbreaks of deadly diseases, including a 2009 outbreak of hemorrhagic pneumonia, three cholera outbreaks between 2011 and 2015, hundreds of fatalities from swine flu in 2016, and the deaths of at least 20 Ukrainian servicemen to an unknown flu-like illness the same year. “The Ukrainian people have the right to know about secret programs,” the lawmaker stated in his demands for a probe. [50]

“Health officials in Switzerland have reported a sharp increase in the rare bacterial infection tularemia in humans. A growing number of incidents with tick bites has been recorded over the past few years.” [51] Tularemia is a very rare disease which has no business appearing in Switzerland. And, as with most of these cases, there is no clear epidemiology, no idea of source or cause, and no patient zero. If you recall the criteria for application of a biological warfare pathogen, this fits perfectly.
In 2018, Kazakhstan reported an outbreak of meningitis, with local media alleging that this particular strain may have been deliberately leaked from the Almaty lab to test the effectiveness of a specially-engineered strain of the disease. In March 2020, rumors again began to swirl that the spread of the coronavirus may be tied to the US-affiliated lab. Authorities vocally dismissed the claims and urged media and the public not to give in to panic.[52] Two people were admitted to the hospital in the Aksy district of the Jalal-Abad region of Kyrgyzstan with cases of anthrax, reports the news agency 24.kg.
Military bio-lab blamed for deadly Hemorrhagic Fever outbreak in Afghanistan, with around 250 cases reported, and nearly 50 deaths. “Most of the cases were in Kabul, and near the border with Iran. Afghanistan is one of 25 countries across the world with Pentagon bio-laboratories on their territory. The project in Afghanistan is part of the US bio-defense program funded by the Defense Threat Reduction Agency (DTRA). The DTRA contractors, working at The Lugar Center in Georgia, CH2M Hill and Battelle have also been contracted for the program in Afghanistan. The Pentagon contractors in Afghanistan and Georgia are the same and so are the diseases which are spreading among the local population in both countries.”[53]
The July, 2014 report by the Viral Hemorrhagic Fever Consortium lays the blame on Metabiota for issues at the lab, saying the company is failing to abide by an existing agreement… and bypassing the Sierra Leone scientists working there. [54]
The US Company Metabiota Inc. has been awarded federal contracts under the Pentagon’s DTRA program in Georgia and Ukraine for scientific and technical consulting services. These include global field-based biological threat research, pathogen discovery, outbreak response and clinical trials. Metabiota Inc. had been contracted by the Pentagon to perform work for DTRA before and during the Ebola crisis in West Africa – one of the countries at the epicenter of the Ebola outbreak.
Another headline: “The American Lab and the Bird Flu Pandemic”. In the late 2000s, the H5N1 strain of bird flu was raging in several countries across Southeast Asia, including Indonesia. The WHO was there, working with the secretive and suspect NAMRU-2 lab, “gathering samples”. It was this outbreak in Indonesia that finally led to the closure of NAMRU-2. The Indonesian Health Minister objected to the American agenda of collecting disease samples to be shared with the WHO and the American private contractors but sharing nothing with the Indonesian health authority and in fact hindering their own efforts at research and understanding of the source. It was then that she suspended all “sample sharing”, terminated the activities of the WHO and the physicians at NAMRU-2, and ordered the lab to be shut down. She did not state outright her suspicion that the H5N1 outbreak was caused by the NAMRU-2 lab, but it seemed clear that was her position.[55]
Outside of the Middle East, almost all the remaining MERS cases were in South Korea, which experienced about 200 cases and more than 40 deaths. In what may have been a substantial self-inflicted injury, the onset of the MERS outbreak in South Korea resulted in an outbreak of infections among the military, and 100 South Korean military personnel were quarantined at the USAF Osan Air Base. The circumstances were so unusual that this may have resulted from an accidental leak of the pathogen. The Osan base is home to the Joint US Forces-Korea Portal and Integrated Threat Recognition advanced technology demonstration (JUPITR ATD), a military biological surveillance program that operates its other lab facility at Fort Detrick, MD. It is also reportedly the home of one of the US military’s bio-weapons research labs. [56][57][58] There was an informative and a bit incriminating article on the WHO website dealing with this, but access to the article is now apparently “forbidden.” [59]
South Korea is today the WHO center for virology due to the legacy of militarist Japan’s special-weapons group Unit 731. The Japanese military isolated highly contagious Hantavirus in occupied Manchuria during the late 1930s, disguising it under long-established bacteriological studies of bubonic plague. It was deployed against Chinese cities but, among the civilian casualties were at least 2,000 Japanese soldiers. The Hantavirus proved difficult to control, resulting in the deaths of more than 3,000 American soldiers, making it among the most lethal self-inflicted errors in the history of warfare. Long after the end of the Korean conflict, Hantavirus continued to kill Americans, including native Indians in the Four Corners region and, more recently, tourists in Yosemite National Park. [60]
Ignored in the worldwide media hysteria is a trail of evidence linking the MERS pandemic to virus research under the Pentagon’s biological warfare program. The following facts indicate the South Korean pandemic, which started in late May, may have been caused by a laboratory accident at the JUPITR biowarfare project at Osan U.S. Air Force Base, 40 km south of Seoul. In the earliest phase of the South Korean outbreak, 100 South Korean military personnel were quarantined at the USAF Osan Air Base, following the MERS infection of a servicemen. This early infection indicates the Korean soldier is the actual Patient Zero. [61][62] I will deal with MERS in a later Chapter.
The nomenclature of Nipah virus, or NiV, originated from Sungai Nipah, a village in the Malaysian Peninsula where pig farmers became ill with encephalitis. Source
India has introduced urgent measures to limit the spread of the deadly Nipah virusin Kerala, the fourth outbreak in recent years. [63] The first human outbreak was reported in Malaysia in 1998 where, of 265 infected, 105 people died. Since then, there have been one or two outbreaks every year. More than half of the people who are infected, die. The most frequently reported outbreaks are in Bangladesh, but also in India, Malaysia, Singapore, and the Philippines. Nipa virus is an RNA virus; there are no medications or treatments that are useful, and there is no vaccine against it.
There is also no indication of source. In the initial outbreak in Malaysia, the virus was attributed to pigs, but this was later disproved, and there are no answer. Naturally, there is speculation that this virus originated with the US military.
In all the examples of outbreaks of strange illnesses in this Chapter, think back to the criteria for identification of the potential application of a biological weapon:
在本章中所有奇怪的疾病爆发案例中,回想一下生物武器潜在应用的识别标准:
Disease caused by an unusual, rare, or uncommon pathogen, or an unusual strain of a common pathogen, indicating it was potentially genetically engineered
由异常、罕见或不常见的病原体,或常见病原体的异常菌株引起的疾病,表明其可能经过基因工程改造
Lack of an epidemiological explanation. i.e., no clear idea of source or origin
缺乏的,流行病学解释。即,不清楚来源或起源
Unusual presentation or manifestation of the disease, i.e., race-specific
疾病的异常表现或症状,即种族特异性
Unusual geographic or seasonal distribution
不寻常的地理或季节分布
Multiple epidemics. Simultaneous outbreaks at different locations with the same organism
多种流行病。不同地点同时爆发同一生物体
Reverse or simultaneous spread. Diseases typically occur first among a susceptible animal population, then spread to humans.
反向或同时传播。疾病通常首先在易感动物种群中发生,然后传播给人类。
Ask yourself which of the included examples fit the necessary criteria.
问问自己,所包含的例子中哪些符合必要的标准。

4. 1. Secrecy of Operation
There is one important item to understand about the biological/chemical warfare trials, tests, and experiments. As I mentioned earlier, the US consistently either refused to sign protocols on biological weapons, or reneged on them once signed. The stumbling block is a refusal to be party to any agreement that requires external monitoring. The government wanted at all costs to prevent any such inspections, and the US Senate passed a law permitting the President to deny inspection requests on the purely fictitious grounds of national security. [1][2][3][4][5][6]The American solution to avoid oversight and monitoring was to outsource its chemical and bio-weapons experiments to Third World Countries under the guise of medical research, which labs are off-limits to even the local governments and the American staff granted full immunity from all domestic laws.
4.2. US Bio-Chemical Warfare – Foreign Applications
Just as with its predilection for torture, the US has been engaged in the development, testing, and use of biological weapons for well over 100 years. It is well-documented that during its colonisation of the Philippines, US military doctors were infecting civilians with biological toxins that included malaria, beriberi and the plague. And huge numbers of civilians in both the Philippines and Puerto Rico were flooded with clouds of mustard gas during their protests against American occupation and colonisation. Nothing has changed since then. The number of nations subjected to American biowarfare now includes (at least) the Philippines, Korea, China, Vietnam, Laos and Cambodia, Puerto Rico, Venezuela, Cuba and Haiti, Iraq, Libya, Afghanistan and Syria. And of course, the list includes the USA and Canada, where the US government and military subjected millions of unaware and foolishly-trusting citizens to biological pathogens and toxic chemicals.[7][8]
A supervisor inspects mustard gas warheads at an unidentified arsenal, circa 1943. Source
Mustard gas was heavily used on many occasions by the Americans during both world wars, the government’s strident denials notwithstanding. One of the more interesting occurrences was on December 2, 1943, when the German Luftwaffe launched a surprise attack on the Italian port of Bari, sinking about 30 ships and destroying crucial supplies of ammunition as well as much of the harbor. However, soon after the attack, reports were flooding in from the area of unusual medical symptoms in many hundreds, then thousands, then tens of thousands of civilians. The source was eventually traced to a single blown-up ship in the port, with mustard gas confirmed as the responsible agent. The US military had, in a renege of their promises, secretly brought thousands of tons of mustard-gas explosives to the European war party and, in their desperation to cover their crime, refused to inform attending physicians of the cause of the massive casualties among the civilian population, leaving the doctors to eventually figure it out for themselves by which time it was too late for many of the victims. Countless (and uncounted) hundreds or thousands died, and many more suffered debilitating injuries.[9][10][11][12]

The Americans made astonishing, if vain and inhuman, attempts to conceal the disaster entirely, but there were far too many witnesses and victims to enable keeping this secret. The Americans did their best at damage control by issuing statements intended for German ears that these chemical weapons would never have been used except as retaliation in kind, though German ears were not reported as especially gullible at the time. Even more interesting was the damage control meant for American and British ears; Eisenhower and Churchill concocted a plot to (1) destroy all incriminating documents and (2) list all fatalities and other casualties as “burns due to enemy action”.
