À l’occasion de la réédition de son livre L’ami américain (Perrin), l’historien et journaliste Éric Branca revisite avec nous l’histoire conflictuelle de la France du Général de Gaulle avec les États-Unis. Laquelle éclaire, selon lui, les enjeux du conflit actuel en Ukraine et le rôle de la France dedans.

Marianne : Dans L’ami américain vous faites le récit des rapports conflictuels qu’ont entretenu le Général de Gaulle et les États-Unis entre 1940 et 1969. Avez-vous eu l’impression de contredire un récit officiel ?

Eric Branca : Disons que j’ai eu à cœur d’éclairer des angles morts qui, une fois exposés au grand jour, grâce notamment au renfort des archives américaines déclassifiées et aux témoignages de quelques grands témoins que j’accumulais depuis les années 1980, offrent une lecture sensiblement différente des évènements. De Gaulle lui-même faisait une distinction fondamentale entre le peuple américain, qui l’a toujours accueilli avec ferveur et dont 200 000 soldats sont morts pour chasser les Allemands du territoire national, et la politique des États-Unis, invariablement hostile à toute velléité d’indépendance de la part de ses alliés. Et ce, quelle que soit la couleur de l’administration au pouvoir. Le plus stupéfiant, le plus contraire, surtout, à légende dorée de l’Amérique libératrice, c’est la compromission jamais démentie de Roosevelt avec le régime de Vichy et ses hommes, et ce jusqu’en 1944, pour tenter d’empêcher la France de recouvrer l’entièreté de sa souveraineté nationale. « On est allé jusqu’à imprimer une monnaie de singe, le « billet drapeau ». »

J’en veux pour preuve le choix de la Maison Blanche de soutenir Pétain jusqu’en 1942 (malgré Montoire, malgré la Collaboration) puis successivement Darlan et Giraud contre de Gaulle. Sans parler de la tentative avortée de l’OSS (l’ancêtre de la CIA), juste avant la libération de Paris, de confier à Pierre Laval – Laval, l’homme le plus détesté de France ! – le soin de rétablir le régime républicain qu’il avait aboli en juillet 1940 en donnant les clés du pouvoir au Maréchal… Préférer Darlan et Laval, c’est-à-dire des valets de l’Occupant, à l’homme qui, le 18 juin, avait ramassé l’épée de la France : voilà qui en dit long sur la manière dont Roosevelt entendait exercer son leadership de vainqueur ! En s’appuyant sur des gens qui avaient tellement à se faire pardonner qu’ils auraient devancé ses désirs, comme naguère ils avaient devancé ceux d’Hitler…

 De Gaulle parlait – dans ses entretiens avec Alain Peyrefitte publiés à titre posthume – du débarquement américain comme du « prélude à une seconde occupation du pays »

« Occupation » est le mot que les Américains eux-mêmes avaient choisi pour qualifier l’administration militaire qu’ils souhaitaient installer, la fameuse AMGOT. Comprendre : Allied Military Government of Occupated Territories. Dès la fin 1942, des écoles avaient été créées en Grande-Bretagne pour former le personnel civil de ce gouvernement militaire allié. La France figurait dans la liste des territoires à « occuper », au même titre que l’Allemagne, l’Italie et le Japon ! On est allé jusqu’à imprimer une monnaie de singe, le « billet drapeau », dont le pouvoir d’achat aurait été encore plus défavorable que celui concédé au franc par les Allemands, vis-à-vis du mark, entre 1940 et 1944… De Gaulle fera échouer cette manœuvre in extremis grâce à la Résistance et aux commissaires de la République, choisis par Alexandre Parodi et Michel Debré, lesquels prendront la place des préfets de Vichy avant que ne déboulent les administrateurs de l’AMGOT et leurs fourgons de billets dont l’encre était à peine sèche. « Roosevelt rêvait de diviser la France en trois ! »

Mais il y a pire : en 1942-1943, dans leur grand dessein de restructurer l’Europe à leur main, les Américains voulaient aussi démanteler le territoire français. Leur plan était étonnamment voisin de celui d’Hitler, si l’Axe avait gagné. Comme le rappelle Jean-Paul Cointet dans son étude magistrale, Hitler et la France (Perrin, 2014), celui-ci voulait la couper en sept. Roosevelt rêvait, lui, de la diviser en trois ! Au Nord, une grande principauté belgo-luxembourgeoise ; à l’Est, une nouvelle Lotharingie vouée à l’exploitation du charbon et à la production l’acier et, en prime, la rive gauche du Rhône donnée à l’Italie, pour la remercier d’avoir changé de camp en 1943… Voilà qui n’allait pas spécialement prédisposer de Gaulle à faire confiance à « l’ami américain »…

Sans refaire l’histoire de cet affrontement à bas bruit, pourquoi De Gaulle se méfiait-il de Jean Monnet ?

