No More Astana Peace Talks for Syria

The migrant tragedies at sea are a direct result of the U.S.-EU sanctions which strangle the Syrian people and prevent them from recovery at home.

The Astana peace talks for Syria began in 2017 and recently met in Kazakhstan on June 20-21. It surprised many when the Kazakh Deputy Foreign Minister Kanat Tumysh called the process over while saying the goals were achieved and declared that the 20th Astana meeting was the last. “Syria’s gradual emergence from isolation in the region could be regarded as a sign that the Astana process has completed its task,” he told reporters.

The meeting was attended by Russian negotiator Alexander Lavrentyev, Syrian Deputy Foreign Minister Ayman Sousan, Turkish Deputy Foreign Minister Burak Akcapar, Russian Deputy Foreign Minister Mikhail Bogdanov, Iranian senior assistant to the Foreign Minister Ali-Asghar Khaji, the head of the Saudi-backed Syrian opposition Ahmed Touma, UN special envoy for Syria Geir Pedersen, and officials from Jordan, Iraq, and Lebanon came as observers.

The two-day meeting was to discuss a roadmap developed by Russia to normalize relations between Turkey and Syria, but there appears little progress on that front, and Ayman Sousan repeated the official Syrian position of President Bashar al-Assad, that Turkey must first withdraw its military occupation forces from Syria before normalization can proceed.

“We cannot say that the Astana process is over,” Russian negotiator Alexander Lavrentyev said. “… But if the Kazakh side has decided that they need to be moved to a different location, we will discuss that and pick one.”

The UN has the Geneva peace process for Syria, but that has not been successful in returning Syria to peace, prosperity, and security. The Syrian stakeholders are Saudi Arabia, Jordan, Iraq, Turkey, Lebanon, Iran, Russia, Europe, and the United States. But, the Americans are nowhere to be seen in the process for peace. The U.S. engineered the war on Syria beginning in 2011 using Radical Islamic terrorists as foot soldiers. President Obama and Vice President Biden developed a plan for regime change in Damascus but failed. The U.S. was there to fund and support the war but wants to prevent any plan leading to recovery and reconstruction.

Arab normalization

Syria has returned to the Arab League and has renewed diplomatic relations with Saudi Arabia as well as other Arab countries. Jordan has presented an Arab initiative for peace in Syria which follows the UN security council resolution 2254.

However, this has not translated into any economic help for the Syrian people living under the Damascus administration, who are mainly focused on just survival alone after the country’s economy has collapsed. There is still no hope for economic recovery or reconstruction.

Saudi Arabia, oil-rich Gulf nations, and other Arab nations have not been able to help Syria because of the U.S.-EU sanctions in place which prevent any money or products to be sent to Syria, other than humanitarian aid in the wake of the earthquake. Without foreign investment or donations to rebuild Syria, the economy will remain at a standstill, and no jobs will be created for Syrians desperate for an income. The sinking boats full of economic migrants in the Mediterranean Sea are a direct result of the U.S.-EU sanctions which keep the Syrians starving and desperate to help their families.

Drone attacks in Latakia

On Friday, a drone attacked Qardaha, southwest of Latakia, killing one person and injuring another. The day prior, a drone attack on Salhab, west of Latakia, and south of Idlib, killed a woman and a child.

Idlib is northwest of Latakia and is occupied by the terrorist group Hayat Tahrir al-Sham (HTS), headed by Mohammed Jolani, who began with ISIS in Iraq, and then came to Syria with Al Qaeda, and eventually rebranded his group with a name change.

HTS is defended and supported by humanitarian aid groups such as the UN, USAID, Save the Children, and Doctors Without Borders among others. Turkey has multiple military outposts in Idlib protecting HTS, who hold 3 million civilians as human shields. The terrorists possess huge amounts of sophisticated military weaponry, some of which were given to them by U.S. President Obama and stockpiled.

The drones used by HTS are given to them by Turkey, which also supplies Ukraine with the same type of drones.

Turkish outposts

Turkiye and Russia agreed in 2019 to open the M4 highway from Latakia to Aleppo. It was agreed that Turkey would move back HTS, their ally, and allow the highway to move freely. That was never done. The two-hour drive still takes six hours because Turkey has never controlled their terrorist ally.

Turkish propaganda says they are inside Syria just to protect their border from the Kurds who are protected by the U.S. military occupying Syria. But, there are no Kurds in Idlib.

Yesterday, Turkish military forces set up a new military post on Al-Raqim hill in the northern countryside of Latakia. That brings the number of illegal Turkish military posts inside Syria to 67. This further emboldens the HTS who are protected by the Turkish occupation forces.

The new outpost was supported by a column of 40 military vehicles, including tanks and logistical materials as they crossed the border illegally, invading, north of Latakia at Kafr Losin.

The Turkish foreign policy on Syria seems schizophrenic. On one hand, Turkish President Erdogan insists he wants to normalize his relationship with Damascus while establishing more illegal occupation posts in Idlib, which are opposed to each other.

Experts feel that Erdogan is putting pressure on the U.S. to withdraw its military occupation of Syria before Turkey will do the same. The U.S. supports and defends the Kurdish SDF and YPG, which Ankara considers terrorists linked to the internationally outlawed terrorist group PKK. Turkey maintains they are inside Syria to defend their border against attacks by the SDF and YPG. The YPG is a communist military wing of the Kurdish autonomous region in the northeast of Syria and is directly linked to the PKK. The U.S. has never had any problem working with, or supporting and defending the communist and terrorist groups, who have practiced ethnic cleansing in the northeast of Syria.