The US military appears desperate not only to find biological ways to kill nations of people, but is equally interested in methods of destroying their food supply. Accordingly, it also confessed to another several dozen (at least) occasions where devastating crop and plant disease agents had been released, in experiments to test methods of destroying the entire food plant life of an enemy nation. In 2012, Japanese media revealed that the United States government had tested specific, DNA-engineered crop-killing bioweapons in Okinawa and Taiwan during the 1960s and early 1970s, and that the US military tested some of these within the continental US as well. They were also applied in Vietnam. [13][14][15]The purpose of Agent Orange was never as a defoliant as claimed, but developed instead to destroy Vietnam’s entire rice crops and to sufficiently contaminate the soil to prevent re-growth.
4.3. The Korean War

The accumulated evidence of the American use of biological weapons in China and North Korea [16] is beyond dispute, but the US government has lied about it for 70 years. A full report was produced after an investigation by the International Scientific Commission on the use of biological warfare against both Korea and China. You can access a summary here, [17] and the full report here. [18]
The report was produced in 1952 at the request of the North Korean and Chinese governments by a commission that included prominent scientists from Sweden, Brazil, France, and Italy, and was headed by Sir Joseph Needham, one of the most prominent and respected British scientists ever. Source
During and after the Korean War, China produced considerable evidence that the US military was employing biological pathogens against both the Chinese and the North Koreans. More than 25 US POWs supported Chinese claims – and provided further, and very detailed, corroborating evidence of anthrax, various insects such as mosquitoes and fleas carrying Yellow Fever, and even propaganda leaflets infected with cholera, over the entire North-East of China and virtually all of North Korea. [19]The US government immediately filed charges of sedition against the soldiers who told their stories of these illegal activities, applying enormous pressure to silence them, even threatening defending lawyers with unspecified retribution.
THE NUMBER OF INHABITANTS OF PYONGYANG KILLED BY BOMB SPLINTERS, BURNT ALIVE AND SUFFOCATED BY SMOKE IS INCALCULABLE, SINCE NO COMPUTATION IS POSSIBLE. SOME FIFTY THOUSAND INHABITANTS REMAIN IN THE CITY, WHICH BEFORE THE WAR HAD A POPULATION OF FIVE HUNDRED THOUSAND. Source
Global Research published an article on September 07, 2015 by David Swanson[20] which provided some detail on American attempts to flood North Korea with the Bubonic Plague, beginning with the statement, “This happened some 63 years ago, but as the U.S. government has never stopped lying about it, and it’s generally known only outside the United States, I’m going to treat it as news.” Correct on all counts. Curtis LeMay not only conducted his sincere attempts to exterminate the entire civilian population of North Korea by bombing virtually every house in the country, but there is now a huge and still emerging volume of indisputable evidence the Americans dropped on both North Korea and China insects and materials carrying anthrax, cholera, encephalitis, and bubonic plague.
Then on September 10, 2012, the Los Angeles Times ran an article discussing the topic of doctors “still trying to diagnose mysteries of the Hantavirus” more than 20 years after this deadly pathogen was first identified in the US in 1993. In this case, the virus appeared to attack only native Indians – the infections concentrated in a four-state area – who developed sudden respiratory problems and were often dead within hours. Most victims reported “not feeling well” one day, and were dead the next, from what appeared as a very mysterious pathogen with an undeterminable source. But then, “a lucky clue” arose from a television viewer, a physician who stated this illness seemed very similar to that caused by a virus he had observed the US military using in Korea in the 1950s. And sure enough, tests proved the illness to be caused by a variation of the same Hantavirus that attacked troops in Korea. [21][22]
Due to the mutation, some of the symptoms were different in that this version attacked the respiratory system instead of the renal system, but all else appeared to be the same. This was almost certainly a US military bio-warfare test. Experts are unanimous in stating that when you have a very unusual disease appearing out of nowhere, with no apparent source or transmission system, and especially if it is ethnic-specific, the odds are virtually 100% that this is a deliberate release. You may harbor doubts that the US military might do such things, but in another E-book in this series there is a Section titled “The US government declares war on America”, which documents literally tens or even hundreds of thousands of precisely such biological and chemical “experiments” conducted on US citizens.
The virus attracted attention because some American troops were accidentally exposed to it in Korea, most of whom died very suddenly. Two facts that were eliminated from the public reports of the time: (1) the virus attacked North Koreans and Chinese in greater numbers, and (2) this Hantavirus was one item in the treasure trove of biological weapons the Americans inherited from Dr. Ishii and his Unit 731. The Japanese were light-years ahead of the Americans and the Western Allies in virus research and had isolated the lethal Hantavirus by the late 1930s, with much evidence it was used against China by the Japanese and later against both China and North Korea by the Americans. From the documentation available, it would appear the Americans employed not only anthrax and the other listed pathogens but also attempted to use Dr. Ishii’s weaponised hantavirus in their biological war against North Korea – and against China as well. It seems that some of this weaponised material escaped containment and exposed American and South Korean soldiers to their own handiwork.
When captured Americans confessed to these crimes in detail, the US government launched a massive damage-control propaganda campaign that blamed the confessions on “brainwashing”. Of course, it was all lies. Swanson referred to the movie ‘The Manchurian Candidate’, which attempted to create a credible brainwashing narrative, but which was complete nonsense. Upon returning home after their release from China, the same American POWs discussed openly the details of their participation in their country’s bio-warfare attempts but the mass media were surprisingly reluctant to publish the accounts. In an attempt to discourage any attempts at improper use of the microphone, the US government immediately filed charges of sedition against the soldiers who told their stories of these illegal activities.
U.S. Air Force lieutenants Kenneth Enoch (left) and John Quinn (right) shown signing germ warfare “confessions”, circa April 1952, photos released by the former Soviet Union. Source
The US military launched strident propaganda attempts to lessen the fallout from revelations of its use of biological pathogens in North Korea, not least from the lingering testimony of these returning American soldiers who repeatedly confirmed such usage. The US government applied enormous pressure to silence these individuals, even going so far as to threaten defending lawyers with unspecified retribution if they didn’t back off. As a final desperate attempt to silence these former POWs, the US military relied on the CIA to subject them to extensive treatments with a newly-discovered and dangerous drug called Metrazol, in attempts to totally erase all memories of their activities in Korea, apparently destroying the mens’ minds in the process.
Swanson referred to a book published by Dave Chaddock, titled, “This Must Be the Place“, [23][24] which presented considerable evidence that the US indeed determinedly tried to kill tens of millions of Chinese and North Koreans with deadly diseases, and Canadian researchers have produced substantial and irrefutable evidence of the same in more than one recent historical study. The Western mass media have ignored all of these, effectively censoring this entire portion of history. Once again, freedom of speech depends entirely on who controls the microphone.
Free PDF of Medical Aspects of Biological Warfare (2007). Source
In the textbook titled, Medical Aspects of Biological Warfare (2007), published by the US military’s Surgeon-General, was some commentary on the Korean war stating, not entirely accurately, that the US began “an expansion” of its biological warfare program from “concerns” that the North Koreans, Chinese, or Russians might resort to biological warfare, conveniently omitting mention of the treasure trove recently obtained from the Japanese. In any case, it does admit to the establishment of “a large-scale production facility in Pine Bluff, Arkansas”, with the new plant featuring “advanced laboratory … measures enabling large-scale fermentation, concentration, storage, and weaponization of microorganisms”. And it does also admit that by 1951, the US had produced its first biological weapons, anti-crop bombs, and “antipersonnel” munitions, having “weaponised and stockpiled” all these. It adds that the CIA had independently “developed weapons using toxins including cobra venom and saxitoxin for covert operations”, but that unfortunately “all records regarding their development and deployment were destroyed in 1972” when the information became public. We are then hastily assured that the US “has never used biological weapons”, this by the same people who were simultaneously tendering contracts for the production of anthrax and other “pathogens” in multiple batches of 3,000 liters. Dissembling propaganda is impossible to avoid in America, even in official military medical textbooks.
We are further informed by the Surgeon-General that accusations of American usage of bio-warfare pathogens are just “based on anecdotal accounts of patients”, and that these allegations “were not supported by scientific evidence” and had “dubious scientific plausibility” since, even though “The United States admitted to having biological weapons [it] denied using them”. The Surgeon-General opines that the stories “appear to be based on Chinese experiences” with field-testing done by the Japanese, the Chinese apparently unable to differentiate between Japanese invaders in 1935 and American invaders in 1953. However, our Surgeon-General does admit “The credibility of the United States may have been undermined by the knowledge of its biological weapons program and its failure to ratify the 1925 Geneva Protocol until 1975.” – i.e., 50 years after everyone else, and that these “unsubstantiated accusations” may have resulted in “a loss of international goodwill toward the United States” while simultaneously demonstrating “the propaganda value of biological warfare allegations, regardless of veracity.” It didn’t seem to occur to him that the loss in good will might have stemmed in part not from “unsubstantiated accusations”, but from the fact that the US refused to ratify the protocols against the use of bio-weapons until long after the Korean and Vietnam wars were over and there was no other war in sight. He finishes with the conclusion that “Reviews of documents from former Soviet archives published by a Japanese newspaper in 1998 provide evidence that the allegations were deliberate and fictitious propaganda.”
In 2006, someone named Robert Neff published a typically American, historically-bankrupt, article on the subject of the hantavirus, beginning with the statement:
“One of the most persistent accusations from the Korean War that continues to dog the American government is the alleged use of germ warfare in North Korea and China. Although the United States has patently denied the charges, and recently published documents from the Soviet archives seem to indicate the charges were concocted by the North Koreans and Chinese, there are still many that believe there is some truth to the charges. One particular allegation is the deliberate introduction of hemorrhagic fever into Korea by the United States.”
Of course, Mr. Neff conveniently ignores all the damning evidence that has been uncovered during the past 20 or so years, evidence which makes the claims of US bio-warfare indisputable. According to him a few “members of the United Nations forces” fell ill from a mysterious disease. (Note that the partitioning of, and genocide in, North Korea is now attributed to ‘the United Nations’ rather than US meddling.) Mr. Neff does admit the disease that struck his “United Nations forces” did indeed resemble the hemorrhagic fever which the Japanese (note this) “had encountered” in Manchuria. It’s hardly a surprise the Japanese encountered it, since they created it, and Ness would surely be aware of this damning fact. However, he does also admit the following:
“An investigation was conducted by the Army and it was discovered that … the Japanese had … experimented with (the hantavirus) in their Unit 731 … Biological Weapons program. After Japan’s defeat in World War II, the commander of Unit 731, Ishii Shiro, and other officers were given immunity from war crimes prosecution by the U.S. in exchange for data from their experiments.”
