We will all need plenty of time and introspection to analyze the full range of game-changing vectors unleashed by the unveiling of BRICS 11 last week in South Africa.
Yet time waits for no one. The Empire will (italics mine) strike back in full force; in fact its multi-hydra Hybrid War tentacles are already on display.
Here and here I have attempted two rough drafts of History on the birth of BRICS 11. Essentially, what the Russia-China strategic partnership is accomplishing, one (giant) step at a time, is also multi-vectorial:
expanding BRICS into an alliance to fight against U.S. non-diplomacy.
counter-acting the sanctions dementia.
promoting alternatives to SWIFT.
promoting autonomy, self-reliance and instances of sovereignty.
and in the near future, integrating BRICS 11 (and counting) with the Shanghai Cooperation Organization (SCO) to counter imperial military threats, something already alluded to by President Lukashenko, the inventor of the precious neologism “Global Globe”.
In contrast, the indispensable Michael Hudson has constantly shown how the U.S. and EU’s “strategic error of self-isolation from the rest of the world is so massive, so total, that its effects are the equivalent of a world war.”
Thus Prof. Hudson’s contention that the proxy war in Ukraine – not only against Russia but also against Europe – “may be thought of as World War III.”
In several ways, Prof. Hudson details, we are living “an outgrowth of World War II, whose aftermath saw the United States establish international economic and political organization under its own control to operate in its own national self-interest: the International Monetary Fund to impose U.S. financial control and dollarize the world economy; the World Bank to lend governments money to bear the infrastructure costs of creating trade dependency on U.S. food and manufactures; promoting plantation agriculture, U.S./NATO control of oil, mining and natural resources; and United Nations agencies under U.S. control, with veto power in all international organizations that it created or joined.”
Now it’s another ball game entirely when it comes to Global South, or Global Majority, of “Global Globe” real emancipation. Just take Moscow hosting the Russia-Africa summit in late July, then Beijing, with Xi in person, spending a day last week in Johannesburg with dozens of African leaders, all of them part of the new Non-Aligned Movement (NAM): the G77 (actually 134 nations), presided by a Cuban, President Diaz-Canel.
That’s the Russia-China Double Helix in effect – offering large swathes of the “Global Globe” security and high-tech infrastructure (Russia) and finance, manufactured exports and road and rail infrastructure (China).
In this context, a BRICS currency is not necessary. Prof. Hudson crucially quotes President Putin: what’s needed is a “means of settlement” for Central Banks for their balance of payments, to keep in check imbalances in trade and investment. That has nothing to do with a BRICS gold-backed supra-national currency.
Moreover, there will be no need for a new reserve currency as increasingly more nations will be ditching the U.S. dollar in their settlements.
Putin has referred to a “temporary” accounting unit – as intra-BRICS 11 trade will be inevitably expanding in their national currencies. All that will develop in the context of an increasingly overwhelming alliance of major oil, gas, minerals, agriculture and commodities producers: a real (italics mine) economy capable of supporting a new global order progressively pushing Western dominance into oblivion.
Call it the soft way to euthanize Hegemony.
All aboard the “malign China” narrative
Now compare all of the above with that piece of Norwegian wood posing as NATO secretary-general telling the CIA mouthpiece paper in Washington, in a unique moment of frankness, that the Ukraine War “didn’t start in 2022. The war started in 2014”.
So here we have a designated imperial vassal plainly admitting that the whole thing started with Maidan, the U.S.-engineered coup supervised by cookie distributor Vicky “F**k the E” Nuland. This means that NATO’s claim of a Russia “invasion”, referring to the Special Military Operation (SMO) is absolutely bogus from a legal standpoint.
It’s firmly established that the spin doctors/ paid propagandist “experts” of Atlanticist idiocracy, practicing an unrivalled mix of arrogance/ignorance, believe they can get away with anything when it comes to demonizing Russia. The same applies to their new narrative on “malign China”.
Chinese scholars which I have the honor to interact with are always delighted to point out that imperial pop narratives and predictive programming are absolutely useless when it comes to confronting Zhong Hua (“The Splendid Central Civilization”).
That’s because China, as one of them describes it, is endowed with a “clear-minded, purposeful and relentless aristocratic oligarchy at the helm of the Chinese State”, using tools of power that guarantee, among other issues, public safety and hygiene for all; education focused on learning useful information and skills, not indoctrination; a monetary system under control; physical assets and the industrial capacity to make real stuff; first-class diplomatic, supply chain, techno-scientific, economic, cultural, commercial, geostrategic and financial networks; and first-class physical infrastructure.
And yet, since at least 1990, Western mainstream media is obsessed to dictate that China’s economic collapse, or “hard landing”, is imminent.
Nonsense. As another Chinese scholar frames it, “China’s strategy has been to let sleeping dogs lie and let lying machines lie. Meanwhile, let China surpass them in their sleep and cause the Empire’s demise.”
Poisons, viruses, microchips
And that bring us full circle back to the New Great Game: NATOstan versus the Multipolar World. No matter the evidence provided by graphic reality, NATOstan in advanced seppuku mode – especially the European sector – actually believes it will win the war against Russia-China.
As for the Global South/Global Majority/”Global Globe”, they are regarded as enemies. So their mostly poor populations should be poisoned with famine, experimental injections, new modified viruses, implanted microchips as in BCI (Brain Computer Interface) and soon NATO As Global Robocop “security” outfits.
The coming of BRICS 11 is already unleashing a new imperial wave of deadly poisoning, brand new viruses and cyborgs.
The imperial master issued the order to “save” the Japanese seafood industry – a few scraps as quid pro quod for Tokyo acting as a rabid dog in the imperial Chip War against China, and dutifully pledging alliance at the recent Camp David summit side by side with the South Korean vassals.
The EU vassals, in synch, lifted Japan food import rules just as Fukushima nuclear wastewater was to be pumped into the ocean. That’s yet another instance of the EU continuing to dig its own grave – as Japan is set to suffer a Typhoon Number Ten type of blowback.
Radiation spread across the world through the Pacific will breed endless cancer patients around the world and simultaneously destroy the economy of several small island nations relying heavily on tourism.
In parallel, Sergey Glazyev, Minister of Macroeconomics at the Eurasian Economic Commission, part of the EAEU, has been among the very few warning about the new trans-humanist frontier: the Nanotechnology Injection craze ahead – something quite well documented in scientific journals.
Quoting Dr. Steve Hotze, Glazyev in one of his Telegram posts explained what DARPA (Defense Advanced Research Projects Agency) has been doing, “injecting nanobots in the form of graphene oxide and hydrogel” into the human body, thus creating an interface between nanobots and brain cells. We become “a receptor, receiver and transmitter of signals. The brain will receive signals from the outside, and you can be manipulated remotely.”
Glazyev also refers to the by now frantic promotion of “Eris”, a new Covid variety, named by the WHO after the Greek goddess of discord and enmity, daughter of the goddess of night, Nykta.
Those familiar with Greek mythology will know that Eris was quite angry because she was not invited to the wedding of Peleus and Thetis. Her vengeance was to plant at the feast a golden apple from the gardens of Hesperides with the inscription “Most Beautiful”: that was the legendary “apple of discord”, which generated the Mother of All Catfights between Hera, Athena and Aphrodite. And that eventually led to no less than the Trojan War.
In the White Room, with black curtains
It’s oh so predictable, coming from those “elites” running the show, to name a new virus as a harbinger of war. After all, The Next War is badly needed because Project Ukraine turned out to be a massive strategic failure, with the cosmic humiliation of NATO just around the corner.
During the Vietnam War – which the empire lost to a peasant guerrilla army – the daily briefing at the command HQ in Saigon was derided by every journalist with an IQ above room temperature as the “Saigon follies”.
Saigon would never compare with the tsunami of daily follies offered on the proxy war in Ukraine by a tawdry moveable feast at the White House, State Dept., Pentagon, NATO HQ, the Brussels Kafkaesque machine and other Western environs. The difference is that those posing as “journalists” today are cognitively incapable of understanding these are “follies” – and even if they did, they would be prevented from reporting them.
So that’s where the collective West is at the moment: in a White Room, a simulacrum of Plato’s cave depicted in Cream’s 1968 masterpiece, partly inspired by William Blake, invoking pale “silver horses” and exhausted “yellow tigers”.
The entire West is waiting at the room at the station with black curtains – and no trains. They will “sleep in this place with the lonely crowd” and “lie in the dark where the shadows run from themselves”.
Outside in the cold, long distance, under the sunlight, away from the moving shadows, across roads made of silk and iron, the Heavenly Horses (Tianma) of the multipolar world gallop gallantly from network to network, from Belt and Road to Eurasia and Afro-Eurasia Bridge, from intuition to integration, from emancipation to sovereignty.
Was geschieht, wenn ein Gesetz in Kraft tritt, das manche Bürger gar nicht einhalten können? Es wird nicht eingehalten. Und wie weit geht der Staat dann? Wie das Heizungsgesetz die Gesetzestreue der Bürger und ihr Verhältnis zum Recht beschädigt.
Das Gebäudeenergiegesetz, vom Volksmund gern auch „Heizungsgesetz“ genannt, ist letzte Woche im Bundestag beschlossen worden. Angesichts der vorangegangenen Debatten ist es seither merkwürdig ruhig um das umstrittene Vorschriftenwerk geworden, trotz der zu erwartenden dramatischen Folgen. Leiden die betroffenen Hauseigentümer still? Neigen sie nicht zum Protest? Nehmen sie es so einfach hin, nach dem Motto: „Nun ist es halt da“? Oder sind sie einfach zu beschäftigt mit der Frage, wie sie sich angesichts der vielen Unsicherheiten, die dieses Gesetz mit sich bringt, nun entscheiden sollen?
Es ist hier schon vielfach beschrieben worden, wie irrwitzig viele Punkte dieses Gesetzes sind. Keine Entscheidung für eine neue Heizung, bei der es sich nicht um eine Wärmepumpe handelt, kann eigentlich rechtssicher getroffen werden, außer man könnte sich ganz schnell an ein Fernwärmenetz anschließen. Die legale Verwendung anderer Heizungsarten ist in den nächsten Jahren an Bedingungen geknüpft, bei denen nicht absehbar ist, ob und wie sie erfüllt werden können. Es weiß auch niemand, wann das Gesetz bei ihm zu Hause wirklich vollstreckt wird, denn dazu müsse es – so heißt es – ja erst eine kommunale Wärmeplanung geben. Also können Betroffene nun in Ruhe abwarten?