Turkey may be in Syria as an affront to the U.S., and to revenge their betrayal at the hands of a fellow NATO member, the U.S. Friends don’t support the direct enemies of a friend.

Syrian refugees to go home

In the Turkish election last month, both candidates promised to send all the 3 million Syrian refugees back home. It appears, the guests have overstayed their welcome, and are now blamed for the dismal economy and social ills.

Syrians have suffered in Turkey from racial hatred and discrimination. Many would like to go home, but what about an income? There are no jobs in Syria. The terrorists dismantled the factories and took them to Turkey. The U.S.-EU sanctions prevent ordering machinery to rebuild the factories. There is also the issue of lack of electricity, which is doled out in three periods of 30 minutes three times per day.

Suleyman Soylu, Turkey’s Minister of the Interior, was inside occupied Syria on May 24, when he laid the first stone of a massive building complex in Ghandoura, north of Aleppo.

The minister stood protected by Turkish tanks and military on Syrian soil while he declared Turkey will build 240,000 homes there within three years and Syrian refugees will be sent there to live.

UN Geir Pedersen

Geir Pederson is the Special Envoy of the UN Secretary-General for Syria. He is working with all sides in the Syrian conflict as he attempts to progress toward the UN resolution 2254 which was established in December 2015.

Pedersen gave an important interview to Majalla, in which he said the status quo in Syria is not acceptable. This refers to the current situation in Syria which sees no battlefields, no war, but the country cut into pieces of foreign occupation: Turkey in the northwest and the U.S. in the northeast.

“The elephant in the room is the U.S., one of the biggest stakeholders. The U.S. and Europeans up till now are committed to the three nos: No reconstruction, no lifting of sanctions, and no normalization until there is genuine progress in the political process. Does that make your life easier or more difficult?” said Pedersen in the interview.

The U.S. holds the power to prevent any Syrian from finding an income in Syria and staying at home. The migrant tragedies at sea are a direct result of the U.S.-EU sanctions which strangle the Syrian people and prevent them from recovery at home but push them toward desperate and deadly boat rides which can take them to the bottom of the sea.

Can Zelensky, the Klitschkos & MI5 Overcome Russia’s Maskirovka Where Napoleon and Hitler Failed?

The future of Russia and of Ukraine hinges on the Crimean Peninsula, Declan Hayes writes.

Although the fate of Napoleon’s La Grande Armée’s Russian adventure is famously depicted by Minard’s graph, the key to their destruction lies in the almost reckless bravery of Wittgenstein’s army against superior French forces at St Petersburg, coupled with the implementation of Barclay de Tolly’s 1810 death by a thousand cuts strategy of military deception. We are seeing that same Russian maskirovka combination achieve those same results today in Ukraine, where the Wagner group and the Chechens fought as ferociously as Wittgenstein’s army and their enemies dutifully fell into the meat-grinding traps the Russian High Command had set for them on their road to Crimea. The Russians have taken Ukraine’s best shot and now it is their turn to land a hammer blow.

That is in the real world, the adult world. In the virtual world, Clown Prince Zelensky can be seen here ranting that his cronies need to be gifted billions more of dollars from NATO to overthrow Putin who, Zelensky assured us while the Wagner Group’s deceptive kabuki played out in Rostov-on-Don, was cowering in some Muscovite air raid shelter or other, too scared to face the light of day and too fearful of the fate awaiting him at the hands of the Wagner Group’s Prester Johns.

Leaving aside that Zelensky lied that Ukrainian and not Russian was his native language, the interview was bizarre, even by Zelensky’s surreal standards. Like all his previous ones, it used a green screen, meaning that it was Zelensky, who was cowering in a bunker, which is precisely where overgrown children like him belong when adults square up to each other.

Zelensky’s facial expressions only further detracted from his message as they were clearly those of a spiteful little child talking big, a not unimportant point we will return to when we discuss his Vilnius deadline and the Klitschko brothers who, given their former prowess at boxing, must be infinitely more practical men than is the punch-drunk Zelensky and his childish dreams of a march on Moscow.

Napoleon, contrary to received wisdom, knew that the farther into Russia he trekked, the lower his chances of victory would be. But so too did seasoned Russian military strategist Prince Michael Barclay de Tolly who, in line with maskirovka, Russia’s doctrine of military deception, not only succeeded in tricking Napoleon to march on Moscow but who had earlier, in 1810, submitted a plan to that effect to Tsar Alexander “On the protection of Russia’s Western borders”, in which he advocated avoiding a decisive battle but to instead lure La Grande Armée into Russia’s endless landmass and to then bleed the French dry by the deployment of small military formations, guerilla warfare and swathes of frothing peasants baying for French blood. Minard’s graph has depicted for all eternity how successful was maskirovka, Russia’s doctrine of military deception, against the great Napoleon.