Precisely correct on all counts, but Mr. Neff, in his rush to exonerate the US from culpability, fails to make the obvious connection that was made by every other medical researcher – namely that the US put to almost immediate use Ishii’s weaponisation of the hantavirus. Many reputable medical researchers have stated this disease did not originate in Korea but was introduced by the Americans as a biological weapon, although another apologist named George J. Hoffman gave us this beautifully-written – and completely dishonest – rendition, in September 1997 in USA Today:
“Not differentiating friend from foe, this enemy of both enemies first attracted international attention after it struck U.S. troops during the Korean War. No stranger in a part of the world where it had been active for centuries, it blindly attacked opposing sides and civilians with equal intensity and was irrefutably responsible for the demise of untold numbers on and off the battlefields.”
Mr. Hoffman is correct in stating the disease attracted attention only when it attacked American troops (or “United Nations” troops, if you prefer to believe Mr. Neff), while all the other deaths among the Chinese and North Koreans oddly attracted no attention at all. And the disease had most emphatically NOT been active in Asia “for centuries”. Hoffman appears to attempt to deflect blame for the massive deaths in North Korea from US genocide to a biological ‘act of god’. The article noted the following:
“In early August 2001, a team of six American veterans arrived in South Korea to investigate charges of American war crimes during the Korean War. One of the members of this team was Dr. Brian S. Wilson, who has accused the American government of intentionally spraying South Koreans with a white spray that he believes was a myotoxin or perhaps a form of the hemorrhagic fever. According to him, … American aircraft sprayed … Korean people … with a white spray. The few survivors that he and his team were able to find when they visited the site claimed: “[T]hey witnessed aerial spraying of a white cloud or mist from light planes. They claimed that this spray seemed to lead directly to the development of quick sickness, then a period of brief recovery before dark skin discoloration was alarmingly noted. Most of the people present at that time … ultimately died.” Perhaps even more distressing are the allegations that “the ROK army … came through and shot and then burned any of the survivors they found, supposedly in an effort to hide the crime or perhaps to ensure the disease did not spread.” Richard Applegate, a captured American pilot, while held in China confessed that “the United States had been conducting germ warfare upon China and North Korea. He also explained the hemorrhagic fever outbreak amongst the American 25th division in Korea during the summer of 1951 as the result of an accidentally dropped germ bomb. He further wrote in his confession that within the first three or four days, about 97 percent of the victims of the disease died.”
Mr. Neff concludes his disparaging revisionism by noting that there are many internet sites “dedicated to the alleged germ warfare committed by the American (or UN) forces”, and that these “recite the same dogma that has been espoused for the past fifty years by the North Koreans and Chinese”. Mr. Neff appears unable to contemplate that perhaps the reason these claims have persisted for more than 50 years is because they are valid. But Mr. Neff doesn’t stop there. He then tells us it is even more likely that the Chinese brought the disease with them when they came to the aid of North Korea. And to complete his 180-degree revisionism, he then claims, without a shred of evidence, that “Korean hemorrhagic fever has also been named as one of the diseases being developed by the North Koreans in their alleged biological warfare research”. Really? “named” by whom, exactly? Our history has now been revised to read that the Chinese brought the disease to Korea and killed everyone including themselves but, as a backstop, the North Koreans developed it and killed themselves in the process. Every other possibility, especially any possibility that includes the Americans is, according to Neff and Hoffman, “just another conspiracy theory”. And thus is history rewritten.
To further the historical revisionism and cloud the issue by blaming the victim, we have this: In a brief position paper dated December 2015, published on the website of an NGO operating under the name of Nuclear Threat Initiative (NTI), it was stated that North Korea “is suspected” of maintaining an ongoing biological weapons program. It states that estimates of North Korea’s capability in this area range from almost non-existent to being a world leader. Though admitting “there is no reliable information”, it informs us that various parties (all Western enemies of North Korea) “assess”, or “provide a wide range of estimates”, or “it is believed that”, or “has a biotechnology infrastructure that could support the production of”, or “likely has the capability to develop”, or “may possess significant expertise”, or “production is believed to have begun”, or “is suspected of having researched”.
We are then informed that these ‘assessments’ “suggest” the North Koreans “might” have in their inventory anthrax, smallpox, tularensis, hantavirus, botulism, cholera, the plague, typhoid and yellow fever. And one of our favorite warmongers whom you will know as the pathologically-deformed John R. Bolton, America’s Ambassador of Killing Everybody, testified to the US Congress that North Korea had developed, produced, and “likely weaponised”, bio-warfare agents, had the capability to “produce military quantities within weeks”, and had “a variety of means to deliver these deadly weapons”, his testimony all derived from documents certified as containing “no reliable information”. We are also informed that North Korea “has proven resourceful in securing materials from abroad”, as an example, the DPRK had obtained a freeze dryer – normally used for foods but which “could be used to freeze-dry pathogens”.
The paper does note that the Americans “have frequently asserted that the DPRK possesses significant biological weapons capabilities”, then tells us the US estimates are seldom consistent and most often have to be “downgraded”. In other words, the Americans lie and exaggerate to paint North Korea in the worst possible light. And that is how we go about trashing a country we don’t happen to like. Claims made without evidence, fatuous allegations, unjustified suspicion presented as accomplished fact, accusations lacking even a shred of supporting documentation, with the merest physical possibility masquerading as accomplishment – and of course justifying immediate regime change. The American way.
Even assuming all the accusations are true, my response would be to say, “So what?”. So the North Koreans are developing biological weapons. Are they the only ones? Does Israel have any? What about the UK, France or Germany? And what about the US? Why is it okay for the Americans to have the greatest bio-weapons development program in history, by orders of magnitude compared to others, but not okay for anyone else? Is it the North Koreans or the Americans who are advertising for pharma companies to produce anthrax and other bio-warfare pathogens in “batches of thousands of liters”? Is it North Korea or the US that has employed biological, chemical, and radioactive weapons in dozens of nations around the world? Who dropped tens of millions of liters of dioxins on Vietnam? The North Koreans? Who dispersed tens of thousands of tons of depleted uranium in Iraq, resulting in hundreds of thousands of hideous malformed births that doctors describe as “unidentifiable lumps of flesh”? Was that the North Koreans or the Americans?
Instead of focusing on the multitude of “maybes” in North Korea, why aren’t we focusing on the multitude of certainties in the US and Israel? The reason is simple: free speech is not what you think it is. I have stated this before, and I will re-state it another hundred times in this series of books: The only value in freedom of speech depends entirely on who controls the microphone, and the Americans and the Jewish-owned media control the microphone. That is why the media are burdened every single day with condemnations of Iran, Russia, China, but never a negative word about Israel or the US, at least not negative where it counts. That is why Palestinians, Muslims, Syrians, are daily berated and denigrated, but never Americans or Jews. The only value in freedom of speech depends on who controls the microphone, and those who have it will tell you only what they want you to hear or know, and will delete or censor whatever they don’t want you to hear or know. And you will never know what they have not told you.Think about that.
4.4. US Biowarfare on Cuba and The Americas
Zika Was Soaring Across Cuba. Few Outside the Country Knew. Source
One of the commonly-known (outside the US) biological warfare programs conducted by the US, remarkable for its longevity, is the decades-long offensive attack on Cuba. The US military and CIA conducted so many of these biological assaults that there is a museum in Havana that provides substantial evidence of the many years of biological warfare against this small country.Jeffrey St. Clair noted in an article a few of these events, as follows: [25]
“CIA Denies Link to Cuban Swine Fever”, Newsday, January 15, 1977. Source
“In 1971 the first documented cases of swine fever in the western hemisphere showed up in Cuba, resulting in the deaths of more than 500,000 hogs. Cuba accused the US of importing that virus into the country, and a CIA agent later admitted that he delivered the virus to Cuban exiles in Panama, who carried the virus into Cuba. The news was public, but the US media ignored it. In 1981, Fidel Castro blamed an outbreak of dengue fever in Cuba on the CIA. The fever killed 188 people, including 88 children. In 1988, a Cuban exile leader named Eduardo Arocena admitted bringing some germs into Cuba in 1980. Another occasion involved an outbreak of thrips palmi, an insect that kills potato crops, palm trees and other vegetation. Thrips first showed up in Cuba on December 12, 1996, following low-level flights over the island by US government spray planes. The US was able to quash a United Nations investigation of the incident.”
But this was only a small part of America’s biological aggression against Cuba. In 1979, the Washington Post published reports on a long-standing American bio-warfare program against Cuban agriculture that had existed at least since 1962, including much involvement by the CIA’s biological warfare section. And in 1980, the US believed it had discovered a biological agent that would target ethnic Russians, and sent a ship from Florida to Cuba on a mission to “carry some germs to Cuba to be used against the Soviets”. And as recently as 1996 and 1997, the Cuban government was again accusing the US of engaging in biological warfare by spraying Cuban crops with biological pathogens during illegal “reconnaissance flights”. It was also definitively reported that during the Cuban missile crisis, large numbers of chemical and biological weapons were loaded on American military aircraft in preparation for use on Cuba.
It is also documented beyond dispute that the US conducted a decades-long campaign [26] of biological warfare against little Cuba, [27] including the distribution of hemorrhagic fever, and the swine flu that caused Cuba to kill all 500,000 pigs in the country. The Americans not only lied about this for 70 years but accused Cuba of being “a pariah state” with a biological warfare program. And not only Cuba. [28] The US has deployed Chemical and Biological weapons on Canada,[29]the Philippines, Puerto Rico, Colombia,[30]Brazil,[31]Vietnam, China, North Korea, Vietnam, Laos, Cambodia and more.[32]
American bio-warfare efforts have also been launched on at least several other nations in Central and South America, involving a number of viral pathogens, cancers and chemicals. In his article, St. Clair referred to an epidemic of dengue fever that erupted in Managua, Nicaragua, where about 50,000 people became seriously ill and many died. The attack occurred during the CIA’s war against the Sandinista government, where the outbreak immediately followed a series of low-level so-called “reconnaissance flights” conducted by the Americans over Managua.
It has also been reliably reported by several sources that the US military has used Haiti as a kind of “open season” biological lab, exposing the local population to almost everything imaginable, with the US media keeping a very tight lid on information leakage. Even more reprehensible was the treatment awarded to those Haitians who made the serious mistake of becoming “boat people”, i.e., escaping their American pathology lab by emigrating in small boats to the US. The US government deported most to Puerto Rico to be used as guinea pigs and lab rats, where they would be out of view of Congress and the media and, according to reports, having contained them in concentration camps to inflict upon them whatever ‘scientific tests’ they avoided at home. In one case as recently as 1980, hundreds of Haitian men in these detention camps developed full-size female breasts after being injected repeatedly with unknown hormones by US military physicians. The historical record tells us the same was done to the same people in a publicly off-limits military base in Florida.