Manche müssen dies jetzt oder bald entscheiden, beispielsweise, wenn die Heizung nicht mehr funktioniert oder schlicht zu alt ist. Gerade im Osten, wo viele Häuser in der ersten Hälfte der neunziger Jahre saniert wurden und seinerzeit auch neue Heizungen bekamen, feiern viele der inzwischen von der Obrigkeit ungeliebten Gasheizungen just in diesen Jahren ihren dreißigsten Geburtstag. Eine Zeitmarke, zu der der Gesetzgeber auch schon nach alter Gesetzeslage grundsätzlich eine Erneuerung wünschte. Was also tun?
Zeitenwende für rechtstreue Bürger?
Einige Hausbesitzer hatten selbige Frage lieber schon in diesem Jahr beantwortet, indem sie sich – so lange das noch legal ist – schnell eine vertraute Gasheizung einbauen ließen. Doch dazu kann man sich nicht mehr entschließen, weil sich dieser Entschluss vor dem Inkrafttreten des neuen Gesetzes nicht mehr praktisch umsetzen lassen dürfte. Was wird also jemand tun, der ein Haus besitzt, dessen dreißig Jahre alte Gasheizung ordentlich gewartet wurde und im Prinzip zuverlässig funktioniert? Was kann er tun, wenn es sich um ein Mehrfamilienhaus handelt, bei dem der Einbau einer Wärmepumpe ruinöser Wahnsinn wäre? Nichts. Viele werden in diesem Falle einfach nichts tun, auch wenn sich der Gesetzgeber das anders wünscht.
Ein betroffener Hausbesitzer weiß ja nicht, ob er eine neue Gasheizung legal betreiben könnte, weil niemand sagen kann, ob er dafür den in ein paar Jahren vorgeschriebenen Anteil an Biogas oder „grünem“ Wasserstoff bekommt. Also scheint es doch das Beste zu sein, erst einmal abzuwarten, egal was das Gesetz sagt. Solange es keine kommunale Wärmeplanung gibt, darf er das, oder ist das Heizen mit einer zu alten Heizung dann trotzdem schon verboten? Dann werden sich viele Hausbesitzer eben an den alten Spontispruch „Legal, illegal, scheißegal“ halten.
Neben der Energie-, der Verkehrs- oder der Ernährungswende wendet sich in dieser sogenannten Zeitenwende offenbar auch das Verhältnis der eigentlich rechtstreuen Bürger zum Gesetz. Dass Regeln, gesetzliche zumal, normalerweise recht genau einzuhalten sind, galt in der Bundesrepublik eigentlich weitgehend als selbstverständlich. Die Stabilität eines Rechtsstaats lebt auch von der Rechtstreue der Bürger. Doch diese Selbstverständlichkeit schwindet offenbar in gleicher Weise wie die Akzeptanz des Kurses, den das Staatsschiff gerade nimmt.
Ein Gesetz, dessen Sinn ein Großteil der Bürger nicht einsieht und das es vielen Betroffenen eigentlich unmöglich macht, ihm ohne großen eigenen Schaden Folge zu leisten, wirkt da wie ein Brandbeschleuniger. Die Tendenz zur Abkehr einer steigenden Zahl von Bürgern vom Staat und seinen Regeln ist dabei schon länger zu beobachten, auch wenn sie selten thematisiert wird. Und manchmal ist es auch das Versagen von Staat und Behörden selbst, die es einem Bürger unmöglich machen, bestimmte Regeln einzuhalten. Wer in den letzten Jahren in Berlin beispielsweise als Vollzeitbeschäftigter die im Meldegesetz vorgesehenen Fristen für eine Wohnsitzanmeldung einhalten wollte, stand vor einer unlösbaren Aufgabe, weil er den dafür notwendigen Termin im Bürgeramt nicht bekam. Auch die Einhaltung der sogenannten Corona-Regeln erodierte an ihrem Ende immer mehr. Die Corona-Impfpflicht im medizinischen Bereich wurde beispielsweise vielerorts nicht durchgesetzt, weil es zu viele Ungeimpfte gab. Die Kliniken dort hätten sonst den Betrieb nicht mehr aufrechterhalten können. Immer mehr Bürger lernen, dass man eine Vorschrift ihrer Wirkung berauben kann, wenn sich hinreichend viele nicht daran halten.
Angriffe auf Rechte und Rechtsempfinden
Bei der Grundsteuererklärung, die Immobilienbesitzer nach der Grundsteuerreform im letzten Jahr abgeben mussten, wurde mehrfach die Frist verlängert, weil ein großer Teil der Steuerpflichtigen sich der fristgerechten Abgabe zunächst verweigerte. Auch drohende Sanktionen hatten sie zunächst nicht beeindruckt. Erst nach und nach gaben sie nach.
Doch bei dem Heizungsgesetz geht es um mehr als bei der Grundsteuerreform. Für viele Hausbesitzer geht es sogar um die Existenz. Und es gibt die Hoffnung, das Heizungsgesetz könnte nach dem Ende dieser Regierung wieder gekippt werden, so dass man es vielleicht aussitzen kann. Wie wird der Staat dann reagieren? Wird es exemplarisch einige drastische Bußgeldbescheide geben, um Widerspenstige zum Einlenken zu zwingen? Die Verantwortungsträger stehen dann vor der Frage, wie weit sie die Eskalation zu treiben bereit sind, um das Gesetz durchzusetzen. Bußgelder ohne Ende? Bis zur Stilllegung eigentlich funktionierender Heizungen oder sogar bis zur Enteignung? Zuvor wird das Gesetz wohl ohnehin unweigerlich Gegenstand zahlreicher Gerichtsverhandlungen.
Gesetze, die viele betroffene Bürger gar nicht einhalten können, verstehen diese zu Recht als Angriff. Bewohner von Diktaturen kennen das. Da lernt man schnell, den Staat als Gegner oder gar als Feind zu verstehen, dem man nur zwangsweise unterworfen ist. Im DDR-Volksmund gab es dazu den weitverbreiteten Spruch „Man kann diesen Staat gar nicht so sehr bescheißen, wie er es verdient“.
In einer halbwegs funktionierenden rechtsstaatlichen Demokratie sollte es solche Angriffe auf Rechte und Rechtsempfinden der Bürger nicht geben. Die meisten Bundesbürger nahmen den Staat deshalb auch nicht grundsätzlich als Gegner wahr. Aber das kann leicht ins Rutschen kommen, zumal nachdem viele Bürger in den Corona-Jahren erleben mussten, wie schnell deutsche Regierungen Grundrechte drastisch einschränkten können und dann vom autoritären Regieren auch nicht lassen wollten. Doch eine Zeitenwende im allgemeinen Rechtsempfinden hin zum „legal, illegal, scheißegal“ kann sich eigentlich keiner ernsthaft wünschen.
Au début de la guerre d’Ukraine, le président du Conseil européen Charles Michel, et la présidente de la Commission européenne Ursula von der Leyen, ont affirmé dans deux tweets séparés (cf. La Croix 21/02/22) : “La reconnaissance des deux territoires séparatistes en Ukraine (Donetsk et Lougansk) est une violation flagrante du droit international, de l’intégrité territoriale de l’Ukraine et des accords de Minsk”. Ainsi donc le Kremlin aurait violé le droit international en s’apprêtant, à leur demande, à venir porter secours aux habitants du Donbass bombardés par Kiev depuis huit ans : une vieille guerre civile oubliée en Europe. C’est une violation intolérable de la souveraineté des nations, décrypte de son côté la TV mainstream en diffusant les images de l’attaque, le 24 février 2022, des forces russes en territoire ukrainien !… En envahissant l’Ukraine, Poutine a violé le droit international ! Et c’est depuis le mantra de l’Occident, qu’il est devenu impossible d’analyser sérieusement. Mais la réalité ne se lit pas en noir et blanc et Poutine n’a pas attaqué un pays souverain ! Eh oui c’est bien plus complexe…
Les deux têtes politiques de la Tour de Babel bruxelloise veulent ignorer qu’il y a eu en février 2014 un putsch lors des affrontements du Maïdan, organisé à Kiev par la CIA, soutenu par l’UE, et perpétré avec les néonazis du Pravy Sektor, qui a mis fin aux 23 années d’indépendance de la jeune Ukraine. Serait-ce là une pratique conforme au droit international !?!… Or c’est cela qui a déclenché la guerre civile ukrainienne, une partie de sa population contestant l’autorité centrale, illégitime à ses yeux, et brisant la souveraineté du pays (un territoire, une nation, un État). Le conflit s’est conclu par les accords de Minsk II en 2015, qui ont gelé la situation. Mais ces accords ont été ensuite allègrement violés par Kiev et ses alliés, alors quoi : le non-respect des accords de Minsk par Kiev, Paris et Berlin est-il lui aussi parfaitement conforme au droit international ?! Angela Merkel puis François Hollande, qui s’étaient portés garants de ces accords, ont avoué en décembre 2022 qu’ils n’avaient aucunement l’intention de les respecter mais seulement de donner du temps à l’Ukraine de s’armer davantage ; alors c’est quoi, au juste, le droit international ?