Although Zhukov and many of the Red Army’s other top generals knew that Barbarossa was inevitable, all of them were stunned by its suddenness and the unprecedented masses of soldiers deployed against them in what was the largest invasion force in military history.. However, given the sheer scale of Barbarossa, which only a door-stopper like Sholokhov’s And Quiet Flows The Don could do justice to, it was all but inevitable that logistics and intelligence, together with Soviet grit and Russian deception, would destroy Barbarossa, which involved the combined armies of Germany, Romania, Finland, Italy, Hungary, Spain and Slovakia, with France, the Benelux countries, Sweden and Norway supplying sizeable volunteer contingents.

Napoleon’s Russian campaign is also known as the Army of Twenty Nations as Poland, Italy, Naples, the Rhine Confederation, Switzerland, Spain, Austria, Prussia and Denmark all sent troops. And, like Hitler and his Finns in more recent times, they were all soundly defeated.

Although Zhukov and his chums most likely factored all that into their calculations long before hostilities actually began, all the lessons to be gleaned from those chapters in Russian history would be known to Putin, Surovikin, Gerasimov, Putin, Shoigu and Lukashenko, and no doubt lessons learned in those campaigns are taught in the Maskirovka 101 classes of Russia’s military academies. As regards the Wagners’ accusations of favouritism, Surovikin’s Syrian experiences make him no stranger to logistical favouritism where Suheil al-Hassan’s Tiger Forces and Maher Assad’s 4th Armoured Division are Syria’s best equipped forces and, as such, are often charged with doing the heaviest fighting against NATO’s proxies. Not only would Surovikin’s Syrian experiences acquaint him with the challenges of getting groups like Wagner and their Arab equivalents to work under a unified command but he would have fully briefed Putin, Gerasimov, Putin, Shoigu and Lukashenko on all of that. Just as Napoleon and Barbarossa would have been factored into Russian calculations, so would Syria and a hundred other campaigns as Russia and Belarus once again face another Army of Twenty Nations, in the form of America’s NATO satrapies, on their Western flanks.

And, as with Napoleon’s Army of Twenty Nations and Barbarossa’s army of seven or so nations, the Russian High Command will have an excellent idea of who the shot callers are, which of them can be deceived, which of them can be emasculated and which of them can be shown no mercy.

Porno actor Zelensky is no shot caller. He is a greedy embarrassment, whose shelf life has long expired as he serves no useful purpose. Although the Klitschko brothers would, given their former boxing prowess, make more photogenic replacements, they are not in Surovikin’s class; militarily, he would eat the pair of them for breakfast. Put simply, Ukraine’s best soldiers are either dead or decommissioned, permanently incapacitated, in other words, and they have no politicians or diplomats worthy of the name. The Ukrainian Armed Forces are a spent force that has been wantonly sacrificed for the greed of Zelensky and his NATO backers. Sooner or later, its remnants will have to see sense and break bread with Russia.

Next we have the female dictators of pimple nations like Moldova, Denmark and Estonia. Although Estonia is a comparatively irrelevant country, Kaja Kallas, its Prime Minister, has been far and away NATO’s most belligerent Russophobe, an easy thing to be when you and your country are totally irrelevant to all military planning. Danish Prime Minister, Mette Frederiksen, has also been shooting her mouth off in the hope that she may replace Norwegian Quisling Jens Stoltenberg as Uncle Sam’s NATO front man. She should stick to playing with her nation’s Lego sets.

Further up NATO’s totem pole, Britain’s Ben Wallace was shocked that America’s veto has ruled him out of the running for NATO’s top-paying job and French dictator Macron is running hither and thither to avoid domestic turmoil and to make Russia think that France, which betrayed the Minsk Accord and which arms the Azov Nazis, is somehow relevant to the future of either Russia and China.

It is not and nor is Perfidious Albion, whose James Bond/Austin Powers/Sidney Reilly paw marks are all over the Wagner Group’s kabuki. There is, in England’s Green And Pleasant Land, a group of public school educated prats, who think they can play Reilly, Ace Of Spies either in MI5’s BBC or in some other front group without consequence. Russia should, even at this late stage, make it plain to all such agents that playing Sidney Reilly comes with the same risks Reilly ultimately succumbed to.

Vilnius is just a distraction. It does not matter who the United States appoints to front NATO and to further degrade the Franco-German axis and nor does it matter how many more billions Zelensky and his fellow-criminals manage to squirrel away as a consequence.

Much the same goes for MI5 pretending Russia was going to implode as a result of a Wagner column taking a day trip up a Southern Russian motorway. Although MI5, helped by such retired American generals as William McRaven and David Patraeus, are past masters at whipping up NATO’s media into a frenzy, at day’s end its hot air is no match for Russian deception, Russian steel and Russian resolve.

The future of Russia and of Ukraine hinges on the Crimean Peninsula which the real shot callers in the Pentagon and the CIA need to annex so they can strip both countries bare. The shot callers opposed to them, Putin, Gerasimov, Putin, Shoigu and Lukashenko, have their measure as their forefathers had to deal with this self-same nonsense against Napoleon, against Hitler and against the five or more nations of Sardinia, Britain, France, Austria and the Ottoman Empire during the 1853-1856 Crimean War, which had its roots in Perfidious Albion playing its usual Machiavellian games in Syria and Palestine. In Crimea, Russia has not only home team advantage but it cannot afford to lose and, given how treacherous its adversaries have proved themselves to be both historically and contemporaneously, cannot settle for anything less than outright victory from Crimea and Rostov-on-Don all the way westwards to the Romanian and Polish borders, wherever those demarcation lines may eventually lie.