From the very earliest days of America’s bio-warfare experiments, US political and military leaders, as well as CIA officials, made no effort to hide their interest in developing methods of infecting individuals with cancer as a method of ridding themselves of national leaders they didn’t like, a method with perfect deniability. There are the strange cases of the more or less simultaneous occurrence of cancers among the leaders of South American countries, coincidentally in each case, the infection of a national leader the US despised and had tried to remove by several other means. We had Hugo Chávez, the President of Venezuela, Argentina’s president Cristina Fernández de Kirchner, Brazil’s president, Dilma Rousseff, Paraguay’s Fernando Lugo, and Brazilian President, Luiz Inácio Lula da Silva. A former Brazilian President, speaking of these cancers, said in an interview, “It is very hard to explain, even with the law of probabilities, what has been happening to some leaders in Latin America. It’s at the very least strange, very strange.”
The US media will no doubt classify this as yet another ‘conspiracy theory’, but you have already read of Cuba’s Fidel Castro having entered the Guinness Book of Records for surviving murder attempts against him – 638 in total – all by the US, and all unsuccessful, and of the BBC having made a documentary film titled “638 Ways to Kill Castro”. [33][34] And of course, we have the CIA’s record of having assassinated by various means about 150 political leaders in other nations, so denials by either Americans or their media of murderous intent become rather pointless.
4.5. Vietnam and Agent Orange
Agent Orange is a highly toxic herbicide, defoliant and carcinogen consisting of equal parts of two herbicides, 2,4,5-T and 2,4-D, intermixed with another especially lethal dioxin named TCDD. The chemical was the creation of joint efforts between the British and the Americans to design a bio-weapon that would totally exterminate an enemy’s food crops. Some of the chemical’s components proved useful as commercial herbicides and later entered the mass markets, though eventually proving too destructive to the environment for continued use. The US military was testing was testing Agent Orange as a bio-weapon in the early 1940s, especially for rice crops, and began full-scale production for use against Japan before the end of the war. And yes, they did. The US tested well over 1,000 similar compounds and conducted field trials of “the more promising ones”, especially in Tanganyika and Kenya to assess the value of millions of liters of carcinogenic herbicides in the eradication of (1) trees and bushes concealing terrorists and (2) socialist governments.
Arthur Galston, TCDD’s developer, cited it as “perhaps the most toxic molecule ever synthesized by man” but, according to Photoshop and Mr. Sanitise, its insertion into Agent Orange was a mistake, an unintended manufacturing side effect, and present in only “vanishingly small quantities”. Wikipedia informs us unspecified but no doubt fictitious “internal memoranda” revealed that Monsanto, exercising its legendary prudence, caution, and concern for human life, immediately informed the US military of the contamination. Other, less fictitious, internal memoranda revealed that the US military replied, “So what? That was the plan.”
Finally revealing the real truth of the Vietnam war, Wikipedia tells us “President Ngo Dinh Diem of South Vietnam asked the United States to conduct aerial herbicide spraying in his country”, his request launching a frantic policy debate in the White House and the State and Defense Departments, who were very much against this kind of thing. But, to help a friend, they reluctantly relented – and then dropped almost 100 million liters, rendering half the country’s agricultural land and water unusable while killing half the population and genetically deforming the offspring off the survivors. The Americans will do anything to help a friend, but the Vietnamese should maybe think more carefully about their requests.
The reason for pouring the extravagant amount of 100 million liters of Agent Orange onto little Vietnam is that the Rand Corporation, in a competitive bid to oust Monsanto from their title of Humanitarian of the Year, stated in a memo (5446-ISA/ARPA), “if [the VC] are to be hampered by the crop destruction program, it will be necessary to destroy large portions of the rural economy – probably 50% or more“. My research has to date not uncovered any internal memoranda from the Vietnamese government requesting this result. One other point needs to be made. Using the RAND memo above as a reference, the officially-stated purpose of Agent Orange as a defoliant to eliminate hiding places for Viet Cong soldiers was always a lie; the only purpose of the chemical was to destroy Vietnam’s entire food supply and force a military surrender from starvation. Of the millions of Vietnamese living in the contaminated areas, many hundreds of thousands were reported suffering from severe malnutrition and there is little doubt many or most of those died, but the Western media have completely censored this topic, maintaining the fiction of Agent Orange and other lethal herbicides as ‘defoliants’ to ‘deter snipers’.
The Vietnamese government of course filed claims in US courts for compensation and damages for the irreparable environmental and human carnage resulting from those 100 million liters of dioxins poured on their country and its people. But, following the well-established principles of rule of law, those US courts dismissed the claims. In their rulings, they cited the principle of sovereign immunity, but they could just as well have applied the doctrine of ‘self-inflicted injury’, since the Vietnamese government did, after all, ask the United States to conduct aerial herbicide spraying in the country. So, it was really their own fault anyway. And yes, that is sarcasm.
The Devastating Use of Agent Orange By the United States In Vietnam. Source
Just so it doesn’t go unsaid, some people promote the myth that dioxin has a short ‘half-life’ and degrades quickly, and that is not true. The lethal dioxin components can remain stable – and lethal – for 100 years or more, especially in underground aquifers, resulting in health problems and birth defects for generations, either through ingesting the contaminated water or from high concentrations in the plant life. In many areas of the country, these dioxins are still at levels many hundreds of times higher than the maximum ‘safe limits’ stated by medical experts. The Vietnamese government estimates that nearly 500,000 people have died from Agent Orange poisoning to date, and that more than half a million children have been born with birth defects. The Red Cross of Vietnam estimates that perhaps 1 million people are currently disabled or suffering serious health problems from Agent Orange contamination. The US government of course refutes all these figures and claims on the basis that “Vietnamese statistics are notoriously unreliable”, as are those of all other nations presenting evidence of American military-flavored democracy.
4.6. Georgian Swine Flu in Russia and China
Can Pigs Fly? Georgian Swine Flu Now Spreading to Europe and China. Source
Serious outbreaks of swine flu have appeared in Russia, parts of Eastern Europe, and China, [35] with strong evidence the pathogen emerged from and was distributed from the US-funded Lugar biological warfare lab in Georgia. [36] Russia was convinced, and with good reason, that this was another US biological warfare attack. [37] Top scientists are saying that the current swine flu outbreak came from a vaccine lab, but you won’t hear that in the controlled corporate media. [38] I will cover this in detail in a later Chapter. The H1N1 swine flu pandemic in the US in 2009 appears to have been caused by a leak from a US military biological lab, which was almost certainly why the CDC refused for 6 months to even identify the pathogen or warn the citizenry, silently permitting it to spread worldwide. This appears to have been the same pathogen that hit Russia in 2016 from the US military’s Lugar bioweapons lab in Georgia.
4.7. Bat-Borne Diseases in Asia

As noted earlier, the US developed a rather sudden and extensive interest in bat-borne viruses, especially coronaviruses, and in the transmission methods between bats and humans. [39] Some of these studied involved the Lugar lab in Georgia while others were conducted in China with the Wuhan lab. These studies and research include not only the US military and the usual collaborators, but the US CDC and in this case Duke University, some of which were conducted in cooperation with the government in Kazakhstan.
4.8. Gruinard Island – Scotland
Gruinard Island – Fire on island used for Anthrax experiments in Scotland, via BBC. Source
The official Government text, Medical Aspects of Biological Warfare (2007), [40] makes several interesting admissions. One is that the US tested explosive anti-personnel munitions containing anthrax on Gruinard Island near the coast of Scotland in 1942. [41] It notes that “These experiments successfully produced anthrax among targeted sheep”. In fact, the experiment was so successful the island was quarantined for almost 50 years, and was finally partially decontaminated only in 1986, using “2,000 tons of seawater and 280 tons of formaldehyde”. [42]Decontaminated or not, the island still boasts neither sheep nor humans as residents. No word on whether Scotland provided informed consent. (You can download the full .pdf file at the reference above).
4.9. The Secret of Pont-Saint-Esprit
A 65-year-old mystery was finally solved by investigative journalists. In 1951, almost the entire population of the town of Pont-Saint-Esprit in Southern France were driven to mass hysteria and insanity, hallucinations and suicide. [43][44] A great many people died and dozens were put into strait jackets and sent to mental asylums, in one of the world’s most bizarre mysteries. Many people tried to fly out of windows or from roofs of buildings. One man shouted “I am a plane” before jumping out of a second-floor window and breaking his legs. One man tried to drown himself, screaming that his belly was being eaten by snakes. An 11-year-old boy tried to strangle his grandmother. Another saw his heart escaping through his feet and begged a doctor to put it back. Time magazine wrote at the time: “Among the stricken, delirium rose: patients thrashed wildly on their beds, screaming that red flowers were blossoming from their bodies, that their heads had turned to molten lead”. In the end, most everyone either died or was committed to a mental institution. For decades it was assumed that the local bread had been unwittingly poisoned with a psychedelic compound, speculating that the largest local baker had unwittingly contaminated his flour with ergot, a hallucinogenic mold that sometimes infects rye grain. But a journalist uncovered evidence that the tragic event resulted from a covert experiment by the CIA and the US Army’s top-secret Special Operations Division, where CIA operatives peppered local food with massive amounts of LSD as part of a mind control experiment.
For Pont St. Esprit, the CIA sent scientists from Sandoz, the supplier of the LSD, to concoct a plausible story as to the cause. The CIA concocted and executed many such plans to infect many locations both in the US and in foreign countries with a wide variety of pathogens. The journalist referred to above, was investigating the death of Frank Olson, the CIA biochemist we have already met, and discovered transcripts of a conversation between a CIA agent and a Sandoz pharmaceutical official who mentioned the “secret of Pont-Saint-Esprit”, explaining that it was not caused by mold but by LSD. Two colleagues of Olson further confirmed that that the Pont-Saint-Esprit incident was part of a mind control experiment run by the CIA and US army, having sprayed LSD into the air throughout the town as well as contaminating local bread and other food products. The final proof was in a White House document sent to members of the Rockefeller Commission during its investigation of CIA abuses. The document contained the names of those employed by the CIA for this job, and made direct reference to the “Pont St. Esprit incident”, and the culprit was of course none other thanSidney Gottlieb.
By 1950 the US military and CIA had already produced well-developed plans to ‘outsource’ the field testing of various pathogens to other nations, friend and enemy alike, with much of the surreptitious testing of LSD and other hallucinogens conducted in Europe and Asia under the code names of “Project Third Chance” and “Project Derby Hat”. The first Project was targeting countries in Europe while the second was directed at Asia but China in particular. You may care to read “Operation Delerium” by the New Yorker Magazine. [45]
4.10. Operation Third Chance
The “ego dissolution” that comes along with taking LSD: Your sense of self is altered, in that your consciousness expands beyond yourself. Source
This was part of an extensive operation to affect individuals (in other countries) with various biological pathogens and chemical substances and to assess their reactions. In this instance, team members flew to Europe for a three-month mission called Operation THIRD CHANCE, which was to dose unwitting people with LSD and measure the results. In each country, the team joined with local operatives and methodically rehearsed scenarios to lure subjects to a spot where they could be given the chemical. [46]
From official documents of 1960: The Army Assistant Chief-of-Staff for Intelligence (ACSI) authorizes field testing of LSD in Europe and the Far East. [47]Testing of the European population is code named Project THIRD CHANCE; testing of the Asian population is code named Project DERBY HAT.