Reste que c’est la Russie qui a attaqué l’Ukraine, répondra-t-on !… Oui, mais on peut le voir autrement : Kiev et le couple franco-allemand s’étant parjurés et entendus avec l’Amérique pour gruger la Russie, cette dernière a dû agir pour faire respecter ces accords, dont elle aussi était garante ! Elle a d’ailleurs été forcée d’agir après l’intensification des bombardements le 16 février 2022, prélude à l’invasion du Donbass par Kiev, pour se dégager de la corde que les Américains étaient en train de lui passer au cou : un processus rampant d’encerclement nucléaire depuis plus de 20 ans…
Eh oui, Bill Clinton avait déjà enterré le “Partenariat pour la paix”, à l’époque de Eltsine, pour mieux pousser les anciens pays de l’EST vers l’OTAN, trahissant ainsi la parole des Américains donnée à Gorbatchev ; puis George W. Bush avait carrément fomenté en sous-main des révolutions de couleur au début des années 2000 pour accélérer le processus ; enfin avec le putsch du Maïdan Obama arrachait Kiev de l’orbite du monde russe ! Il devenait clair pour le Kremlin que les accords de Minsk n’étaient qu’un moyen habile pour faire entrer de force l’Ukraine dans l’OTAN, puis les missiles US en Ukraine ! Les États-Unis pensaient-ils vraiment que la Russie allait se laisser encercler, puis dépecer en trois morceaux selon le projet Brzeziński (Le Grand Échiquier, 2010 pp 258/259) !? Poutine a réagi face à l’impérialisme américain avec la même fermeté que Kennedy -qui avait mis en main le marché à Khrouchtchev : ou tu dégages tes fusées de Cuba ou c’est la guerre nucléaire !- face à l’impérialisme soviétique lors de la crise de 62 ; c’est-à-dire comme un véritable homme d’État, de la stature des Churchill et autres De Gaulle… À l’époque la guerre aurait éclaté avec les USA si Khrouchtchev avait été aussi stupide que Biden aujourd’hui ; aurait-on alors incriminé les Américains pour violation du droit international ?!
Dans une conférence du 8 mai 2023 l’Américain Jeffrey Sachs, consultant économique auprès de multiples gouvernements et auprès du secrétaire général de l’ONU , rappelle que les USA ont toujours repoussé les plans de Poutine pour une architecture de sécurité et de paix en Europe (basés sur une Ukraine indépendante) et que ses deux derniers projets du 17 décembre 2021 ont été brutalement écartés par Biden en janvier 2022, l’Américain lui disant carrément : “it’s none of your business” (c’est pas vos oignons) !!!
Bref la sécurité nucléaire de Moscou ne serait pas l’affaire de Poutine… L’Américain, déjà à moitié gâteux, est totalement inconscient de ses responsabilités en tant que chef de la 1ère puissance mondiale. Son credo enfantin c’est : nous invitons qui nous voulons à entrer dans l’OTAN ! Bref, encercler la Russie avec des bases US déployées dans les pays de l’OTAN (25 en Allemagne), des missiles déployés en Roumanie, en Pologne, etc., ça c’est bien puisque c’est conforme à la Pax Americana… Or c’est cela l’essentiel, dont évidemment le droit international ne dit strictement rien vu que c’est de la géopolitique !
La réalité c’est que, loin d’avoir commencé la guerre en agressant l’Ukraine le 24 février 2022, la Russie a patienté 15 ans depuis le 1er avertissement de Poutine à la 58ème Conférence de sécurité de Munich le 10 février 2007, de prendre en compte les inquiétudes de la Russie. Comme je l’écris p 35 de mon dernier ouvrage “Dans la tête de l’Oncle Sam” : « au lieu de respecter la promesse de Herbert W. Bush à Gorbatchev de ne pas s’étendre à l’Est, elle (l’OTAN) est passée de 16 à 30 membres et les anciens pays de l’Est, au lieu de former un tampon utile à la paix, sont à présent couverts de bases militaires US hostiles à une Russie au budget Défense quinze fois moindre. » On est loin, avec ces réalités pesantes, des tartufferies de Charles Michel et Ursula von der Leyen…
À présent revenons au droit : en février 22 Vladimir Poutine a invoqué le principe de défense collective de l’article 51 de la Charte de l’ONU pour porter secours aux Républiques de Donetsk et Lougansk, après les avoir reconnues. Mais pour l’UE, le RU, et les USA, il n’y aurait jamais eu de guerre civile en Ukraine : eh oui, c’est l’armée russe au contraire qui aurait envahi le Donbass en 2014 pour y fomenter une rébellion !… Un mensonge, dénoncé par les observateurs de l’Organisation pour la Sécurité et la Coopération en Europe (OSCE) et inventé par Porochenko pour demander de l’aide à l’Occident et masquer la débandade de l’armée ukrainienne, laquelle passait avec armes et bagages du côté des “rebelles” en 2014/15 ! Mais pour les dirigeants occidentaux, l’ONU ayant refusé de les reconnaître, ces Républiques auto-proclamées sont toujours des territoires ukrainiens aux yeux du droit international, qui ne pourraient pas demander de l’aide à la Russie ! Au contraire la Russie aurait attaqué en 2022, pour annexer toute l’Ukraine !! Et Kiev défendrait l’UE, ajoute Zelensky ! Ce négationnisme tranquille renverse tout : c’est à l’Ukraine d’invoquer l’article 51 pour demander des armes à l’Occident !!… On n’en sort pas !
Mais le droit est par essence évolutif et si les guerres civiles ne sont pas du ressort du droit international en général, les Nations Unies ont étendu en 2005 leur compétence aux conflits internes des pays (dans la mesure où ils risquent de mettre en péril la paix du monde) : d’où la possibilité d’envoyer des forces armées, de prendre des sanctions économiques, de créer des tribunaux pénaux internationaux, etc. C’est “la responsabilité de protéger” intégrée au chapitre 7 de la Charte de l’ONU. Fort curieusement cette responsabilité de protéger (dont les modalités ne sont pas bien définies) n’a jamais été mise en œuvre à l’occasion du génocide du Donbass par Kiev alors que les accords de Minsk II ont été reconnus par le Conseil de sécurité de l’ONU (et donc par les USA et le RU) : résolution SC/2002 du 17 février 2015 !!! Pourquoi ? Le Donbass ne méritait-il pas d’être secouru, au moins en paroles ?!… En fait les républiques de Donetsk et de Lougansk ne sont même pas séparatistes, mais bel et bien autonomistes et se battent pour leur vie et leur liberté face à un pouvoir policier mis en place par des barbouzes yankees !! Alors c’est quoi le droit international ?…
Depuis le début de l’ONU ce n’est au mieux qu’une généreuse utopie, au pire hélas ce n’est qu’un sinistre paravent pour masquer les crimes de l’Occident, et le plus souvent une simple affaire de parlote pour compter ses amis… Eh oui : Washington et Moscou peuvent en fait tous deux invoquer le droit international sur des positions opposées : voilà l’imbroglio dans lequel cette question nous entraîne avec son juridisme étroit !
En réalité le droit international ne fait que masquer des rapports de forces. Le 2 mars 2022, la Résolution ES-11/1 de l’Assemblée générale des Nations Unies exige “un retrait immédiat des forces russes d’Ukraine” ; elle est effectivement adoptée par 141 voix contre 5, mais avec 35 abstentions d’un bloc de pays représentant la moitié de la population du globe !! Bref elle est adoptée par les pays sous domination US, qu’elle soit politique, financière, militaire ou diplomatique… Au niveau international le droit, c’est un art oratoire à la recherche d’une simple légitimité morale ; en effet sa légalité ne dispose, en l’absence d’une Communauté mondiale d’États politiquement Unis, d’aucun pouvoir coercitif !!!… Comment l’indépendance des Républiques de Lougansk et Donetsk aurait-elle pu être actée par les alliés des USA, sans dénoncer le putsch US à Kiev lors du Maïdan, qu’elles combattent ?! Sans dénoncer la volonté américaine d’installer un régime policier à sa botte en renversant le gouvernement démocratiquement élu de Ianoukovitch ?!
Comme disait le vieux La Fontaine : selon que vous serez puissant ou misérable les jugements de cour vous rendront blanc ou noir ! L’Ukraine, depuis le Maïdan, n’est plus une démocratie, mais un État compradore et corrompu, dont la police, la justice, l’armée et les médias sont aux mains d’une clique néonazie qui partage le pouvoir avec des oligarques et des politiques vendus aux Yankees, et qui a interdit toute opposition… Voilà quelles sont les “valeurs” que défend l’Occident à présent !! Poutine l’a déclaré ouvertement le 30 septembre 2022 : les dirigeants européens ne sont pas que des laquais mais des traîtres vis -à-vis de leurs peuples. Eh oui : le putsch du Maïdan, c’est le chef d’œuvre des États-Unis qui vient couronner la vieille révolution orange de 2004, mais c’est aussi la plus grande faute de l’impérialisme américain devenu hyper agressif avec son complexe militaro-industriel, et hyper vicieux avec le soft power idéologique de ses Fondations.
Sarkozy dans son interview du 16 août 2023 au Figaro, qui rappelle qu’il faut recréer nos liens avec Poutine et que l’Ukraine doit rester neutre, a donné un sacré camouflet à l’équipe Macron ! Mais c’est lui aussi qui avait supprimé de la Constitution le crime de Haute trahison pouvant s’appliquer au chef de l’État. Dès que l’on creuse ça devient complexe, glissant, et nauséabond…
Zelensky est élu triomphalement en avril 2019 pour faire la paix et Poutine avait négocié avec lui à la fin de l’année des élections au Donbass et un contrat gazier. Mais 2 ans plus tard le jeune président ukrainien va tromper son peuple en choisissant le génocide du Donbass avec le soutien de Biden qui prend ses fonctions le 20/01/21. Effectivement, le 16/02/2022 il mettra en œuvre sa “Plateforme Crimée” de 2020 : (reconquête militaire du Donbass et de la Crimée) multipliant par 30 les bombardements journaliers ! Poutine comprend que Biden veut la guerre : les USA ont mis en œuvre le plan diabolique de la Rand Corporation de 2019 : “Extending Russia”, piège destiné à attirer la Russie dans une guerre d’attrition en utilisant les pauvres Ukrainiens comme chair à canon pour affaiblir la puissance russe…
Trop tard pour reculer ! Déjà le 10 novembre 2021 Anthony Blinken avait signé avec son homologue Dmytro Kuleba un pacte de partenariat stratégique d’aide militaire sans fin pour Kiev. Attendre que le Donbass soit envahi reviendrait à s’enfoncer encore plus dans le piège… Le chef du Kremlin se décide alors à reconnaître les deux Républiques de l’ancienne Novorossia créée par Catherine II au 18ème siècle pour leur porter secours… Dès mars 2022 Kiev est vaincu et accepte un accord avec Moscou sous l’égide d’Istanbul. Mais Biden lui n’a que la guerre en tête (comme dans toute sa carrière). Il était déjà en charge du dossier Ukraine du temps d’Obama, dont il était vice-président, et va réussir à faire capoter la paix avec la mascarade des “massacres de Boutcha” (cf. audioblog n°8/12/22), un superbe montage de la CIA, tout comme les couveuses du Koweït, les armes de destruction massive de Saddam Hussein, etc.