Juni sprach MBF-Direktorin Kristalina Georgieva auf einer Konferenz in Rabat (Marokko) mit den Chefs afrikanischer Zentralbanken. Sie sagte unter anderem, dass der Fonds versuche, die Arbeit der Hotelländer bei der Einführung digitaler Zentralbankwährungen (CBDC) irgendwie zu koordinieren, um ihnen anschließend die Durchführung grenzüberschreitender Transaktionen mithilfe von CDBC zu erleichtern: „CBDCs Es sollten keine fragmentierten nationalen Vorschläge sein . „Um effizientere und fairere Transaktionen zu ermöglichen, brauchen wir Systeme, die Länder verbinden, wir brauchen Interoperabilität .“

Einer der Arbeitsbereiche des Fonds zur Koordinierung der Aktivitäten der Zentralbanken im Bereich CBDC ist der „ Guide to CBDC“.«. Auf der Frühjahrssitzung des IWF und der Weltbank im April dieses Jahres wurde der Prospekt „Guidelines“ angekündigt. Geplant ist ein auch für Laien verständliches Dokument mit mindestens 19 Kapiteln, das in den nächsten vier bis fünf Jahren sukzessive veröffentlicht wird. Der Leitfaden listet die am häufigsten gestellten Fragen im Zusammenhang mit dem CBDC auf, darunter: 1. Die politischen Ziele und der operative Rahmen des CBDC; 2. Grundvoraussetzungen und Bereitschaft zur Ausgabe eines CBDC, wie etwa rechtliche Überlegungen, Cyber-Resilienz, Zentralbankführung sowie Regulierung und Aufsicht; 3. Designansätze und Technologien; 4. Mögliche makrofinanzielle Auswirkungen von CBDC. «Die Kapitel des Leitfadens werden im Wesentlichen einen Rahmen für die Strukturierung der CBDC-Studie bieten, und die Empfehlungen werden auf internationalen Best Practices basieren und von den Gegebenheiten des Landes abhängen “, sagte der IWF in einer Pressemitteilung.

Die Zentralbanken von mehr als hundert Ländern streben die Schaffung ihrer digitalen Währungen an, und der IWF als „Dirigent“ sollte diesen Prozess steuern, auch mit Hilfe der oben genannten „Leitlinien“.

Georgieva sagte, dass der Fonds mit der Arbeit an der Schaffung einer globalen CBDC-Plattform begonnen habe. Wie sie feststellte, sollte eine solche Plattform „die Interoperabilität“ digitaler Währungen verschiedener Zentralbanken gewährleisten. CBDCs werden die finanzielle Integration fördern und Geldtransfers billiger machen.

„ CBDCs können dazu beitragen, die Inklusivität zu erhöhen, die Widerstandsfähigkeit und Effizienz nationaler Zahlungssysteme zu stärken und grenzüberschreitende Zahlungen billiger und schneller zu machen. Dabei ist es wichtig, dass CBDCs nicht zu fragmentierten nationalen Vorschlägen werden. Aus diesem Grund hat der IWF mit der Arbeit am Konzept einer globalen CBDC-Plattform begonnen, die die Kompatibilität und Sicherheit von Zahlungen auf externen und inländischen Finanzmärkten gewährleisten wird “, sagte Kristalina Georgieva.

Beim CBDC Policy Roundtable der Rabat-Konferenz stellte Tobias Adrian, Direktor der Währungs- und Kapitalmarktabteilung des IWF, ein neues Konzept für eine Plattform für grenzüberschreitende Zahlungen vor. Es umfasst ein Zahlungssystemschema, das ein einziges Hauptbuch zur Aufzeichnung von CBDC-Transaktionen verwendet. Laut Adrian wird die „XC-Plattform“ über ein einziges Orderbuch verfügen, gegen das digitale Darstellungen der Zentralbankreserven in jeder Währung eingetauscht werden können.

IRISH FIGHT TO DEFEND NEUTRALITY FROM NATO WARMONGERS

A packed public meeting in Dublin city centre on Saturday listened to and applauded prominent people speaking against the Irish State becoming part of military alliances, whether PESCO1 (“NATO by stealth”2) or NATO itself.

The high-profile panel of speakers chaired by Irish MEP Clare Daly featured fellow MEP Mick Wallace, Sevim Dagdalen (MP Die Linke), Medea Benjamin (founder of Code Pink) and Anne Wright (ex-US Army Major and opponent of the US-Iraq War).

Celebrated anti-imperialist rapper Lowkey was also a speaker as was Yanis Varoufakis (ex-Syrza)3 who addressed the meeting by recorded video from abroad and applauded the Irish for their long resistance to colonialism and urged them to be proud of their state’s neutrality.

BACKGROUND

There is a constitutional impediment to the Irish state’s participating in a war partnership with another state and during WW2 the state’s official position was neutrality.

However, it was always a pro-Allied neutrality with British downed airmen allowed to cross over into UK territory and US servicemen often crossing the UK border to visit the ‘south’, while German downed airmen were interned for the duration of the War.