4.10.1. Operation Derby Hat (Biological experiments in China and Asia)
This Operation must have been considered especially politically-dangerous since the Internet appears to have been scrubbed totally clean of any information on this US military project in Asia. One website made repeated requests under the FOIA for information: “This is a [repeated] request under the Freedom of Information Act. I hereby request the following records: All records pertaining to “Operation Derby Hat” between the years 1960 – 1965.” Despite the repeated requests, there was no response. Finally, a response did come: From: U.S. Army Medical Department, Tripler Army Medical Center: No Responsive Documents. [48] In other words, either the information law is being flouted, or all the documents have been destroyed.
There is still much controversy over the biological and chemical tests conducted by the US military in Okinawa and Taiwan, as part of Project 112, to which I have referred in an earlier essay. One of the incriminating documents is “An Organizational History of the 267th Chemical company”. According to the document, the 267th Chemical Company was activated on Okinawa on December 1, 1962 as the 267th Chemical Platoon. During this deployment, “Unit personnel were actively engaged in preparing RED HAT area, site 2 for the receipt and storage of first increment items, [shipment] “YBA”, DOD Project 112.” The company received further shipments, code named YBB and YBF, which according to declassified documents also included sarin, VX, and mustard gas. [49][50]
The late author Sheldon H. Harris in his book “Factories of Death: Japanese Biological Warfare, 1932–1945, and the American cover up” wrote about Project 112: The test program was considered by the Chemical Corps to be “an ambitious one”, with tests were designed to cover “not only trials at sea, but Arctic and tropical environmental tests as well.” The tests were conducted at what were termed “satellite sites”, some located in the US but many in foreign countries, and were aimed at humans, animals, and plants. It is known that tests were undertaken in Egypt, Liberia, South Korea, and in Japan’s satellite province of Okinawa. Biological warfare experts conducted “field tests” for wheat rust and rice blast disease in Okinawa and other locations, apparently meeting with success and a significant increase in funding. The money was devoted largely to developing “technical advice on the conduct of defoliation and anti-crop activities in Southeast Asia”. Early in this program, the Chemical Corps were apparently negotiating contracts for over 1,000 chemical and biological toxins and defoliants, largely based on their success in Okinawa. New documents have disclosed that the U.S. military tested biological weapons in Okinawa in the early 1960s, when the prefecture was still under US rule. Many dozens of these tests were conducted in both Okinawa and Taiwan.
4.10.3 Afghanistan

When Donald Trump was US President, he claimed [51] he could kill the entire population of Afghanistan within days.[52]“Afghanistan would be wiped off the face of the Earth. It would be gone and this is not using nuclear. It would be over in – literally, in 10 days.” Biological weapons would seem the only alternative. Hemorrhagic Fever and Hantavirus worked for the US in North Korea; perhaps also Afghanistan. Mr. Trump later denied intention to carry out his threat, but let’s dispense with the fiction of the US having no biological weapons, of Fort Detrick and the 400 foreign bio-labs performing only benevolent “peace medicine” functions.
“We could win that war so fast if I wanted to kill 10 million people … which I don’t. I’m not looking to kill a big portion of that country [Afghanistan],” “I have plans on Afghanistan that, if I wanted to win that war, Afghanistan would be wiped off the face of the Earth. It would be gone,” “It would be over in — literally, in 10 days. And I don’t want to do — I don’t want to go that route.” (ABC July 24.2019) “As I’ve said, and I’ll say it any number of times – and this is not using nuclear – we could win that war in a week if we wanted to fight it, but I’m not looking to kill 10 million people,” (quoted by Press TV, Aug 21.2019) You can also watch the video at this link: [53]
4.11. Ethnic-specific bioweapons
President George W. Bush signs S.15-Project Bioshield Act of 2004, in the Rose Garden Wednesday, July 21, 2004. Source
It appears increasingly true that much of the almost hysterical attention suddenly being paid by the US military to the “global fight against contagious diseases” is related to the production of ethnic-specific bioweapons, a thought that has been in the mind of the US Department of Defense for many decades now. One author noted that Then-President Bush’s “Project BioShield” [54][55][56] was presented as part of the War on Terrorism but was instead almost entirely an offensive biological weapons program. This was the main reason that the entire field of microbiology – civilian as well as military – relating to diseases of all kinds – was reclassified by the Pentagon as “biological warfare” and transferred to the US Army Medical Research Institute at Fort Detrick, Maryland, and the National Institute for Allergy and Infectious Diseases in Bethesda, Md., location of the military’s Walter Reed Hospital and research division.
Information on these US government programs is becoming increasingly difficult to obtain. There must be an army of officers scouring the Internet to delete any reference to these projects, and increasingly any data obtained under FOIA request is so heavily blacked out (redacted) as to be useless. In prior essays I have listed many of these secret Projects, Operations, and Programs, but there are many hundreds more that have not been openly discussed and, with the extreme censorship existing today, it is unlikely that further information will appear in the public realm. Nevertheless, here a brief listing, from one source, of some Projects that may be of interest. [57] Not all are related to biological pathogens and warfare, but many are.

It should be apparent that the launching of bio-warfare, as with conventional warfare, is considerably eased by locating military bases and offensive weapons and delivery systems as physically close as possible to one’s potential enemies. This is one reason the US has established its nearly 1,000 foreign military bases – to ensure the capability of putting an enemy under attack within 30 minutes anywhere in the world. Clearly, the same strategy applies to biological warfare, this capability enhanced by the fact that much of US military bio-weapons research, unethical and illegal as it is, remains undisclosed to both the US Congress and to local authorities despite its being exceedingly dangerous.
But more to the point, the US military has made no secret of its interest in developing biological weapons, and has been doing this for at least 60 or 70 years, with its research increasingly focusing on race-specific weapons. In all of this, we have the not-so-secret military biological laboratories in the US and elsewhere, and considerable evidence that the US has been the main employer of such weapons in the past. We also have the openly-stated intent to develop such pathogenic weapons as “politically-useful tools”. With all this, how foolish does the public have to be, to believe the US military is engaged in “fighting infectious disease” or “ensuring global health security”?
First, let us look at the US military bases worldwide, this graphic from an al-Jazeera map [1] which is a bit on the conservative side, stating 750 bases in 80 countries and troops in 159 countries. Most other estimates put the number of bases at a minimum of 800 and some informed estimates are over 1,000, many of which appear on no map. The picture is confusing because the US has various methods of disguising both military bases and biological laboratories, with some installations kept secret from even the US Congress, and thus subject to neither questions nor oversight.
This first graphic also lists the number of countries with the most US military bases, Japan and Germany leading the pack with 120 and 119 respectively. We might legitimately ask what the US is doing with 120 military bases in a country as small as Japan. You can see how Russia and Iran are heavily surrounded from the West and South, and China from the West, South and East. These bases are not “keeping peace” or “creating stability”, but are there to enable the US to launch massive airstrikes against these three nations from literally hundreds of bases simultaneously. China is surrounded by more than 250 US military bases within striking range, among them the largest military base in the world at Guam. Russia similarly has around 200 US bases within striking distance of Moscow and the industrial West of the country.
Here is a closer look at Western Europe and the heavy concentration in Japan and South Korea.
下面让我们仔细看看西欧以及日本和韩国的集中程度。
One fact that is necessary to absorb is that when the US signs a military base agreement with a foreign country, the area to be included in the base is considered US Sovereign territory and is effectively off-limits even for the local government. More than this, the American military and contractor staff at these installations have diplomatic immunity – which means they are exempt from all the laws of the country in which they reside. And the immunity is absolute. In many countries or regions, Okinawa being a prime example, US military staff commit rapes, murders, all manner of crimes, and the local government or police can do nothing but report the crime to the base commander. If a biological lab experiences an accidental or deliberate leak and poisons and kills hundreds of local citizens, the government can do nothing but file a protest with the US Embassy.
Also, anything Americans bring into a nation, including biological pathogens, is considered as diplomatic content and thus not subject to search or examination. In real life, the US military can bring anything into a country, uninspected and unchallenged. With the larger bases that have airfields, the US military, the CIA, and the contractors, can enter the country and land at these bases, altogether bypassing local customs and immigration. This is how the CIA distributes cocaine worldwide, for example. The same applies to the biological labs and their personnel: it is all done in secrecy, and with an absolute diplomatic immunity.
Estimates vary of the number of US military bio-weapons labs in foreign countries, but most informed estimates range between 350 and 400, scattered in (mostly poor and backward) countries around the world, including new ones in Georgia, Ukraine, Moldova, Armenia, Azerbaijan, Uzbekistan and Kazakhstan, several nations now demanding these labs be dismantled and removed to the US where they belong. In addition to these, the U.S. Navy operates seven overseas “medical research laboratories” (NAMRU). Six labs ostensibly conduct infectious disease research and are distributed over three continents: Africa (labs in Egypt and Kenya), Asia (labs in Indonesia and Thailand), and South America (labs in Brazil and Peru). One other lab is in Germany and conducts “psychosocial research”; use your imagination. [2][3][4]
Many of the US military’s secrets about clandestine foreign biological laboratories have been revealed by Francis Boyle, professor of international law at the University of Illinois at Champaign. As Boyle noted, “We now have an Offensive Biological Weapons industry in this country that violates the Biological Weapons Convention and my Biological Weapons Anti-Terrorism Act of 1989”. According to Boyle, “American universities have a long history of willingly permitting their research agenda …. to be co-opted, corrupted, and perverted by the Pentagon and the C.I.A. into death science”. He cites as an example the group of Dr. Yoshihiro Kawaoka of the University of Wisconsin, which managed to increase the toxicity of the flu virus by a factor of 200. According to Boyle, the Pentagon and the CIA are “ready, willing, and able to launch biowarfare when it suits their interests. They have a stockpile of that super-weapons-grade anthrax that they already used against us in October 2001”. [5]
The Americans try to deny the military nature of the studies conducted in such laboratories. However, the secrecy that surrounds them is comparable only to that of the most important and clandestine military facilities. There is no accountability to the local or global public about the “research” being performed at these installations and, as stated, even the US Congress has no knowledge of their existence or operations.