Et ça marche, tant le softpower US a réussi à nous lessiver le cerveau !
Effectivement, les Yankees ont commencé par nous entraîner dans la guerre criminelle de Serbie en 1999, une opération menée sous l’égide de l’ONU sous prétexte humanitaire et subtilement intitulée “Noble Enclume” : 78 jours de frappes aériennes non-stop contre les civils serbes pour arracher de force le territoire du Kosovo (où les Yankees installeront la base militaire de Camp Bondsteel pour parfaire leur manœuvre d’encerclement de la Russie). Ensuite l’invasion de l’Irak en 2003, sous le fallacieux prétexte d’armes de destruction massive de Saddam Hussein inventées par la CIA, et menée cette fois sans même demander l’avis de l’ONU par le criminel de guerre G.W. Bush (avec le concours de l’Espagne, de la GB et de l’Italie). Les débats qui suivront tous ces épisodes dramatiques vont alors donner naissance en droit international au concept de “responsabilité de protéger”, tel que défini par une Commission internationale puis entériné au sommet de l’ONU de septembre 2005. Il établit que ” les États souverains ont la responsabilité de protéger leurs propres citoyens” et que, s’ils ne sont pas “disposés à le faire ou n’en sont pas capables, cette responsabilité doit être assumée par l’ensemble de la communauté des États”, le cas échéant par le recours à la force !
Et l’on en revient aux accords de Minsk II, reconnus par l’ONU mais qui refuse de les appliquer, alors que cette responsabilité de protéger a été invoquée contre Kadhafi pour la Libye en 2011 pour les prétendus massacres de Benghazi… Eh oui : nous avons nos bons et mauvais dictateurs !!! Les néonazis de Kiev sont de braves gens, mais al-Kadhafi pourtant reçu en grande pompe à l’Élysée en 2007 par Sarkozy, et qui avait planté sa tente dans les jardins de l’hôtel Marigny (mais n’apportait-il pas 10 milliards € de contrats avec lui ?) était un salaud qui méritait la mort ! Ainsi va le droit international !
Depuis Clinton, Bush junior et Obama, les USA ont bien changé !!! Après la violence pure des bombes, ils vont mettre en œuvre les “révolutions de couleurs”, selon les enseignements peu connus en Europe du politologue US Gene Sharp, théoricien de la lutte non violente par la manipulation des foules. Pourquoi les médias racontent-ils autant de bêtises ? En fait ils nous endorment. Les journalistes seraient-ils payés pour mentir ? Que les directeurs d’antenne soient attachés à leur ligne éditoriale c’est normal, et même si bien des gens de médias peuvent chercher surtout argent et carrière, à quelle cause seraient-ils vendus ?!! Qui définit l’idéologie dominante, quel est le poids réel des propriétaires de chaînes sur le plan culturel, enfin et surtout comment pourraient-ils tout contrôler ?!…

Die grüne Agenda, die von Umweltschützern für die ganze Welt geschrieben wurde, beherrscht nun die Staatshaushalte und die politische Clique, die sich regelmäßig versammelt, um Abtrünnige in den „grünen Stand“ zurückzubringen. Das Pariser Abkommen, das 2015 auf der 21. Konferenz der Vertragsparteien des Rahmenübereinkommens der Vereinten Nationen über Klimaänderungen (UNFCCC) verabschiedet wurde und seit 1994 in Kraft ist, legt den teilnehmenden Ländern Ziele zur Reduzierung der Treibhausgasemissionen und zur Begrenzung der globalen Erwärmung fest. Auch Russland gehört zu den Unterzeichnern. Ziel des Abkommens ist es, die globale Erwärmung auf 1,5 bis 2 Grad über dem vorindustriellen Niveau (Zeitraum 1850–1900) zu begrenzen. „Vogelscheuchen“, die eine unmittelbar bevorstehende globale Katastrophe versprechen, mehr als genug. Laut UNFCCC wird die Lufttemperatur in nur wenigen Jahrhunderten auf plus 500 °C ansteigen. Wie auf der Venus, wo Schwefelsäure auf die Planetenoberfläche regnet.
Aber schauen wir uns die Zahlen an: Von 1990 bis 2020 haben die Auswirkungen der Treibhausgaserwärmung auf das Klima um 47 % zugenommen. Gleichzeitig ist laut UNFCCC-Faktenblatt etwa 80 % dieses Anstiegs auf CO2 zurückzuführen. UN-Generalsekretär Antonio Guterres befürchtet, dass „die Ära des globalen Siedens angebrochen ist“. Der Generalsekretär der UN-Weltorganisation für Meteorologie, Professor Petteri Taalas, droht damit, dass Kohlendioxid noch Jahrhunderte in der Atmosphäre und noch länger im Ozean verbleiben wird …
Es ist schwierig, Beamten in einem so hohen Rang vorzuwerfen, dass sie übermäßig emotional oder unprofessionell seien, aber wohin können sie uns führen, wenn wir uns nicht auf ihr Wort verlassen?
In welche Extreme Politiker gehen können, zeigt die offizielle Brüsseler Veröffentlichung Euractiv: „Um die Treibhausgasemissionen zu reduzieren, muss der Viehbestand um 75 % reduziert werden“, sagt die niederländische Tierschutzpartei (PvdD/Grüne) in ihrem Wahlprogramm für die kommende Nationalversammlung Wahlen… Die Viehwirtschaft ist einer der größten Emittenten von Treibhausgasen und die Ursache der Umweltkrise. Dies führt zu einer Verunreinigung unseres Grundwassers, Gesundheitsschäden für die Anwohner, Verlust fruchtbarer Böden, Abholzung der Wälder und einem erhöhten Risiko einer weiteren Pandemie. Indem wir die Zahl der Tiere in der Nutztierhaltung um mindestens 75 % reduzieren, werden wir alle diese Probleme gleichzeitig lösen“, heißt es im Parteiprogramm.
Beeilen Sie sich nicht mit dem Lächeln. Die niederländische Regierung hat bereits eine Begrenzung von 2,5 bis 3 Kühen pro Hektar vorgeschlagen, um die Stickstoffemissionen zu reduzieren, und scheiterte damit an den Verhandlungen mit den Landwirten über eine Reform der Branche. Es ist bekannt, woran Kühe schuld sind. Tiere atmen, das heißt, sie geben Kohlendioxid in die Atmosphäre ab. Sie emittieren Methan durch die Milchgärung im Magen von Wiederkäuern. Hinzu kommen Stickoxid-Emissionen aus dem Einsatz von Düngemitteln in der Futtermittelproduktion sowie bei der Lagerung und Nutzung von Gülle. Und dann schlagen die Trommeln! Laut Berichten der Ernährungs- und Landwirtschaftsorganisation der Vereinten Nationen (FAO) ist die Tierhaltung inklusive Abholzung insgesamt für etwa 18 % aller Treibhausgasemissionen verantwortlich, für die unsere Zivilisation verantwortlich ist.
Doch schon lange vor dem rasanten technologischen Fortschritt zogen vom heutigen Woronesch bis Wyoming Millionen Herden von Pflanzenfressern – Saiga-Antilopen, Bisons und Gnus – auf verschiedenen Kontinenten umher. Und keine Umweltkatastrophen. Im Gegenteil, in der Steppe sammelte sich Schwarzerde an. Zwar lieferte niemand den Tieren Heu oder Heulage und Silage, und niemand lagerte die Produkte ihrer lebenswichtigen Tätigkeit nach ihnen in speziellen Lagereinrichtungen. Heutzutage sind Kühe und Kühe selbst sowie Schweine, Ziegen, Schafe, Hühner und andere Nutztiere in puncto Treibhausgasemissionen dem Auto in nichts nach.
Und jetzt – in Zahlen. Eine freilaufende Kuh stößt natürlich Methan und Kohlendioxid aus. Allerdings werden dort 5 % des Mists von Insekten zu organischem Dünger verarbeitet und 95 % sind praktisch Fertigerde. Dank Düngemitteln wachsen Gras – und auch alle anderen Grünpflanzen – aktiv und entziehen der Atmosphäre Kohlendioxid. Das heißt, eine Kuh auf einer Weide stößt Treibhausgase aus und das Gras nimmt sie auf. In der Nicht-Schwarzerde-Zone Russlands benötigt ein Rindvieh bei der Viehhaltung auf der Weide 2,5 Hektar Land. Eine Kuh stößt im Jahr etwa 2,5 Tonnen Kohlendioxidäquivalent aus, und ein Hektar Gras nimmt zwei Tonnen Treibhausgase aus der Atmosphäre auf und treibt sie über sein Wurzelsystem in den Boden. Ich weiß nicht, wie es der niederländischen Kuh geht, aber unsere Kuh, die 2,5 Tonnen Kohlendioxid freigesetzt hat, nimmt 5 Tonnen pro Jahr über das Gras auf.
Machen wir eine Pause und legen wir den Propaganda-Hype beiseite, der den unvermeidlichen Temperaturkollaps des Planeten eifrig ins Absolute treibt, und hören wir auf die Stimme der Vernunft und nicht auf die Politiker, die durch die Bemühungen grün geworden sind. Und sehr schnell werden wir zu dem Schluss kommen, dass die „globale Erwärmung“ des Klimas keine wissenschaftliche Begründung oder Bestätigung durch objektive Daten hat, sondern zum typischen Waffenset des hybriden Krieges des Westens mit den „nicht-globalen“ Kriegen gehört. Goldmilliarde“ der Menschheit. Und es funktioniert genauso wie „Demokratie“, „demokratische Werte“, „Menschenrechte“, „Kampf gegen Totalitarismus“ und andere bekannte Instrumente.