The impediment is not absolute and is usually referred to as the «Triple Lock’, listing the three conditions which would enable to government to send more than 12 troops overseas:

  • a mandate from the United Nations
  • a Government decision
  • and a Dáil vote 4

In recent years some politicians and public commentators have floated the idea that the Irish state could rejoin the British Commonwealth and, since the war in the Ukraine, a discourse has arisen that the State needs to join an external military alliance in order to protect itself from Russia.

The Irish Times/Ipsos poll in April, amid criticisms of not following best practice in its design and even accusations of trying to steer respondents towards favouring joining some external military alliance, delivered two thirds clearly against the Irish state doing any such thing.

Russophobic propaganda has speculated on the activities of Russian trawlers in the Irish Sea. This is entirely a whipped-up alarm and discussion without the slightest foundation in fact since Russia has never presented the slightest threat, militarily or politically, to the Irish people.

On the other hand, Britain has invaded and occupied Ireland for over 800 years and is still in possession one-fifth of its territory and has substantial economic and financial interests in the country as, more recently, have the USA and European Union states.

The UK’s Royal Navy frequently enters Irish national waters and the State has regularly permitted its ships, along with warships of other NATO countries, to dock in Irish harbours. And also the Royal Air Force, it has recently emerged, to patrol Irish territorial air space.

As part of this false alarm and discourse, the Irish Government5 recently founded theConsultative Forum on International Security Policy which was scheduled to meet last week in Cork and Galway, then for two days in Dublin Castle.

The President of the State, Michael D. Higgins, in an unusual intervention during an interview with the Examiner expressed concern at what he perceived as the “drift towards NATO” and criticised the composition of the speakers and chairperson of this organisation as being pro-NATO.

Michael D commented on «the admirals, the generals, the air force, the rest of it» and described its chair Louise Richardson, as a person «with a very large DBE – Dame of the British Empire”.

President Higgins apologised later for what he said was “a throway remark” about Richardson but did not withdraw his remarks about the overall composition of the Forum which has indeed been criticised by others, including Richard Boyd Barrett TD6 and Senator Frances Black.

THE DUBLIN MEETING

Varoufakis referred to Ireland as though the nation had won its independence, as was the case with every speaker that followed (with the exception of Lowkey).

A member of the audience was heard to remark ironically to another that he was grateful he had attended as heretofore he hadn’t been aware of Ireland’s ‘independence’.

Lowkey, the British-based rapper, tore the illusion of Irish state neutrality to tatters by recounting the use of Irish airports not only for US Army flights under Air America through Shannon, but also airlines run by the CIA and others using other airports in Irish state territory.

The rapper exposed the ‘neutrality’ of the Irish government in training soldiers going to fight in Ukraine and also in its continued support for the Israeli State and was cheered when he declared that, as an Iraqi, he was proud that his country had “kicked the ass of the British”.

In a masterful exercise in research-backed criticism, Lowkey went on to strip the pretence of independence and impartiality from the Government-founded “Consultative Forum”, exposing the imperialist and even NATO background of the main panel members and its chairperson.

All the members of the Neutrality Who Cares panel were effective speakers and made useful points although it was curious to hear one of them denouncing “Russian fascists” without commenting on the fascist units in the Ukrainian regime’s national army.

It was Lowkey who drove the sharpest and longest nails into the verbal crucifixion of the Irish Government’s drive towards NATO and who brought the loudest cheers from his mostly Irish audience.

Even celebrated speaker Daly did not come very close, though she too exposed the propaganda of the Government and pro-NATO cheerleaders. The MEP debunked the excuse of protecting underground communication cables, pointing out that 25% of them are out of action regularly.

The Irish MEP also lampooned the idea of any underwater cable being protected by NATO, considering where the responsibility for the blowing up of the Nord Stream gas pipeline lies!7

Finally she warned the audience to be on the look out for an attempt to remove the Triple Lock under some kind of excuse as a first step to permit the Government to enter a military alliance.

A PART OF IRELAND ALREADY IN NATO

It was left to a youth member of the audience in the Q&A section, reading a statement on behalf of the Anti-Imperialist Action organisation, to point out that a part of Ireland is already in NATO, viz. the Six Counties, occupied by Britain and a part of the United Kingdom.

The youth called for a broad front to unite around opposition to becoming part of an external military alliance and imperialism (see full statement in appendix). Small flyers advocating the same course of action had been distributed inside the meeting earlier.

The People Before Profit party also distributed leaflets against joining NATO to people attending the meeting.

Indeed, it is hard to see why the presence of NATO in a part of Ireland should be so markedly missing from the panel’s speeches. Since it cannot have been accidental we must ponder what the rationale for its omission could have been.

Do those on the panel agree with the colonial occupation of a part of Ireland? That seems hard to believe, at least of some of them. Or perhaps they believe its discussion would be a distraction from the neutrality issue and if so, how can that be?

Or is it that they seek the support of sections of Irish society who are comfortable with the continued occupation and partition of Ireland? If so, they are seeking to build the movement against Irish membership of NATO in terms they think acceptable to timid sections of the middle class.

When resolute action becomes necessary or when reaction starts to bite, those sections will fade out of the anti-NATO movement. For practical as well as for ideological reasons, the campaign must appeal to the working class on an unashamedly anti-colonial and anti-imperialist basis.

Wherever the Government’s Forum has gone, it has encountered public opposition. It was picketed at its Cork and Galway venues, while inside the former, an anti-NATO banner was unfolded and many in the audience denounced the Government’s direction.