Moreover, despite all the claims about ridding the world of infectious diseases and other humanitarian purposes, no scientific “achievements” have been publicly demonstrated by American military biologists over the many years of the existence of such foreign secret laboratories, and the results of their research are not published anywhere in the public domain. They have been doing this for 40 years, with the only notable results so far being civilian injuries and deaths from events where pathogens have accidentally (or perhaps deliberately) escaped confinement. There are also many records of injuries and deaths from apparent experiments on the surrounding civilian populations, these foreign labs being as prone to leakage as is Fort Detrick itself.
Dilyana Gaytandzhieva, the Bulgarian investigative journalist, made a very important point in one of her research articles, one that has received much less attention than it deserves.[6] First, for background, the US military has an astonishingly vast network of medical and biological laboratories in its own right, both domestic (more than 400) and international (again, around 400). Second, the work of all these research and experimentation labs invokes the cooperation of private-sector research labs in what appears to be many American universities, hospitals, Foundations, and other avenues, this in addition to the private-sector corporations, pharmaceutical companies, and NGOs, who remain largely unknown to the public. Third, the US government and military fill their websites and the popular media with comforting tales that the reason for the existence of this vast network is purely their devotion to vague humanitarian purposes.
Dilyana’s point was that, in more than 40 years of this immense effort both domestically and foreign, there is apparently nothing to show for all this effort and expense. Consider: if universities and other private-sector institutions and corporations were performing precisely the kinds of research claimed to be done by the US military, there would be public results. We would be treated to a constant flood of published academic papers detailing the efforts, the trials, the failures, the occasional successes, a rare discovery or breakthrough, these celebrated by the mass media. But in more than 40 years of intense effort, the US military has nothing. There are no records of discoveries, no reports of breakthroughs, no cures, nothing. There are no reports of scientific achievements that have been publicly demonstrated by American military biologists over these many years of the existence of such domestic and foreign secret laboratories. There are no useful or informative records of those decades of research published anywhere in the public domain. How can it be that the US military can operate around 800 biological laboratories and have cooperation with perhaps as many more private-sector participants, and yet have no results? As one example, in its military press website, the US Navy has an article titled, “NAMRU-6 Celebrates 40 Years of Medical Research” in Peru. [7] Yet, after 40 years of work with more than 300 staff, their only claim to success is that they managed to identify “the first cases of the Zika Virus in Iquitos, Peru”. That’s all?
The answer of course is that there have been many results indeed, but those results were not about eliminating infectious diseases and ensuring global health security that could be celebrated in public. They were instead busy developing weapons of war, and those successes and discoveries are not for public consumption.
In fact, there have been many published reports of the “trials, successes, discoveries, breakthroughs”, and these have been covered in the mass media but we don’t recognise these for what they are. And these “research results” are the civilian injuries and deaths through accidental or deliberate leakages of pathogens from these facilities, and the sometimes devastating – and usually fatal – experiments on the surrounding civilian populations.
“Meanwhile, these labs are actively collecting information on the gene pool of the populations of countries where they operate. All this indicates that the Pentagon is undoubtedly preparing to wage wars using biological weapons” and, as we will see, there is much indication the US has already done so. Those hundreds of billions of dollars have indeed produced results. Many of these will be discussed in the remaining Chapters of this series. [8]
The head of Russia’s military protection unit, Igor Kirillov, said Russia managed to collect more than 20 thousand documents on the US bioweapons programs at the captured Ukrainian military facilities, as well as having interviewed various eyewitnesses and participants. He said the materials document the US focus on creating bioweapons components and testing them on the populations of Ukraine and other states along the borders of the Russian Federation. [9] Russia, of course, has much reason for concern for this spider-web of secret biological laboratories, operating on its borders unchecked and without surveillance. [10] Dilyana reported that many of the activities of these labs were partly unveiled by hacker Raid Forums[11][12][13] which contained leaked e-mails between the Lugar Center, the Pentagon biolaboratory in Tbilisi, and the US Embassy to Georgia and the Georgian Ministry of Health. The website has since been shut down, the media doing their best to link it to Russia, and Wikipedia helpfully claiming (without evidence, as usual) they also engaged in pornography. But they were not Russian, and the information they leaked was often very politically-sensitive.
The Defense Threat Reduction Agency (DTRA) has outsourced much of the work under the military biological warfare programs to private companies, which are not accountable to Congress, and thus can operate more freely and avoid all laws. It is clear they have the active support of the US State Department since US civilian personnel working at these labs have also been granted diplomatic immunity, though they do not qualify for this distinction. Hence, these private companies can perform biological warfare work for the US government under diplomatic cover and exempt from control by the host state. This practice is often used by the CIA to provide cover for its agents.
There are many of these private companies performing biological weapons research and related activities for the US military, the CIA, and various other government agencies, and do so in many countries that include Ukraine, Georgia, Uganda, Tanzania, Iraq, and Afghanistan, Germany, Azerbaijan, Cameroon, Thailand, Ethiopia, Vietnam, Armenia, Democratic Republic of the Congo, Sierra Leone, South Africa and many more. These are firms like The Southern Research Institute, [14][15]CH2M Hill,[16][17]Battelle, [18][19]Metabiota, [20][21][22] and Black & Veatch,[23][24]US-based NGO Eco Health Alliance, [25] which was directly involved in military studies of diseases spread by bats, and apparently also used by the NIH to evade restrictions on COVID experiments. [26]
Many of these firms are especially secretive, Battelle being a typical example. It is extremely difficult to find information on these companies. With Battelle, the only Internet entries appear to be those written by the company itself. One statement: “… haven’t made Battelle a household name. The anonymity is partially the result of the nature of its work. Government agencies and corporations contract with Battelle to conduct sensitive and classified research. Plus, Battelle has historically had an aversion to advertising and self-promotion, which makes sense since its partners largely pay it to stay in the background. Some combination of those things has led us to be a quiet company,” said Battelle CEO Jeff Wadsworth.” [27] They also have questionable backgrounds and affiliations with Neocon NWO organisations.
Battelle is the largest private, non-profit research and development organization in the world, and one of the largest US government contractors, apparently with a specialty to develop vaccines and therapeutics for infectious diseases. It also builds armored vehicles and specialised tactical military equipment. The company began managing national laboratories for the Department of Energy (DOE) in 1965 and now has a role in managing eight DOE labs and one for the Department of Homeland Security. Battelle has operated a Top-Secret Bio laboratory at Fort Detrick, Maryland under a US Department of Homeland Security (DHS) contract for the last decade, and has been awarded around $350 million under one federal contract and another later one, by DHS. [28]
Dilyana Gaytandzhieva noted that Metabiota has been awarded multiple federal contracts related to biological weapons labs in Ukraine and Georgia, and was also engaged in work with the DTRA during the EBOLA crisis in Sierra Leone. The company was doing unspecified military research at the epicenter of the Ebola crisis – where three US biolabs are situated – the company garnering much suspicion as to its role in the outbreaks. [29]Metabiota is listed as a favorite partner company with the World Economic Forum, the (already) infamous WEF.
But it isn’t only private corporations involved. We also have US health authorities such as the US National Institutes of Health (NIH), the US CDC, and many similar. UN organisations like the WHO are also deeply involved in these matters, as are so many of the major US universities and hospitals. The Rockefeller and Gates Foundations are near the center of this activity, as are many of the major pharmaceutical companies – some of whom began life as biological weapons researchers – firms like Merck, Pfizer, Moderna, Gilead, Inovio Pharmaceuticals, and many more. Charles Pfizer and George Merck cut their teeth on biological weapons research, beginning in the 1950s and 1960s. [30][31] Here is a quarterly report from Pfizer dated 1964, titled “Research on New Chemical Incapacitating Agents by Chas. Pfizer and Co., Inc.” [32]
Even the famous Smithsonian Institution, apparently benign and innocent, was involved in a years-long and top-secretPacific Ocean Bird Project for the US Army, in which millions of birds were caught, banded, and tracked to determine their potential use as vectors for biological pathogens. This was an 8-year contract with Fort Detrick. The study had projects within projects. One was Operation Starbrite, described in a 1964 Smithsonian report classified “Confidential” by the Army. This program consisted of monthly 15-day cruises aboard U.S. Navy vessels operating out of Pearl Harbor. Cruising a 50,000-square-mile grid of ocean and atolls, the Smithsonian personnel were to record “all visible animal life.” From sunrise to sunset, they were to note the activity of birds, the species and numbers, and their every movement. [32a]
Then we have entities like the JASON Group, which Wikipedia tells us is “an independent group of elite scientists which advises the United States government on matters of science and technology, mostly of a sensitive nature”. [33] That would certainly be true. This is a “cold war” group, if ever there was one. [34] Several years after “Rebuilding America’s Defenses” was published, the U.S. Air Force published a document entitled “Biotechnology: Genetically Engineered Pathogens,” which contains the following passage: “Their study generated six broad classes of genetically engineered pathogens that could pose serious threats to society. These include but are not limited to binary biological weapons, designer genes, gene therapy as a weapon, stealth viruses, host-swapping diseases, and designer diseases.” [35]
We also have US agencies providing staff, financing, and other support to these endeavors; agencies like the US Department of Agriculture, the Department of Health, the Department of Homeland Security, the Environmental Protection Agency, the US Department of Energy. [36] And in many cases, these “research” efforts involve apparently disparate US groups like USAID, the NED, and of course the ubiquitous CIA. Moreover, all these efforts are intertwined in these foreign countries with the ever-present assistance of the local US Embassies and Consulates, as well as the (again, seemingly ubiquitous) US-based NGOs. The more one researches this topic, the more it appears like a spider-web with almost everything connected to almost everything else.
Partial List of US Foreign Biological Weapons Installations
美国国外生物武器设施部分清单
Below is a list of a few of the many US military biological warfare labs in various countries. I would note here that many of these locations have suffered epidemics from minor to major, almost certainly due to leaks from these same labs. Information on these does appear in the local media but is heavily censored in “the free world”, and almost no one in the West has any knowledge of them. I have listed these leakage events in a further Chapter in this series since they deserve a listing of their own.
“Armenia’s Institute of Microbiology was the largest in the union. After the country’s collapse, the US and UK took charge of this, and opened several new biolabs across the country. As with Kazakhstan and other nations, funds were provided by the US Department of Defense, with labs built from the ground up in Yerevan, Gyumri, Vanadzor, Martuni, and Ijevan, ostensibly to study local strains of viruses. The centers were formally subordinated to Armenia’s ministry of health, but it was the US Defense Threat Reduction Agency that was in charge, and US nationals were employed there.”