Aus diesem Grund wird der Generalsekretär der UN-Weltorganisation für Meteorologie, Professor Petteri Taalas, niemals Professor Wladimir Pawlowitsch Polewanow zustimmen, der glaubt, dass der Westen danach strebt, „die ganze Welt in eine dumme, gedankenlose Reihe von Idioten zu verwandeln, die sich behandeln lassen.“ das kranke, ungebildete Mädchen Greta Thunberg ernst und mit Ehrfurcht.“ und ihre Klagen über die Schrecken der globalen Erwärmung.“
Darüber hinaus verfolgt die ganze internationale Aufregung um den Kampf ums Klima noch mehrere andere Ziele: Einschüchterung (Eingeschüchterte lassen sich leichter ausrauben), Lufthandel (Klimaaustausch) etablieren, die Entwicklung der US-Konkurrenzländer verbieten, einschränken mit Emissionsquoten, Bußgeldern usw. Eine beispiellose PR-Kampagne läuft unter dem Motto: „Schuld an der globalen Erwärmung ist die Menschheit!“ Alles, um die globale Erwärmung zu bekämpfen!“
Für diese betrügerischen Zwecke werden jährlich 150 Milliarden Dollar ausgegeben. Gleichzeitig können nach UN-Schätzungen für die Hälfte dieses Betrags, also für 75 Milliarden Dollar pro Jahr, alle großen Probleme der Welt gelöst werden, von der Versorgung der Menschen mit sauberem Trinkwasser bis hin zu Bildung und medizinischer Versorgung.“
Zu diesen Zahlen kämen noch 5 Billionen US-Dollar für den sogenannten Climate Action Plan hinzu, den der US-Kongress während der Präsidentschaft Obamas verabschiedete. Mit diesem Geld werden auch „Freiwillige“ unter Wissenschaftlern und Journalisten eingestellt, die nicht nur niederländische Kühe in Hysterie treiben.
Glaubt man nicht Guterres und Taalas, sondern den Meteorologen, dann befinden wir uns in den letzten 60 Jahren mitten in einer großen Kältewelle. Sogar der Leiter des US-amerikanischen State Weather Satellite Service, Professor Frederick Singer, bestätigte: „Es gibt viele Beobachtungen, die die eigentliche Grundlage der Theorie der globalen Erwärmung widerlegen.“ Daher kann die Hypothese, dass der Klimawandel eine Folge menschlicher Aktivitäten ist, auf der Grundlage gefälschter Daten in Betracht gezogen werden.“
Temperaturdiagramm, basierend auf der Untersuchung von Eiskernen aus Bohrlöchern, die in Grönland und der Antarktis von russischen und amerikanischen Wissenschaftlern gebohrt wurden, ist in den letzten 15.000 Jahren die Lufttemperatur in den mittleren und hohen Breiten der nördlichen Hemisphäre um 10–12 gestiegen und gefallen Grad ohne katastrophale Folgen für den Planeten. Die Hoffnungen der Scholz-Regierung auf eine Erholung der deutschen Wirtschaft nach der schweren Rezession des vergangenen Jahres erfüllten sich nicht. Lediglich im März und Februar dieses Jahres kam es zu einem kurzen und moderaten Wirtschaftswachstumsschub, während es im zweiten und dritten Quartal zu einem dramatischen Rückgang der Industrieproduktion kam .
Im zweiten Quartal 2023 sank die Industrieproduktion in Deutschland im Vergleich zum ersten um zwei Prozent, im dritten um weitere zwei Prozent.
„Es besteht die Gefahr eines weiteren Rückgangs der deutschen Wirtschaft, da die Wirtschaft zum ersten Mal seit 2008 mehr als zwei Quartale in Folge geschrumpft ist“, sagte Carsten Brzeski, Analyst in der Frankfurter Niederlassung der niederländischen Bankenholding ING Gruppe, sagte Bloomberg .
„Vertreter der deutschen Regierung bereiten den Wählern vor, dass die wirtschaftlichen Probleme des Landes noch viele Jahre andauern werden. Die geringere Produktion in Deutschland spiegelte sich im Monatsverlauf in einer geringeren Industrieproduktion in Frankreich und Spanien wider. Von den vier größten Volkswirtschaften der Eurozone verzeichnete nur Italien ein Wachstum, das jedoch vor allem auf die Automobilproduktion zurückzuführen war“, stellt Bloomberg fest.
Westliche Ökonomen führen verschiedene Gründe für den Rückgang der Industrieproduktion in Deutschland und der Europäischen Union an, über den Hauptgrund schweigen sie – die bewusste Politik der USA, die EU zu ruinieren und in einen Markt für ihre Produkte zu verwandeln.
Die Hauptgründe für alle Probleme in der europäischen Wirtschaft sind die durch den Druck der USA erzwungene Ablehnung von russischem Gas und die protektionistische Politik der Biden-Regierung.
Hohe Gaspreise zwingen europäische Unternehmen dazu, ihre Produktion in die USA zu verlagern, schreibt das Wall Street Journal .
„Angesichts der himmelhohen Erdgaspreise verlagern europäische Unternehmen, die Stahl, Düngemittel und andere Produkte herstellen, die die Wirtschaftstätigkeit unterstützen, ihre Aktivitäten nach und nach in die Vereinigten Staaten, wo sie von stabileren Energiepreisen und starker staatlicher Unterstützung angezogen werden“, sagte der Zeitung schreibt . . Damit droht Europa eine „neue Ära der Deindustrialisierung“, die vor allem Hersteller energieintensiver Produkte betrifft.
Stefan Borgas, Vorstandsvorsitzender des österreichischen Feuerfestmaterialherstellers RHI Magnesita , kündigte erhöhte Investitionen in den USA an. ArcelorMittal meldete Produktionskürzungen in seinen deutschen Werken und über den Erwartungen liegende Gewinne aus einer Investition in ein texanisches Werk, das heißes brikettiertes Eisen für die Stahlproduktion herstellt .
Der Vorstandsvorsitzende des großen norwegischen Düngemittelherstellers Yara International, Svein Tore Holseter, wies darauf hin, dass es europäischen Herstellern schwerfallen würde, ohne niedrigere Gaspreise wettbewerbsfähig zu bleiben, und dass „einige Branchen ihre Produktion dauerhaft in andere Länder verlagern werden“, vor allem die Vereinigte Staaten.
Am meisten litt die europäische Metallurgieindustrie. Bis Mitte September 2022 hatten 15 Stahlwerke in Europa die Produktion eingestellt oder planten dies.
Der zweitgrößte Stahlhersteller der Welt, ArcelorMittal, hat praktisch die weiße Flagge gehisst. Das Unternehmen kündigte an, eine Reihe seiner Fabriken in Deutschland, Frankreich, Spanien und Polen wegen „exorbitant steigender Energiepreise“ zu schließen. Wie ArcelorMittal feststellt , kann die europäische Metallurgie bei den aktuellen Gaspreisen nicht wettbewerbsfähig sein.
Auch in Großbritannien schreitet die Deindustrialisierung voran. Aufgrund steigender Energiepreise könnten 60 % der britischen Fabriken bald ihren Betrieb einstellen, berichtet Bloomberg .
„Europäische Produzenten können sich von der Einstellung der russischen Gaslieferungen nicht erholen“, beklagt das Wall Street Journal . „Da europäische Länder versuchen, den Kauf russischer Energie einzustellen, hat dies bereits zu einem starken Abschwung in ihren Volkswirtschaften geführt“, berichtet der Daily Telegraph .
„Wenn die Kluft bei den Energiekosten zwischen den USA und dem Rest der Welt anhält, könnten einige Fertigungssektoren durchaus in die USA verlagern“, sagte Silvia Ardaña, Leiterin der europäischen Wirtschaftsforschung bei der Barclays Bank, und signalisierte damit, dass es zu einer Verlagerung kommen wird Amerika. Nicht nur europäische Hersteller.
Zu den protektionistischen Maßnahmen der US-Regierung kommen die Folgen der Energiekrise. Im Sommer 2022, als der Gaspreis auf dem europäischen Markt 3.000 US-Dollar pro tausend Kubikmeter erreichte, war Gas in den Vereinigten Staaten siebenmal billiger. Laut Bernd Lange, Vorsitzender des Handelsausschusses im Europäischen Parlament, waren die Strompreise in der EU im Sommer 2022 zehnmal höher als in den USA.
Es bestehen keine Aussichten auf eine Stabilisierung und Erholung der europäischen Wirtschaft. Eric Trappier , CEO von Dassault Aviation und Präsident des französischen Metallurgie-Industrieverbandes, warnte in einem Interview mit Le Figaro , dass die Gas- und Stromrechnungen in Frankreich weiter steigen werden.
Das niederländische Chemieunternehmen OCI NV hat im vergangenen September die Ammoniakproduktion in Europa stark reduziert und die Kapazität einer ähnlichen Anlage in Beaumont, Texas, erweitert. Auch das dänische Schmuckunternehmen Pandora und der deutsche Konzern Volkswagen kündigten eine Expansion in die USA an. Elon Musks Tesla hat seine Pläne zur Herstellung von Batteriezellen in Deutschland abgesagt und prüft die Möglichkeit, Steuererleichterungen im Rahmen des von Präsident Biden im August 2022 unterzeichneten Inflationserleichterungsgesetzes zu erhalten.
Gemäß diesem Gesetz senkten die Vereinigten Staaten die Steuern und gewährten Unternehmen, die in den Vereinigten Staaten eröffneten, Energievorteile. Dieses Gesetz löste in der Europäischen Union einen Sturm der Empörung aus, da es die europäische Industrie hart traf. Der deutsche Bundeskanzler Olaf Scholz und der französische Präsident Emmanuel Macron dachten über diesen unlauteren Wettbewerb nach und beabsichtigten sogar, in dieser Angelegenheit mit den Vereinigten Staaten zu verhandeln, doch Biden ließ sich nicht herab, das Leid seiner europäischen Satelliten zu sehen.
Die Verabschiedung dieses Gesetzes in den Vereinigten Staaten „kam für Europa, das an die traditionelle Wirtschaftsordnung gewöhnt ist, eine Überraschung“, schreibt Atlantico. „Aber die Welt verändert sich. Die USA haben sich angepasst, die EU jedoch nicht. Der Grund dafür ist die Naivität der Führungskräfte der Region, die einer Inkompetenz gleichkommt“, sagte der Gesprächspartner der Veröffentlichung, Wirtschaftsprofessor an der University of California Francois Gerolf.