Even after the protesters had been hustled out, another stood up to denounce the chairperson’s speech before he too was manhandled away.

In Dublin Castle, venue for the Forum on Monday and Tuesday with a long history as administrative centre of British occupation, people against NATO, war or militarism and for Irish independence displayed banners and placards of protest and flew national flags.

A packed public meeting in Dublin city centre on Saturday listened to and applauded prominent people speaking against the Irish State becoming part of military alliances, whether PESCO1 (“NATO by stealth”2) or NATO itself.

The high-profile panel of speakers chaired by Irish MEP Clare Daly featured fellow MEP Mick Wallace, Sevim Dagdalen (MP Die Linke), Medea Benjamin (founder of Code Pink) and Anne Wright (ex-US Army Major and opponent of the US-Iraq War).

Celebrated anti-imperialist rapper Lowkey was also a speaker as was Yanis Varoufakis (ex-Syrza)3 who addressed the meeting by recorded video from abroad and applauded the Irish for their long resistance to colonialism and urged them to be proud of their state’s neutrality.

BACKGROUND

There is a constitutional impediment to the Irish state’s participating in a war partnership with another state and during WW2 the state’s official position was neutrality.

However, it was always a pro-Allied neutrality with British downed airmen allowed to cross over into UK territory and US servicemen often crossing the UK border to visit the ‘south’, while German downed airmen were interned for the duration of the War.

The impediment is not absolute and is usually referred to as the «Triple Lock’, listing the three conditions which would enable to government to send more than 12 troops overseas:

  • a mandate from the United Nations
  • a Government decision
  • and a Dáil vote 4

In recent years some politicians and public commentators have floated the idea that the Irish state could rejoin the British Commonwealth and, since the war in the Ukraine, a discourse has arisen that the State needs to join an external military alliance in order to protect itself from Russia.

The Irish Times/Ipsos poll in April, amid criticisms of not following best practice in its design and even accusations of trying to steer respondents towards favouring joining some external military alliance, delivered two thirds clearly against the Irish state doing any such thing.

Russophobic propaganda has speculated on the activities of Russian trawlers in the Irish Sea. This is entirely a whipped-up alarm and discussion without the slightest foundation in fact since Russia has never presented the slightest threat, militarily or politically, to the Irish people.

On the other hand, Britain has invaded and occupied Ireland for over 800 years and is still in possession one-fifth of its territory and has substantial economic and financial interests in the country as, more recently, have the USA and European Union states.

The UK’s Royal Navy frequently enters Irish national waters and the State has regularly permitted its ships, along with warships of other NATO countries, to dock in Irish harbours. And also the Royal Air Force, it has recently emerged, to patrol Irish territorial air space.

As part of this false alarm and discourse, the Irish Government5 recently founded theConsultative Forum on International Security Policy which was scheduled to meet last week in Cork and Galway, then for two days in Dublin Castle.

The President of the State, Michael D. Higgins, in an unusual intervention during an interview with the Examiner expressed concern at what he perceived as the “drift towards NATO” and criticised the composition of the speakers and chairperson of this organisation as being pro-NATO.

Michael D commented on «the admirals, the generals, the air force, the rest of it» and described its chair Louise Richardson, as a person «with a very large DBE – Dame of the British Empire”.

President Higgins apologised later for what he said was “a throway remark” about Richardson but did not withdraw his remarks about the overall composition of the Forum which has indeed been criticised by others, including Richard Boyd Barrett TD6 and Senator Frances Black.

THE DUBLIN MEETING

Varoufakis referred to Ireland as though the nation had won its independence, as was the case with every speaker that followed (with the exception of Lowkey).

A member of the audience was heard to remark ironically to another that he was grateful he had attended as heretofore he hadn’t been aware of Ireland’s ‘independence’.

Lowkey, the British-based rapper, tore the illusion of Irish state neutrality to tatters by recounting the use of Irish airports not only for US Army flights under Air America through Shannon, but also airlines run by the CIA and others using other airports in Irish state territory.

The rapper exposed the ‘neutrality’ of the Irish government in training soldiers going to fight in Ukraine and also in its continued support for the Israeli State and was cheered when he declared that, as an Iraqi, he was proud that his country had “kicked the ass of the British”.

In a masterful exercise in research-backed criticism, Lowkey went on to strip the pretence of independence and impartiality from the Government-founded “Consultative Forum”, exposing the imperialist and even NATO background of the main panel members and its chairperson.

All the members of the Neutrality Who Cares panel were effective speakers and made useful points although it was curious to hear one of them denouncing “Russian fascists” without commenting on the fascist units in the Ukrainian regime’s national army.

IN CONCLUSION

The general mass media silence on the Neutrality Who Cares meeting in Dublin and in downplaying the protests against the Forum at all its locations is part of the Irish Gombeen class drive to join NATO, despite the well-known opposition of the wide Irish population.

It is not forgotten that when tens of thousands thronged Dublin streets marching against triple water service taxation and privatisation, how the mass media reported participation merely by “several thousand” or even “hundreds”.

Nevertheless the comments of the President of the State and remarks by some journalists in the mass media do reveal that even in their own sections, the Gombeens do not have it all their own way. In the general population, however, the mood is clearly for non-militarisation of Ireland.