The US Naval Medical Research Unit 3 (NAMRU-3), [37][38][39] was an American biological warfare installation based in Cairo, Egypt. It was initially credited with deciphering the genetic code of MERS, but there was much suspicion that the virus instead originated there. The official claim that the virus originated in Jordan was also considered suspect by many. In fact, according to the American Forces Press Service, MERS research was supervised by the US military at Fort Detrick and at the Aberdeen Proving Ground in the US. The official version is that this installation was to operate “Bacteriology and Parasitic Disease Research Programs” and to perform “infectious disease research”. [40][41] The facility was subsequently moved to Sigonella, Italy. [42] (See Italy)

US Naval Medical Research Unit No. 5 was constructed as part of the US military’s Addis Ababa Detachment in Ethiopia. It has since been closed due to the unspecified “political situation“. [43][44][45]
This is an edited summary from the translation of the Bulgarian investigative journalist Dilyana Gaytandzhieva: Internal documents disclosed by Georgians show that the American Embassy to Tbilisi transports frozen human blood and pathogens for deadly diseases and biting insects under a secret military program, and does so under cover of “diplomatic immunity” with the pathogens in a “diplomatic bag”. At first, they said the foreigners suffered food poisoning from fish, then that they died from a gas leak in their apartment. [46]
Gilead, the US-based pharmaceutical firm, was conducting an experimental Hepatitis C elimination project in cooperation with the US CDC at the Lugar Center in Georgia. According to Arms Watch and leaked documents from Georgia’s Ministry of Health, at least 249 patients enrolled in this project have died. [47][48] However, according to the agreement, “Gilead shall not be liable for any consequential, incidental, special, punitive, or indirect damage in connection with this memorandum of understanding whether foreseeable or not, and whether arising in contract, tort or negligence”. The agreement also includes a clause of confidentiality meaning that all data related to the project shall be considered confidential and cannot be disclosed to the public.
The Pentagon apparently has plans to turn Georgia into its largest overseas military biological warfare facility outside the US, combining its military resources with the resources of the US Centers for Disease Control (CDC). In addition, Georgia will become a regional CDC hub for Eastern Europe and Central Asia for the US CDC. [49] From the leaked documents, US military scientists have been deployed to Georgia for research on bioterrorism agents at the Lugar Center, [which] have the potential to be aerosolized and used as bioweapons. Among them anthrax, tularemia, Brucella, Crimean-Congo Hemorrhagic Fever, Hantavirus. The project includes orthopoxviruses, the Bubonic Plague, anthrax, Brucellosis, tularemia, Hantavirus, and hemorrhagic fever. A significant portion of this related to bat virus research, and was implemented by the US-based Eco Health Alliance. Despite disclaimers, the US military is in control of this hydra, not only funding the research projects but paying the operating expenses, and having contracted US-based Technology Management Company for various “support services”. Dilyana’s articles contain photos of the vehicles of lab workers at Lugar all displaying diplomatic vehicle license plates.
According to one government solicitation, “U.S. Army Medical Research Unit-Georgia (USAMRU-G) under the command and control of WRAIR, and in partnership with the Georgian Ministry of Defense, Ministry of Labor, Health, and Social Affairs; and Ministry of Agriculture, requires support services for technical clinical research services and operational (management and ancillary) support services. USAMRU-G will provide subject matter expertise in a broad range of pathogen research methods and technologies, medical product development, grants writing training, and research marketing. USAMRU-G’s bioresearch program includes working on strain characterization of pathogens in this region, antimicrobial resistance, bacteriophage, leishmaniasis, and exploring other emerging and re-emerging diseases posing a potential risk to the Force in the Caucasus region (i.e. Crimean-Congo hemorrhagic fever (CCHF), anthrax, brucellosis, tularemia, etc.). Other syndromes of interest are acute febrile illness/fevers of unknown origin, acute respiratory infection, sexually transmitted infections and military prevalence, global traveler’s diarrhea, and central nervous system infection surveillance. [50]
Russia is of course greatly concerned with the extent of US political control of Georgia and this vast bio-weapons project. According to the Pentagon, “The mission of the Lugar Center is to contribute the protection of citizens from biological threats, promote public and animal health through infectious disease detection, epidemiological surveillance, and research for the benefit of Georgia, the Caucasus region, and the global community.” Russia said the documents published signaled more sinister activities were happening under the cover of civilian research. [51] Much of this is under the guidance or management of the Walter Reed Army Institute of Research (WRAIR). [52][53][54] Russian Foreign Ministry spokeswoman Maria Zakharova warned that Moscow was fully appraised of US efforts to expand military research at the Lugar Lab, and said such efforts were part of a major expansion of dual purpose biological research at labs across the former USSR under the pretext of fighting bioterrorism. [55]
NAMRU-2 was a major US Navy biological warfare laboratory opened in Jakarta. [56][57][58][59] Just like NAMRU’s closure, its birth was also marked by an upsurge of a disease. NAMRU-2 was opened in Indonesia amid a flurry of local objections and much suspicion that diseases had been deliberately spread in the country as a rue to justify the construction and opening of this biological lab. In 1968, rodent plague, which was typical for Central Java’s Boyolali Regency, “jumped” from infected rats and flees to humans, sparking an outbreak. Indonesia didn’t have sufficient resources to counter the threat and requested international help. “If you ask me if this outbreak looked unnatural, I’d say yes,” says another former Indonesian official who is familiar with NAMRU-2’s functioning. In 1970, the US and Indonesia signed an agreement on establishing a detachment of NAMRU-2 in Jakarta staffed by the US NAVY’s personnel with diplomatic immunity, with the plague becoming the primary target – a goal which wasn’t mentioned in the agreement. Indonesia had an obligation to provide NAMRU-2 with lab space for at least ten years and gained a right to terminate the deal after January 16, 1980. [60] Through NAMRU-2 the Americans gained access to “disease agents of interest” from endemic territories for rabies, malaria, H5N1 and other dangerous pathogens across Indonesia.
In the late 2000s, NAMRU-2 was tasked by the WHO to gather, analyze and send avian flu samples collected across the country, but the Indonesian Health Ministry became dissatisfied with the nature of the activities of the US laboratory and suspended its activities. Former Indonesian officials familiar with NAMRU-2 have [said] on conditions of anonymity that the Jakarta-based lab, which the Americans … saw as a strategic asset, was involved in questionable research practices and breached Indonesia’s national security. In the aftermath, Indonesian researchers obtained many documents containing illegal actions by the NAMRU staff. Indonesia considered Namru-2’s presence to be a violation of Indonesia’s sovereignty, and finally decided that “it was inadvisable for the US military biolaboratory NAMRU-2 to be located on its territory”. [61][62]
[the Americans] built a branch lab in Papua, and they were doing many bad things … In the 1990s, the status of detachment was upgraded into a command without any amendment of the Memorandum of Understanding. The Indonesian government was concerned about violations of international treaties regarding bacteriological and toxin weapons by the US. “They wanted to occupy. This is the only reason. They built this facility under the Navy. Why the Navy and not the Ministry of Health? My answer is because they wanted to build a sort of military base.” [63] Another factor is that US research activities in the country didn’t stop after NAMRU’s closure. “When they closed NAMRU here, Americans tried to open NAMRU in Cambodia, [64] in Vietnam and in other countries. And I’ve heard from somebody in the United States that similar labs were built in the former USSR – in Georgia and Ukraine.
Since 1942, NAMRU-3 was operated on the outskirts of Cairo in Egypt. Then suddenly the US Navy packed up their entire biological weapons lad and move it to their Sigonella compound in Italy. [65] The main center of the NAMRU installations is Medical Research Center in Silver Spring, Maryland, with the other NAMRUs being its operational centers. All NAMRU activities report to the US CDC, and are operated in a hub-and-spoke basis with, for example, the new NAMRU in Sicily having jurisdiction over those in Egypt, Ghana, and Djibouti. Other major centers are in Singapore and Peru. It seems the basic reason for the move was a felt necessity to have the installation nearer the geographically-central Hub of the Mediterranean that contains the Central Command (Centcom), the European Command (Eucom) and the African Command (Africom). As previously noted, this facility was central in the bat research and coronavirus transmission to humans, conducted by the US military. It was also central in the MERS events.
There are other concerns about US military installations and biological labs in Italy. As I noted in an earlier article on COVID, [66] if we look at the two maps of Italy displaying the US military bases and the areas of the country with the heaviest coronavirus outbreaks, they match very well indeed, as you can see from the graphic below. South Korea was similar. I do not have sufficient information on the locations of virus outbreaks and US military bases for other countries, but I have a strong suspicion they would also coincide nicely. As I related elsewhere, the COVID infections in Italy were suspect at best, with multiple outbreaks in many areas, no idea of source, and no hope of identifying a patient zero.
US biological laboratories in Japan are inextricably linked to the American absorption of Shiro Ishii’s Unit 731 and all the research resulting from that event. I have covered that in an earlier article in this series. [67] There is much more of concern. It doesn’t appear to be widely-known, but Japan has never ceased being a US occupied colony, and there is a great deal of American military and medical activity in Japan that very deliberately avoids public exposure. One such event is a recent partnership established between various Japanese universities and BioLabs Global, who bill themselves as “the premier global operator of co-working laboratory facilities for high potential life science start-ups“, [68] the company telling us “This collaboration ceremony also celebrates BioLabs’ first step to provide co-working laboratory space in Asia.” That isn’t comforting, especially when we note that Rothschild’s Sanofi announced a new “strategic partnership” with this same firm.[69]If you recall, it was Sanofi that produced the anti-fertility vaccine the WHO used to sterilise around 150 million women around the globe.[70] There cannot be anything in this that bodes well for the world.
The WHO reported a high percentage of mortality from infectious diseases in children, and “many of these diseases may be subject to transmission across borders and could possibly invade Japan.” In an apparent recognition of this condition, Japan began a “Program of Founding Research Centers for Emerging and Reemerging Infectious Disease”, which involved 8 Japanese universities and 2 research centers, “in partnership with overseas instructors”. [71] This program included a planned development of a network of domestic and overseas research centers, as part of the Global Research Network on Infectious Diseases, all of which has an American biowarfare label on it although the public material is careful to avoid any mention of the US.
“Ukraine isn’t the only nation where the US has established biological laboratories, with even nations with close ties to Moscow subject to US overtures. Russia has long expressed concerns about the biological safety situation in countries including Kazakhstan, Armenia and Tajikistan, all three of them allies in the CSTO. [72][73] In Kazakhstan, with their new $108 Million Laboratory, rumors about the safety of biolabs operating under US patronage have long plagued both local residents and authorities. For years, media in Kazakhstan have alleged that outbreaks of infectious diseases in recent years have been connected to the work of the Almaty Central Reference Laboratory, the huge biolab built with $108 million in US cash in 2016, and which specializes in the study of strains of viruses characteristic to the Central Asian Nation.”