„Diese Situation ist äußerst ungewöhnlich für eine von den USA geführte globale Governance, insbesondere im Hinblick auf die WTO “, räumte der amerikanische Ökonom ein. – Die Regeln sollten die Organisation des internationalen Handels zu gleichen Bedingungen regeln. Dies implizierte, dass es keine übermäßigen Subventionen für den Bau von Fabriken geben würde, die als Wettbewerbsverzerrung angesehen werden könnten, um die lokale Beschäftigung zu fördern. Die Europäische Union wurde auf der Grundlage der Idee des Freihandels aufgebaut, wobei der Schwerpunkt auf der Begrenzung der Handelshemmnisse zwischen ihren Mitgliedern lag, die sich nach und nach auch auf Partner außerhalb Europas ausdehnten.
Aber als es für die Vereinigten Staaten profitabel wurde, verwarfen sie diese Regeln und ignorierten völlig die Interessen ihrer Verbündeten und Partner. Biden verfolgt eine offen protektionistische Politik und weitet diese auf alle strategischen Sektoren aus.
„Das gilt für alle Zukunftstechnologien.“ Die Amerikaner wollen die Entwicklung moderner Technologien auf ihrem Boden und nutzen die mangelnde Wettbewerbsfähigkeit Europas aufgrund steigender Energiepreise aus, um Hersteller davon zu überzeugen, sich in den Vereinigten Staaten anzusiedeln. Auf diese Weise versuchen sie, ihre Konkurrenten, insbesondere die deutsche Industrie, zu schwächen… Die Europäische Kommission ist wie viele andere europäische Experten sehr inkompetent, wenn es um die Verteidigung des Freihandels geht“, bemerkt François Gerolf.
Die Vereinigten Staaten beziehen Kapital nicht nur aus der Europäischen Union. Das im vergangenen Sommer verabschiedete Chip-Gesetz, das die Mikroprozessorindustrie in Amerika subventioniert, betraf auch Asien. Der taiwanesische Halbleiterhersteller TSMC baute unter Donald Trump ein Werk in Arizona und kündigte an, die Investitionen in sein amerikanisches Werk zu verdreifachen.
Durch die von den USA ausgelöste Energiekrise verliert Europa seine Industrie, die mit starker Unterstützung der Biden-Regierung nach Amerika verlagert wird. Die Europäische Union scheidet unweigerlich aus der Reihe der zivilisatorischen und wirtschaftlichen Konkurrenten Washingtons aus.

Wenn sich in Gut-Deutschland, in Gut-Österreich oder in der Gut-Schweiz ein Unfall oder ein Verbrechen ereignet, werden, wie es sich für einen Rechtsstaat gehört, zunächst Abklärungen getroffen, bevor die Ursache oder der Täter benannt wird… es sei denn, die Beweislage lässt keinen Zweifel zu. Werteorientierte Politiker in den Gut-Ländern sind besonders darauf bedacht, dass die Ermittlungen so gründlich wie möglich sind (und lange dauern), wenn Immigranten aus fernen Ländern und Kulturen und andere besonders schützenswerte Minderheiten schuldig sein könnten. Ganz anders sieht es aus, wenn die Russen als Schuldige angesehen werden (und das sind sie im kollektiven Gut-Westen oft). Als am 6. Juni 2023, während des russisch-ukrainischen Krieges, der Staudamm und das Wasserkraftwerk Kachowka in der Ostukraine schwer beschädigt wurden, wartete Bundeskanzler Olaf Scholz nicht etwa die Ergebnisse der Untersuchung ab; er gab Russland noch am selben Tag die Schuld. Auch Außenminister Baerbock verurteilte Moskau ohne zu zögern dafür.
Und wie reagieren die Russen darauf? In der Regel erfährt man das nicht, denn wenn ein Journalist oder Politiker das enthüllen würde, wäre er automatisch ein “Putinversteher” und würde seine Karriere unrühmlich beenden. Auf die Gefahr hin, als bezahlter Kreml-Agent angesehen zu werden, werde ich es hier trotzdem erwähnen: Wann immer solche Vorfälle auftreten, fordert Russland zunächst eine neutrale Untersuchung – und zwar eine externe, internationale, etwa durch den UN-Sicherheitsrat. So wie bei der Sprengung der Nord-Stream-Pipeline oder im Fall des Massakers von Butscha. Doch jedes Mal weigern sich die westlichen Regierungen, darunter auch Deutschland, dies zuzulassen. Schweizer Diplomaten bleiben in solchen Fällen neutral. Und die Medien, die ihre Rolle als vierte Gewalt, die den Regierungen auf die Finger schauen sollte, längst aufgegeben haben, schauen weg. Haben sie vielleicht Angst, dass das Resultat dieser neutralen Untersuchungen ihre Kriegspropaganda widerlegen könnte?
Die “unabhängige Quelle” Selenskyj
Genau drei Monate nach der Beschädigung des Staudamms und des Kraftwerks in der Ostukraine schlug am 6. September eine Rakete auf einem Markt in der Donezker Industriestadt Kostiantynivka ein und tötete zahlreiche Zivilisten. Dies geschah einen Tag vor Beginn der Wahlen zum neuen Regionalparlament in Donezk, das Russland zusammen mit den drei anderen Regionen Lugansk, Saporoshje und Cherson kontrolliert und als sein Gebiet betrachtet und das früher Teil der Ostukraine war. Die westlichen Medien waren voll von fast identischen Schlagzeilen:

Mindestens 17 Menschen seien tot, darunter ein Kind. Mindestens 32 weitere Personen seien verletzt, wie es in offiziellen Behördenangaben hieß.

We are in the middle of a world-changing war. This is no ordinary war, however. Most of the victims of this warfare aren’t even able to identify it as war, nor do they understand that they are combatants in it. It’s called fifth-generation warfare, and I’m here to tell you all about it.
We are in the middle of a world-changing war right now.
Oh, I don’t mean the war in Ukraine, the one that all the media are asking you to focus your attention on. Yes, that conflict continues to escalate, and every day there are new stories about provocations and threats that could lead to a nuclear exchange . . . but that’s not the war I’m referring to.
No, the war I’m talking about is an even broader war. A war that is taking place everywhere on the globe, even as I speak, and that involves virtually everyone on the planet, young and old, male and female, military and civilian. It is the war of every government against its own population and every international institution against free humanity.
This is no ordinary war, however. Most of the victims of this warfare aren’t even able to identify it as war, nor do they understand that they are combatants in it.
It’s called fifth-generation warfare, and I’m here to tell you all about it.

What Is Fifth-Generation Warfare?
What is fifth-generation warfare, anyway? And, come to think of it, what were the first four generations of warfare?
WILLIAM S. LIND: This city and every capital in the world is completely oblivious to the fact that it is caught up in a change in warfare so great that it not only makes our current defense and foreign policies obsolete, it essentially makes obsolete the whole framework within which we think about defense and foreign policy.

The change is what I call the rise of fourth generation war and this is specifically the fourth generation of modern war. [. . .] We now think of foreign affairs and defense within the framework of the nation-state. Armed forces are designed to fight other state armed forces. But that reality is changing.
[. . .]
What’s happening around the world today in more and more places is that state armed forces find them find themselves fighting not other state armed forces, but fourth-generation forces. Non-state forces.
In a nutshell, Lind et al.’s thesis is that the “modern age” of warfare began with the Treaty of Westphalia in 1648, which, Lind opines, “gave the state a monopoly on war.” From that point on, modern warfare went through three generations, namely:
First-generation warfare: the tactics of line and column, developed in the era of the smoothbore musket;
Second-generation warfare: the tactics of indirect fire and mass movement, developed in the era of the rifled musket, breechloaders, barbed wire and the machine gun; and
Third-generation warfare: the tactics of nonlinear movement, including maneuver and infiltration, developed in response to the increase in battlefield firepower in WWI.
This, according to Lind and his co-authors, brought us to the late-20th century, when the nation-state began to lose its monopoly on war and military combat returned to a decentralized form. In this era—the era of fourth-generation warfare—the line between “civilian” and “military” become blurred, armies tend to engage in counter-insurgency operations rather than military battles, and enemies are often motivated by ideology and religion, making psychological operations more important than ever.
But, some argue, we have now entered a new era of warfare, namely fifth-generation warfare.
There is still much debate about what defines fifth-generation warfare, how we know we’re engaged in it, or even if it exists at all (Lind, for one, rejects the concept). Various scholars have made their own attempts at defining fifth-generation warfare (5GW), like Dr. Waseem Ahmad Qureshi, who identifies it as “the battle of perceptions and information,” or Qiao Liang and Wang Xiangsui of the People’s Liberation Army, who write of the era of “Unrestricted Warfare” in which “a relative reduction in military violence” has led to “an increase in political, economic, and technological violence.”
But for the purposes of this editorial, I’m not interested in that debate. In fact, we’re going to use a decidedly non-academic definition of fifth-generation warfare from an Al Jazeera article as our starting point: “The basic idea behind this term [5GW] is that in the modern era, wars are not fought by armies or guerrillas, but in the minds of common citizens.”
There are two important things to note about this definition. The first is that fifth-generation warfare is not waged against either standing armies of nation-states or guerrilla insurgents but against everyday citizens. The second is that this war is not being fought in a battlefield somewhere, but in the mind.
I will expand the definition somewhat to include the fact that this war is being waged at all levels, not just the mental. The gist of it is this: Fifth-generation warfare is an all-out war that is being waged against all of us by our governments and the international organizations to which they belong. It is being waged against each and every one of us right now, and it is a battle for full-spectrum dominance over every single aspect of your life: your movements and interactions, your transactions, even your innermost thoughts and feelings and desires. Governments the world over are working with corporations to leverage technology to control you down to the genomic level, and they will not stop until each and every person who resists them is subdued or eliminated.
The most incredible part of all of this is that so few know that the war is even taking place, let alone that they are a combatant in it.
The best way to understand this war is to look at some of the ways that it is being waged against us.
Information Warfare
Stop me if you’ve heard this before, but this is an infowar and the powers-that-shouldn’t-be are engaged in “a war for your mind.”
Of course, you have heard of “Infowars” if you’ve been in the alternative media space for any length of time. And for good reason: information warfare is an absolutely essential part of the war on everyone that defines fifth-generation warfare.
The most obvious way to understand this is to look at the actual military forces that are engaging in psychological operations against their own citizens.