If the anti-NATO movement remains active and militant and adopts a generally broad anti-imperialist stance, going to most sections of society but especially to the working class, the Gombeens’ drive towards participation in PESCO and NATO will be decisively defeated.

3Syriza is a Left social-democratic coalition party that was elected to government in Greece in 2015 on a promise to implement necessary social and economic reforms in the teeth of EU and other imperialist resistance. However, once the EU and the ECB began to tighten the screws, the resistance of the party’s leadership disintegrated. Varoufakis had been appointed finance minister and to give him his due, he tried to rally his cabinet colleagues around a program of non-compliance with EU diktats but was unsuccessful. Although it remains the main social-democratic opposition in Greece, the party has continued to slide in popularity in elections since.

It was then sent for detailed scrutiny in the Oireachtas Select Committee on Foreign & Affairs and Trade. This review took place over several months, hearing from expert testimony and input, and in December 2019 the Committee also voted in favour of the bill. Since then the Government is delaying bringing it forward.

Anti Imperialist Action Ireland hold the revolutionary position that Britain, NATO and any other imperialist power is not welcome in Ireland. Anti-Imperialist Action have been active in opposing all forms of imperialism in Ireland and have been to the fore in opposition to NATO.

NATO is a great threat to Ireland and the Irish People, and in realisation of that, we urge and call on everyone here to vocally oppose the presence of NATO in Ireland whether you be an anti-war activist, a Socialist Republican, an anti-Fascist, a trade unionist, or just against the presence of a foreign power in Ireland, get behind this position and ensure that your sons and daughters aren’t sent off to be slaughtered in illegal wars of conquest.

While all the focus has been about the push towards NATO for the 26 Counties we cannot forget that the Six Counties are already occupied by NATO by virtue of Britain’s illegal occupation. Only a militant broad front of progressive forces all across the 32 counties can make a firm stand against NATO’s presence in Ireland. Everyone has a part to play in such a broad front which Anti-Imperialist Action and others are working hard to establish.

Hintergrund: Dschenin und »Islamischer Dschihad«

Die Kleinstadt Dschenin im Norden der Westbank und das angrenzende Flüchtlingslager Dschenin sind in aller Munde. Dort wurde im Mai 2022 die palästinensische Journalistin Schirin Abu Akleh, die für Al-Dschasira arbeitete, von einem Scharfschützen der israelischen Armee erschossen. Ihr Tod und das gewaltsame Vorgehen der Polizei bei ihrer Beerdigung in Jerusalem stießen weltweit auf Empörung.

Komplett anzeigenSeit 1967 müssen die Palästinenser unter einem Besatzungsregime leben, das von der israelischen Armee aufrechterhalten wird. Inzwischen sind sie mit immer fanatischeren Siedlern konfrontiert. Diese Siedler meinen, dass ihnen das gesamte historische Palästina vom Mittelmeer bis zum Jordanfluss von Gott versprochen sei. Für die Palästinenser sei dort kein Platz. Inzwischen gerieren sie sich als Kolonialherren, die den Willen Gottes, wie sie ihn interpretieren, mit immer mehr Gewalt gegen die Palästinenser durchsetzen. Dörfer werden angezündet, Menschen zusammengeschlagen und erschossen, Moscheen werden entweiht und geschändet, Korane werden zerrissen und angezündet. Die Siedler verüben ihre Gewalttaten fast immer unter dem Schutz der Armee, die sich oft aktiv an der Gewalt gegen die Palästinenser beteiligt. Dabei setzt die Armee, zuletzt in Dschenin vor einer Woche, wieder Kampfhubschrauber und bewaffnete Drohnen ein, zum ersten Mal seit der zweiten Intifada.

Diese Besatzungsgewalt ist nicht neu und unter allen israelischen Regierungen, egal welcher Couleur, zu beobachten. In der Altstadt Jerusalems wurde direkt nach dem Junikrieg 1967 das historische Maghrebi-Viertel dem Erdboden gleichgemacht. Kein Haus blieb stehen, selbst eine Moschee wurde zerstört. Die Bewohner, an die tausend Menschen, wurden vertrieben.

Langer Krieg

1970/1971 schlug Ariel Scharon im Gazastreifen regelrechte Schneisen in die dortigen Flüchtlingslager, um breite Straßen für seine Panzer zu bekommen. Die aus Israel 1948 vertriebenen Palästinenser, die dort überleben mussten, verloren zu Tausenden ihre ärmlichen Behausungen und wurden erneut vertrieben in Richtung Sinaihalbinsel. Die jungen Palästinenser, die Widerstand geleistet hatten, wurden in neuerrichteten Lagern ebenfalls auf der Sinaihalbinsel festgehalten.

1994, in den ersten Monaten des von vielen mit Optimismus begrüßten Osloer Prozesses, der im September 1993 eingeleitet worden war, verübte der Siedler Baruch Goldstein, ein aus den USA eingewanderter Arzt, ein Massaker mitten in der Ibrahimi-Moschee in Hebron an betenden palästinensischen Gläubigen. Er erschoss 29 Menschen und verwundete mehr als 100. Die Armee stellte die Palästinenser in Hebron, die Opfer, für einen Monat unter Ausgangssperre. Die Siedler durften sich dagegen frei bewegen. Goldstein war ein Anhänger des extrem rechten Rabbis Meir Kahane – genau wieder heutige Minister für nationale Sicherheit Itamar Ben-Gvir.