“The U.S.-funded research projects centered on studies involving select agents including zoonoses: anthrax, plague, tularemia, highly pathogenic avian influenza, brucellosis, etc. These projects funded researchers in Kazakhstan, while project collaborators in the U.S. and UK mentored and guided these researchers to develop and test their hypotheses.” [74] Kazakhstan is desirable because it apparently “provides unique access to ethnic Russian and Chinese groups as “specimens” for conducting field research involving highly pathogenic, potential biological warfare agents”. This is largely because Kazakhstan has 13,364 km of borders with its neighboring countries Russia, China, Kyrgyzstan, Uzbekistan, and Turkmenistan, providing obvious access to many ethnic groups.
The official story is that the country’s biological facilities are fully-funded by the government itself, that they are owned exclusively by the Kazakh government, but the entire project is funded through a system of US grants funneled through various sources and that any “research” carried out is in the interests of the US military. “Washington is eager to preserve the countries of Central Asia as a testing ground for its military biological research. Hence the US efforts to develop similar projects in Uzbekistan, Kyrgyzstan, Kazakhstan and Tajikistan. At the same time, Washington has an increased interest in Tashkent and Alma-Ata, as these two countries have better developed infrastructure and more qualified personnel compared to other Central Asian states. The increased US interest in Uzbekistan is also due to the fact that the country is not a member of the CSTO, which gives Washington more freedom of action.” [75]
In terms of US military activity, US biological warfare research, and a very curious enterprise involving some kind of nefarious partnership between the US military and the WHO, South Korea is a very strange duck indeed. First, theis home to the JUPITR ATD military biological program that is closely related to the labs at Fort Detrick, and which has been involved in several curious occurrences with both COVID and MERS. Then we have the WHO’s secretive International Vaccine Institute in Seoul, whose chief scientist and Executive Director is Colonel Jerome Kim, who is the former head of the Molecular Virology and Pathogenesis Department at the Walter Reed Army Institute of Research in Rockville, Maryland. And included in this is Dr. Claudio Lanata, who is the “science director” of the US Navy’s NAMRU-6 in Peru, which is renowned as a biowarfare development center.
This above bit of intelligence comes from the research of Yoichi Shimatsu. [76] As he pointed out, “it should be shocking that the U.S. military controls the WHO’s main virus laboratory“. And there is much more to arouse intense curiosity, if not outright suspicion, with the WHO apparently announcing Korea’s interest in being the world leader in fabricating mRNA vaccines: There is much here that doesn’t add up. [77][78][79][80]
South Korea had a few dozen COVID infections, all of which were traceable in terms of source. But then an explosion, during which hundreds of soldiers were suddenly quarantined on the Osan airbase, this explosion of infections spreading almost exponentially to the public, all in the vicinity of the Osan airbase. No source was ever credibly identified for this outbreak. [81] Almost 200 North Korean soldiers reportedly died from the coronavirus, while thousands more were in quarantine. The government never acknowledged these facts, though they were reported elsewhere. [82]
Korea is particularly notable in this regard because it appears likely, and perhaps probable, that MERS resulted from a leak at the American military base at Osan. [83] The official Western narrative for the MERS outbreak in South Korea was that a Korean businessman became infected in the Middle East then returned to his home in Gyeonggi Province and spread the infection. But there was never any documentation or evidence to support that claim, and to my best knowledge it was never verified by the South Korean Government. Pertinent to this story is that according to the Korean Yonhap News Service, at the onset of the outbreak about 100 South Korean military personnel were suddenly quarantined at the USAF Osan Air Base.
To make matters worse, the US CDC is developing a “strategic infrastructure” to “keep the US safe from intentional and naturally occurring public health threats“. This might not be bad, but the CDC is developing this infrastructure in cooperation with the FBI, the Association of Public Health Laboratories, and the Laboratory Response Network, also obviously in cooperation with branches of the US military. [84]The FBI is America’s political police; what are they doing in a project with the CDC and biological weapons installations?
“The United States has previously tried to build a closed biolab in Kyrgyzstan by involving Canada in this process. To this end, in 2008, the Governments of Kyrgyzstan and Canada even signed a corresponding agreement, on which basis it was planned to build a biosafety class III biolab in Bishkek on the territory of the Botanical Garden surrounded by densely populated neighborhoods. $60 million was allocated for these purposes. “So far, Kyrgyzstan is the only country in Central Asia and the post-Soviet space where the Pentagon has not yet deployed a single secret biolab. Therefore, Washington’s interest in this country in this regard is not surprising. And so is the special interest of American military strategists (especially given Bishkek’s close multifaceted friendly ties with Russia and China), counting on the possibility of Kyrgyzstan’s involvement in the Pentagon’s military plans in Central Asia, including Afghanistan and Iran. That is why the United States is trying to place here its secret biolabs dealing with particularly dangerous pathogens, so as to have the opportunity to spread any particular virus to Russia, China and other territories.“ [85] The effort appears to be failing. [86]
The US Navy has operated NAMRU-6 in Peru for more than 40 years, recently celebrating this anniversary, [87] but so far the only “success” of this lab that has reached the public is that it managed to identify “the first cases of ZIKA” in Peru. It is possible this hub of lab networks had been engaged in other activities not intended for public consumption. [88][89][90][91]
In the 2010s, the US and other Western countries allocated funding to another Russian ally in Central Asia – Tajikistan, with Foundation Merieux, a French charitable foundation whose formal mission includes the strengthening of local health capabilities and reducing the impact of infectious diseases, establishing the Gastroenterological Institute in Dushanbe in 2013 with UN and USAID assistance. In 2019, another lab – the Republican Center for the Fight Against Tuberculosis, was opened in Tajikistan, this time sponsored directly by USAID and the Pentagon. As elsewhere, the lab allows both local biologists and their foreign counterparts to study local diseases, including tuberculosis, malaria, hepatitis, and cholera. That same year, another US-funded laboratory was opened in Isfara in Tajikistan north. Little information has been made available regarding its work, except that it is also funded by the US.
The British conservative publication THE EXPOSÉ published an article entitled “Is there more to the Ukraine/Russia conflict than meets the eye?” It recognizes that Russia should have conducted the current military operation on the basis of its security interests and confirms that there has long been a very serious threat to the lives and health of the Russian Federation population from the territory of Ukraine. It refers to at least 16 US military biological laboratories located in Odessa, Vinnitsa, Uzhgorod, Lviv (three), Kharkiv, Kiev (also three), Kherson, Ternopil, Dnepropetrovsk, as well as near Luhansk and the border with Crimea. Such “cooperation” between the Pentagon and the Ukrainian Ministry of Health dates back to 2005. Opposition parties managed to push through the Verkhovna Rada in 2013 to end this “cooperation”, but the US-led coup d’état in Kiev in February 2014 prevented the implementation of this decision. [92] After Russia initiated the special operation to denazify Ukraine, the Pentagon sought to move unfinished programs in Ukraine to other countries in the post-Soviet region as quickly as possible. [93]Dilyana Gaytandzhieva wrote an excellent and detailed report on US bio-warfare labs in Ukraine. [94] Her report is much worth reading.
According to documents made public by the Russian military, the bio labs were engaged in various research projects, such as the possible proliferation of typhus and hepatitis in the region, and the possible use of wild migratory birds for the transmission of a highly pathogenic form of avian influenza. [95] The Russian Federation has provided hundreds of documents purporting to show the US engaged in covert biological weapons research and development in Ukraine. Among their documents is evidence that the US tested covert bioweapons research on mentally ill Ukrainian patients. [96] Moscow raised concerns over a network of secretive US-funded laboratories in Ukraine in the early weeks of the conflict, and has frequently made public evidence about the program ever since. The US government confirmed the existence of the labs last March, but insisted they were neither illegal nor intended for a military purpose, despite the fact that much of their funding went through the Pentagon. [97]
Russia presented a chart explaining the coordination of work at the biological laboratories and research institutes in Ukraine by the United States. One of its components was the Science and Technology Center in Ukraine (STCU) – an institution which appears, at first glance, to be a privately-owned organization that has nothing to do with the Pentagon. In fact, the Russian military revealed, this institution has been directly involved in the creation of biological weaponry. Formally, the STCU is an international intergovernmental organization created, in its own words, to “address the global security threat of the proliferation of WMD-applicable chemical, biological, radiological and nuclear knowledge and materials.” Its real purpose, the MoD says, includes the distribution of grants for the development of biological weapons agents.
Scientists’ work included the collection of water samples from Ukraine’s major rivers – the Dnieper, the Danube, the Dniester, as well as the North Crimean Canal, in a search for causative agents of cholera, typhoid fever, and hepatitis A and E. Studying documents, the Russian military discovered that US and European researchers were actually seeking to spread these diseases by water, not just to Russia, but Belarus, Moldova and Poland, and to poison the entire marine ecosystems of the Black and Azov Seas. Furthermore, the STCU was shown to be involved in experiments on human beings. Recovered documents showed that during the period between 2019 and 2021, scientists searched for test subjects from wards at Clinical Psychiatric Hospital #3 in the city of Merefa in Kharkov region. “People with mental disorders were selected for experiments on the basis of age, ethnic group, and immune status. Special forms documented round-the-clock monitoring of the condition of patients at all times. The information was not entered into the hospital’s database, staff of the medical institution signed a non-disclosure agreement,” Kirillov said. [98]
There is a very long list of articles containing various details, activities, and conclusions, about the US military’s biological warfare research and experiments in Ukraine, too many to deal with in a short space. Much has been published in the alternative media on this subject and, since there are no new revelations, we needn’t spend an inordinate time on Ukraine. Instead, I will provide here a brief list of some of the more notable articles with their headlines, and let the reader pursue those of interest. One notable event was that the US Embassy in Kiev suddenly deleted all the pages on their website dealing with biological labs and the military. [99]
One unusual aspect of this matter of US biological warfare involvement in Ukraine, was the enormous flurry of disclaimers, “fact-checkers” and every manner of authority claiming that no such thing existed and it was all a Russian conspiracy. According to the disinformation website Politifact, “There are no U.S.-run biological weapons labs operating in Ukraine. The U.S. Defense Department and the Ukraine Ministry of Health have had a partnership since 2005 to improve public health laboratories and prevent the threat of outbreaks of infectious diseases.”[100] The New York Times tells us “Theory About U.S.-Funded Bioweapons Labs in Ukraine Is Unfounded”. [101] Reuters tells us “U.S. dismisses Russian claims of biowarfare labs in Ukraine”[102] The US military gives us “fact sheet” on their “threat reduction efforts“. [103]
In addition, Yahoo, [104] The UK Telegraph, [105]The EU Statesman, [106] the BBC, [107] and the UK Guardian, [108] have all apparently in good conscience “fact-checked” the allegations and found them all false. The Statesman did the same, this one by Samantha Putterman from PolitiFact.com, [109] and the AFP fact-check informed us that “Unproven claims of US-funded Ukraine bioweapons labs spread online”.