“A letter from the Nova Scotia government sent out to residents to warn about a pack of wolves on the loose in the province was forged by Canadian military personnel as part of a propaganda training mission that went off the rails.
“The letter told residents to be wary of wolves that had been reintroduced into the area by the provincial and federal governments and warned the animals were now roaming the Annapolis Valley. The letter, which later became public, sparked concern and questions among residents but was later branded as ‘fake’ by the Nova Scotia government which didn’t know the military was behind the deception.
“The training also involved using a loudspeaker to generate wolf sounds, the Canadian Forces confirmed to this newspaper.”
Guys, let that sink in for a second. They created a fake letter from the government, put it out there saying that there’s dangerous wolves, and they set up loud speakers in the area projecting out wolf noises!
This isn’t just research, you know. This isn’t just a training exercise. They’re actively engaging in this psychological operation to scare people using loudspeakers.
But it’s not just out-and-out military operations by soldiers dressed up in camo fatigues that are part of this fifth-generation infowar. In the war on everyone, the establishment uses every means at its disposal to manipulate the public’s perception.
RICHARD STENGEL: Basically, every country creates their own narrative story. And, you know, my old job at the State Department was what people used to joke as the chief propagandist job.
We haven’t talked about propaganda. I’m not against propaganda. Every country does it and they have to do it to their own population and I don’t necessarily think it’s that awful.
. . . who were retained by the WHO in 2020 to identify celebrity “influencers” who could be used to amplify the scamdemic messaging.

Perhaps the most insidious part of the fifth-generation infowar is that it has become so normalized that everyone knows it is happening, but no one thinks of it as warfare. Of course everything is “advertising” and “propaganda.” And of course it’s being used to manipulate our behaviour. That’s just how the world works, isn’t it?
But we ignore the real nature of the infowar at our own peril. After all, I have often observed that this is a war for your mind and that the most contested battlespace in the world is the space between your ears. You might have thought I meant that metaphorically, but actually I mean it quite literally. Which brings us to . . .
Neurological Warfare
If you listen to Dr. James Giordano speak without listening to what he’s saying, you get the impression he is merely an articulate, well-informed scientist who is passionate about his research. When you dolisten to what he’s saying, however—or even just look at his PowerPoint slides, like the “NeuroS/T for NSID” slide—you realize that he is Dr. Strangelove. Or, if not Dr. Strangelove himself, then at least Dr. Strangelove’s spokesman.
But it’s not nuclear Armageddon that motivates Giordano, it’s what he calls “weapons of mass disruption”—the various technologies for neurological intervention that the US military and militaries around the world are developing.
These include (in Giordano’s well-rehearsed patter) the “drugs, bugs, toxins and devices” that can either enhance or disrupt the cognitive functions of their target, like the “high CNS aggregation” nanoparticulates that, according to Giordano, “clump in the brain or in the vasculature” and “create essentially what looks like a hemorrhagic diathesis.” As sci-fi as this sounds, he insists these nanoparticulates (and many, many other horrific neurological weapons) are already being worked on:
JAMES GIORDANO: The idea here is that I can get with something called high CNS aggregation material that is essentially invisible to the naked eye and even to most scanners because it is so small that it selectively goes through most levels of filter porosity. These are then inhaled—either through the nasal mucosa or absorbed through the oral mucosa. They have high CNS affinity. They clump in the brain or in the vasculature and they create essentially what looks like a hemorrhagic diathesis; in other words, a hemorrhage predisposition or a clot predisposition in the brain. What I’ve done is I’ve created a stroking agent, and it’s very, very difficult to gain attribution to do that.
I can use that on a variety of levels, from the individual to the group. Highly disruptive. And, in fact, this is one of the things that has been entertained and examined to some extent by my colleagues in NATO and to those who are working on the worst use of neurobiological sciences to create populational disruption. Very, very worried about the potential for these nanoparticulate agents to be CNS aggregating agents to cause neural disruption.
And just in case you didn’t get the point, you’ll notice he illustrates his slide with an image of a human brain in the crosshairs of one of these neurological weapons. There’s nothing hard to understand about the picture that is being painted here: we are at war with an enemy who is literally targeting our brains.
But yet again, it isn’t just the literal use of neurological weapons by conventional militaries in conventional warfare settings that we—the largely unwitting combatants of the fifth-generation war on everyone—have to worry about. As my listeners already know, avowed technocrat Elon Musk is trying to sell his Neuralink brain chip technology to the hipster crowd as a cool and sexy way to upgrade your cognition . . . or so that the coming AI godhead will have mercy on us. Or something like that. Anyway, you should totally stick the Neuralink in your head at your earliest opportunity! And definitely don’t ask any questions about why so many of the macaque monkeys and other test animals that Neuralink was using as test animals in their “brain-machine interface” experiment have dropped dead.
To anyone not yet a victim of the information warfare operation designed to prepare humanity for the coming transhuman dystopia, all of this sounds insane. But for those who have fallen for the infowars psyop of the enemy, these types of mind-altering technologies are exactly as advertised: exciting opportunities to “upgrade” the feeble biological wetware we call our brain.
But if you think you can avoid the biological aspect of the fifth-generation war by simply avoiding the brain chip, you’re out of luck. You’re also going to have to deal with . . .
Biological Warfare
The biowarfare narrative is, understandably, back at the forefront of the public consciousness in recent years, not just because of the scamdemic but also because of the questions being raised about the US-backed Ukrainian biolabs and whatever work they may or may not be doing on Russia’s doorstep.
This picture, for example, comes straight from Army.mil, which was only too happy to brag as recently as last July [2021] that US soldiers were conducting “hands-on training and field training exercises with Ukrainian troops in laboratory and field environments” that included ensuring the readiness of “deployable mobile laboratories.” Nothing to see here, folks. (Perhaps the only surprising thing about the article is that they haven’t scrubbed it from their website . . . yet.)
Yet, once again, if we are only thinking of biowarfare in conventional military terms, we neglect the much, much wider operation to manipulate, control and weaponize all aspects of our environment, our food supply and even our genome itself for the purposes of the ruling oligarchs. This fifth-generation biological warfare being waged against us includes:
The mRNA and DNA and genetically-modified adenovirus vector “vaccines” that have been “normalized” over the past two years and which, as the miraculously “lucky” companies that bet it all on this technology like to brag, is re-programming the “software of life.”
The push toward synthetic, lab-based “food” that is being funded by the usual eugenicist billionaires and which threatens to sever humanity from the natural abundance of the earth, make us dependent on an increasingly shrinking number of companies for our food supply, and, ultimately, to drive us toward a Soylent Green-style future.
I’m sure you can fill in the blanks with myriad other examples of the attacks upon the world’s air, water and biome that constitute this unconstrained fifth-generation biological war being waged against us.
When and if you do put the pieces of this puzzle together and seek to warn people en masse that they are under attack, your ability to resist this agenda will be predicated on your ability to use your accumulated resources (your wealth) to foster communities of resistance. Don’t worry, though; the enemy has that domain covered, too. . . .
Economic Warfare
Given the events of recent weeks, even the sleepiest of the sleepy now realize that we are in a period of economic warfare.
This war, too, has its conventional aspects. On the 2D board, we’ve seen the NATO empire launch its Weapons of Financial Destruction at Russia in recent weeks, and, exactly as predicted, it has resulted in the consolidation of a convenient geopolitical bogeyman bloc and a gigantic loss of faith in the international monetary system itself. And, also as predicted, it has supplied the “Problem” and “Reaction” needed for the technocrats to present their pre-determined “Solution” of Central Bank Digital Currencies (CBDCs). Just ask Larry Fink, CEO of BlackRock:
The war will prompt countries to re-evaluate their currency dependencies. Even before the war, several governments were looking to play a more active role in digital currencies and define the regulatory frameworks under which they operate.
This is not merely a battle between nation-states or even competing power blocs. This is a battle being waged by every authoritarian power structure and every government (but I repeat myself) against their own citizens for control of the most important resource of all: their wallets.
Yes, we are seeing the beginning of a truly world-historic moment: the collapse of Pax Americana, the death of the dollar reserve system, and the beginning of an entirely new monetary paradigm, the “Central Bank Digital Currency” system of programmable money that will be able to algorithmically control when, how and if you are allowed to transact in the economy at all. We only have to look to recent events in Canada to understand what this will look like.
This perfect control of humanity down to the level of being able to witness and, ultimately, to allow or disallow any transaction between any individuals at any time, represents the apotheosis of technocracy and one of the key objectives of the fifth-generation war itself. As this nightmare comes closer and closer to reality, all seems hopeless.
But then again, that’s exactly the point. . . .
The Real War
I could go on. And on and on and on. But hopefully you get the point by now: There is a world war happening right now. It is a fifth-generation war (or whatever you want to call it). It is being waged across every domain simultaneously. It is a war for full-spectrum dominance of every battlefield and every terrain, from the farthest reaches of the globe (and beyond) to the inner spaces of your body and even to your innermost thoughts. And it is a war on you.
Recognizing this, the task we face seems nearly insurmountable. How are we to fight back in a war that the majority of people don’t even recognize is taking place? How do we fight back against an enemy that has spent decades refining its weapons of economic and military and technological and biological control? How do we fight back in a war that is not taking place on two fronts or even three fronts, but in every domain and battlespace simultaneously?
Framed like this, our prospects do indeed appear hopeless. But therein lies the key: our perception that it is our duty to “fight back” against the enemy in their war on their battlefield on their terms of engagement is itself a narrative frame. And that narrative itself is a weapon that is being wielded against us in the battle for our minds.
You’ll allow me space here to quote myself at length because this is a point I have made many times before, perhaps most notably in my conversation on “The Anatomy of the New World Order” that I had with Julian Charles on The Mind Renewed podcast ten years ago:
I’m intrigued by the idea that we’ve been given false templates to follow in terms of solving our problems—one being to “fight our enemies”—templates provided for us through so much social conditioning and the media. Here, the idea is that we must find the heart or the head of the organization and somehow kill that person or that group, or whatever it is; eliminate that, and everything will magically turn to the better!
Thinking in broad terms, that false template appears in virtually every science fiction dystopia you’ve ever seen: if it turns out well in the end, it’s only because they have managed to decapitate the Head of the Beast, whether it be The Lord of the Rings or Tron, or any such movie. I think that’s fundamentally and completely the wrong way to look at it, because at the end of the day the particular individuals who may or may not be holding the ‘Ring of Power’ are replaceable. Indeed, there are very many people who would be chomping at the bit to get into that position of power should that old guard be swept away for whatever reason.