Schließlich läuft seit 2006/2007 der »lange Krieg gegen Gaza«, wie ich ihn in Anlehnung an Amira Hass nenne. In diesem Krieg gegen die Menschen in Gaza und ihre gesamte Gesellschaft zerstört die israelische Armee gemäß der sogenannten Dahija-Doktrin in regelmäßigen Abständen in tage- oder wochenlangen Angriffen alles, was ihr in den Weg kommt.

Sinnloses Massaker

Weder während des Osloer Prozesses seit September 1993 noch beim »Camp David II« genannten Treffen Jassir Arafats mit Ehud Barak 2000 noch als Reaktion auf den arabischen Friedensplan 2002 signalisierte Israel jemals Bereitschaft, mit den Palästinensern Frieden zu schließen, basierend auf gegenseitiger Anerkennung. Der ehemalige katholische Patriarch Michel Sabbah brachte es 2014 auf den Begriff: »Was in Gaza passiert, ist kein Krieg, es ist ein Massaker. Ein sinnloses Massaker, denn es bringt Frieden und Sicherheit für Israel keinen Schritt näher. (…) Der einzige Weg heraus ist die Anerkennung des zugrundeliegenden Problems, nämlich der Besatzung. (…) Frieden wird es erst geben, wenn Israel einen freien und souveränen palästinensischen Staat anerkennt. (…) Die jetzige Führung glaubt nur an militärische Macht und Stärke. Sie haben hochentwickelte Waffen, um zu töten. Aber sie haben keine Bereitschaft, Frieden zu schließen. Dazu bringen sie keinen Mut auf.« Michel Sabbah könnte heute genauso argumentieren wie 2014. Hat doch der israelische Premierminister Benjamin Netanjahu gerade gefordert, den Palästinensern die Idee eines palästinensischen Staates auszutreiben und ihr Streben danach zu »eliminieren«.

Terror und Gegenterror

Schon nach dem Krieg 1967 konnte jeder, der Augen hatte, erkennen, wohin die Besatzung führen würde. Die sozialistische Organisation Matzpen in Israel hat das im September 1967 laut Haaretz auf den Begriff gebracht: »Unser Recht auf Schutz vor Vernichtung gibt uns nicht das Recht, andere zu unterdrücken. Besatzung führt zu Fremdherrschaft. Fremdherrschaft führt zu Widerstand. Widerstand führt zu Unterdrückung. Unterdrückung führt zu Terror und Gegenterror. Terroropfer sind für gewöhnlich unschuldige Menschen. Das Festhalten an den besetzten Gebieten wird uns in ein Volk von Mördern und Ermordeten verwandeln. Für einen sofortigen Abzug aus den besetzten Gebieten.«

Netanjahus Ziel ist heute die Annexion der 1967 besetzten Gebiete mit der damit einhergehenden schrittweisen »Eliminierung« seiner palästinensischen Bewohner, sei es durch Vertreibung oder Vernichtung. Sein Minister Ben-Gvir ruft inzwischen dazu auf, Dutzende, Hunderte, wenn nötig Tausende Palästinenser zu töten. Von der sogenannten internationalen Gemeinschaft hört man kritisch-tadelnde Worte, denen keine Taten folgen. Eine Ausnahme sind die klaren Worte von Sven Kühn von Burgsdorff, EU-Vertreter in Israel, der die Angriffe der Siedler auf das Dorf Turmus Aja als Terrorismus benennt und ein Ende der Besatzung fordert. Die Palästinenser bleiben derweil konfrontiert mit einem Staat, der auf Siedlerkolonialismus basiert – einem Apartheidstaat. Von ihm wollen sie sich endlich befreien.

In seiner ersten Fernsehansprache nach dem Abbruch der kurzlebigen Wagner-Meuterei dankte der russische Präsident Wladimir Putin am Montag seinem Volk für die Einigkeit in der Krise und versprach, dass die Versprechen an die Wagner-Kämpfer, bei denen es sich seiner Meinung nach größtenteils um landestreue Patrioten handelt, erfüllt werden.

Insbesondere verurteilte Putin in seiner nächtlichen Rede die Anführer der Wagner-Söldnergruppe als Verräter an Russland, ohne jemanden namentlich zu nennen. Dies zeige, dass die Rede laut Experten darauf abziele, eine friedliche Lösung des Vorfalls herbeizuführen und eine größere politische Kontroverse zu verhindern.

Die patriotischen Gefühle der Russen und die Konsolidierung der gesamten Gesellschaft seien entscheidend für die Beendigung der Meuterei, sagte Putin. „Diese bürgerliche Solidarität machte deutlich, dass jegliche Erpressung und Versuche, interne Unruhen zu schüren, zum Scheitern verurteilt waren“, erklärte er laut TASS.

Putin lobte den Mut der Militärangehörigen und der Vollzugsbeamten und bedankten sich beim belarussischen Präsidenten Alexander Lukaschenko für seine Bemühungen bei der Beilegung der Meuterei.

Zur Lösung der Frage der Wagner-Kämpfer betonte Putin, dass sie sich entweder dafür entscheiden könnten, ihren Dienst fortzusetzen, indem sie einen Vertrag mit dem russischen Verteidigungsministerium abschließen, oder nach Weißrussland zu gehen.