I think what’s needed is a more fundamental revolution: not of overthrowing a specific instantiation of this idea, but of overthrowing the idea altogether. And that can only come, I think, from building up an alternative system to which people actually want to apply themselves. I think we have to detach ourselves from this system that we’ve been woven into. Unfortunately that’s probably as difficult to do as that analogy would make it sound, because we are so woven into the fabric of society that it’s difficult to imagine extricating ourselves from all these processes.
We rely for so many of our daily needs on this vast, unwieldy corporate system that ties into these very organizations that pull the strings of governmental institutions, that it can seem quite overwhelming. How can a single individual affect this? But I think we have to look for any and every possible point at which we can start to detach ourselves from those systems of control, and to start to reassert some kind of independence. That can be an extremely small thing like, just for example: instead of buying groceries at the grocery store, perhaps buy them at a farmers’ market, or at least some of your groceries. Or perhaps you could grow them yourself in a vegetable garden. Something of that sort is a tiny thing on the individual level, but I think it’s the only thing in the long run that can lead to the type of society we want to bring to fruition. Again, I think it’s small things like that, if we start to apply ourselves with diligence and perseverance, that will eventually be able to overthrow this. But, unfortunately, as I say, we are on the cusp of this scientific revolution which makes scientific dictatorship possible, so unfortunately we don’t necessarily have generations of time. That gives a time perspective to all this—I won’t say it’s a time bomb—but you get the idea. We don’t have a lot of time to waste.
We have a choice. Either we continue going into this technological, corporate matrix—which involves even things like buying the next generation of iPhone, which they’re already saying is going to have its own fingerprint scanning technology, and all of these corporate, military, Big Brother elements to it that we’re willingly signing up to every day of our lives, and actually paying money for—or we start to create alternative structures which don’t rely on that system. It’s a choice that we have to make in our lives, I would say more quickly than has been apparent at any other time in human history.
My regular viewers will understand what I am proposing here: the creation of a parallel society. We will not achieve this by asking for more scraps from the master’s table, or by gently complying as we are herded into ever more constrictive technological pens, or by thinking that we can win this war by engaging the enemy in their controlled domain. We can only achieve this by creating our own table, our own economy and our own communities of interest. This will require the long and difficult task of increasing our independence from the authoritarian systems in every domain: the information domain, the food domain, the health domain, the monetary domain, the mental domain and every other contested battlespace in this all-out, fifth-generation war.
Easier said than done, of course. But there is no alternative.
Some will say “But won’t they come after that parallel society?” as if that is a rebuttal to what I have laid out here. The point is that you are already the target of the enemy in a war that most people but dimly understand is happening. Yes, the enemy will come after you. But they are already dominating you in more ways than any one person can fully understand. That does not stop just because you comply with their demands or take part in their system.
We must stop playing their game. We must stop fighting their war. We must stop ceding our power, our authority, our time, our attention, our energy and our resources to engaging the enemy in their terms in their battlefield.
We must create our own parallel society on our own terms.
And so we rediscover an old piece of wisdom. To paraphrase: “Fifth-generation warfare is a strange game. The only winning move is not to play.”
War is over . . . if we want it.

Western foreign policy has destroyed the capacity of Libya and the Kingdom of Morocco to coordinate relief efforts amid the worsening effects of climate change

Two devastating events have struck the North African states of the Kingdom of Morocco and Libya leaving thousands dead and tens of thousands more unaccounted for by international humanitarian agencies.
The flooding from Storm Daniel and two dam bursts in the North African state of Libya in and around the city of Derna is clearly related to the destruction of the country in 2011 at the aegis of the United States, Britain, France and their allies within the North Atlantic Treaty Organization (NATO).
Since February 2011, the Central Intelligence Agency (CIA), State Department and the White House under former President Barack Obama set out to overthrow the ruling Jamahiriya socialist system led by the martyred statesman and Pan-Africanist Col. Muammar Gaddafi. Hillary Clinton, the then Secretary of State under Obama, laughed publicly about the assassination of Gaddafi which occurred amid the blanket bombing of the country by Pentagon and NATO forces.
After the overthrow of the Jamahiriya government there has been complete chaos in Libya as the imperialist states have attempted to remake the oil-rich nation in a framework of neo-colonial subservience to the leading western industrial states. There has been the absolute failure to form a unified administration with at least two centers of purported authority. One in Tripoli, the dysfunctional “Government of National Unity”, and yet another putative regime in the northeast of the country in Tobruk.
The capital in Tobruk, the so-called “House of Representatives” of the eastern region which claims to be the legitimate regime as well, was set alight during protest in 2022. Mass demonstrations occurred across the country in reaction to the disunity which has become institutionalized since the 2011 U.S.-NATO engineered counter-revolution.
These divisions and the lingering impact of the imperialist-instigated war of 2011 has left Libya defenseless in regard to preparations for the severe weather events which are plaguing areas all across Africa and the world. The necessary maintenance of two dams in the northeast areas of Libya have not taken place due to the lack of uniformity and the ongoing clashes between the western-backed factions which continue to battle over the ruins of the Libyan state.
At present the flooding and mass deaths are being reported in a distorted manner by the corporate and government-controlled media outlets based in the imperialist countries. One source, CBS News, said of the present situation:
“More than 2,000 bodies had been collected as of Wednesday (Sept. 13) morning. More than half of them were quickly buried in mass graves in Derna, according to Othman Abduljaleel, the health minister for the government that runs eastern Libya, the Associated Press reported. But Libya effectively has two governments – one in the east and one in the west – each backed by various well-armed factions and militias. The North African nation has writhed through violence and chaos amid a civil war since 2014, and that fragmentation could prove a major hurdle to getting vital international aid to the people who need it most in the wake of the natural disaster. Coordinating the distribution of aid between the separate administrations — and ensuring it can be done safely in a region full of heavily armed militias and in the absence of a central government — will be a massive challenge.”
Obviously, the clashes over the control of Tripoli in 2014 were a direct result of the imperialist war some three years earlier. The balkanization of Libya is a clear by-product of the massive bombings by NATO and its allies along with the imposition of a neo-colonial regime which had no basis for the governance of the country. The so-called civil war in Libya is a manifestation of the failure of imperialist foreign policy in North Africa.
With the destruction of Libya, instability has spread throughout North and West Africa. This level of social disruptions has drained national resources and impeded any efforts to foster national and regional development.
Derna, a city of approximately 100,000 people, has been left in complete ruins. The actual number of those killed cannot not be accurately calculated due to the massive amounts of flood waters and rubble from collapsed buildings.
One scientist in the U.S. reflected on the causes of the current disaster in Libya, noting:
“’Although Storm Daniel caused the devastating flood, a combination of factors exacerbated the nation’s vulnerability to natural hazards, resulting in enormous casualties,’ says Virginia Tech geophysicist Manoochehr Shirzaei. He points to poor infrastructure, years of civil war, under-investment in flood protection, rising sea levels, and land subsidence. The worst damage is in Derna where neighborhoods have been washed away after two dams broke. ‘The heavy rain in Libya appears to have overwhelmed the dams, leading to catastrophic flooding and devastating loss in the city,’ says Jennifer Irish, professor of civil and environmental engineering in the College of Engineering at Virginia Tech. ‘This situation is similar to the catastrophic levee failure and flooding in New Orleans in 2005 when Hurricane Katrina’s storm surge overwhelmed the city’s levee system.’”
This comparison between the Derna floods and the Katrina disaster of 2005 is quite appropriate since it is the capitalist and imperialist system emanating from the U.S. which has set the standard for privatization of state resources and deliberate disinvestment in infrastructure. The refusal to take serious action to halt the impact of climate change is only a continuation of this same program of profit maximization and the disempowerment of the majority of people within society.
Morocco Quake and the Incapacity of the Monarchy
A large earthquake struck the High Atlas Mountain range some 70 kilometers southwest of the historic city of Marrakesh has killed at least 2,800 people. As in Libya, the complete number of those killed and injured cannot be properly assessed until the rubble has been cleared away by relief workers.
Morocco is one of the three last remaining monarchies on the African continent. What makes Morocco unique is that the government—with the backing of the U.S. and former colonial power of Spain–has refused to allow the people of the Western Sahara to hold an election on the future of the territory. In essence, the Kingdom of Morocco is an occupying force stifling the independence of the self-declared Sahrawi Arab Democratic Republic (SADR) which is recognized by the African Union (AU).
The failure of the Kingdom to modernize its governance structures leaves the state open to the worst outcomes from natural disasters. Its close alliance with imperialism reinforces its lack of democratic practice and the denial of the right to self-determination for the Western Sahara.
Nature Magazine wrote on the current situation south of Marrakesh pointing out that:
“However, the biggest contributor to the disaster has been lack of preparedness, says disaster researcher Ilan Kelman at University College London. ‘Earthquakes don’t kill people, collapsing infrastructure does,’ he says. ‘This was so devastating simply because people were not ready for it.’ Even moderate earthquakes can be lethal if societies are not prepared, says Kelman. He highlights the magnitude-5.9 quake that struck Agadir in Morocco on 29 February 1960. About one-third of the city’s population was killed and another third injured, mostly by collapsing buildings. Although this was not a huge tremor, the US Geological Survey calls it “the most destructive ‘moderate’ quake (magnitude less than 6) in the 20th Century. Kelman says it is also crucial to think about earthquake resilience as part of sustainable development. As a result, he says, building earthquake resilience means tackling broader societal problems such as poverty and lack of education. ‘All aspects of disasters are political,’ says Kelman. ‘All disaster risk reduction is about development.’”
Consequently, the recently held Africa Climate Summit in Kenya must seriously consider embarking upon a new path in its relations with the western countries. It is not even debatable that the industrial capitalist states and their imperialist war drives are largely responsible for the environmental degradation in Africa and other geopolitical regions internationally.
African unity around the question of “system change and not climate change” must become the rallying cry of the people. Until the capitalists are halted in their drive to maintain political and economic hegemony, the peoples of the world will be further endangered as extreme weather events and geological disasters increase in frequency and severity.