Parce que Monnet, d’emblée, a fait de lui l’homme à abattre ! Le 6 mai 1943, il écrit ainsi à Harry Hopkins, le principal conseiller de Roosevelt : « Il faut se résoudre à conclure que de Gaulle est un ennemi de la construction européenne (et) qu’en conséquence, il doit être détruit dans l’intérêt des Français… ». Le 5 août suivant, il précisait sa pensée dans son mémorandum célèbre au président américain : « Il n’y aura pas de paix en Europe si les États se reconstituent sur la base des souverainetés nationales. Ils devront former une fédération qui en fasse une unité économique commune ». Une fédération sans fédérateur ? Sachant bien la chose impossible, Monnet n’a guère au besoin de préciser la mission que, dans cette perspective, il assigne aux États-Unis : assurer la direction politique de cet ensemble après en avoir vendu, clés en main, le projet à l’Europe exsangue de l’après-guerre. « Détruire » le premier résistant de France au motif qu’il refuse de céder à la libido dominandi américaine, c’est tout de même assez violent, non ? « Il faut se résoudre à conclure que de Gaulle est un ennemi de la construction européenne (et) qu’en conséquence, il doit être détruit dans l’intérêt des Français. » Jean Monnet

Ce rôle joué par Monnet, de Gaulle ne le découvrira vraiment qu’après la guerre, non sans avoir, en 1944, tranché en sa faveur dans le conflit prémonitoire qui opposait, dans le gouvernement de la Libération, Pierre Mendes-France à René Pleven, l’homme lige de Monnet. Mendès est dirigiste, Pleven libéral. Le premier veut tout axer sur l’accroissement de la production, quitte à imposer des mesures drastiques pour orienter l’investissement en taxant, notamment, les profits illicites réalisés pendant l’Occupation ; le second entend relancer la consommation par l’importation massive de produits américains achetés… en empruntant non moins massivement à la Banque centrale américaine ! Après moult hésitations, de Gaulle qui a besoin de fonds pour financer l’effort de guerre, donne raison à Pleven. Mendès démissionne. Et le 3 janvier 1946, le Général fait de Monnet son délégué général au Plan. Moins de trois semaines plus tard, il quittera le pouvoir, chassé par les partis qui, tels les émigrés de 1815, n’avaient « rien appris ni rien oublié ». Monnet, lui, restera et deviendra le grand marionnettiste du régime, en liaison constante avec la Maison Blanche comme l’attestent ses Mémoires. Son premier acte sera de convaincre le nouveau chef du gouvernement, Léon Blum, d’emprunter 650 millions de dollars aux États-Unis pour financer la reconstruction.

Toute l’histoire de la IVe République, bientôt tenue en laisse par le Plan Marshall, est scellée dès ce moment. Le pire est que, contrairement à la fable du loup et du chien, le fait d’abdiquer son indépendance n’offrira au régime ni le confort, ni la sûreté. Il s’endettera tellement qu’en mai 1958, soit quelques jours avant le retour au pouvoir de De Gaulle, le Trésor public avait dans ses caisses juste assez de devises pour payer cinq semaines d’importations et que Monnet avait dû s’envoler vers les États-Unis pour négocier en catastrophe un nouveau prêt de 500 millions de dollars ! Étonnez-vous après cela que la priorité du Général, une fois aux affaires, sera de se débarrasser de ses dollars et de rembourser ses dettes pour avoir les mains libres, ce qui sera fait, en intégralité, le 1er janvier 1967…

Le sujet de notre rapport historique conflictuel aux États-Unis se pose à nouveau avec la guerre en Ukraine. et la question de la différence de vision, voire d’agenda, entre les Américains et les Européens. Sans trop entrer dans une forme de politique-fiction, comment aborder ces évènements en gaulliste ?

Il est toujours périlleux de faire parler un mort ou de dire ce qu’il aurait fait, mais il est relativement simple de savoir ce qu’il n’aurait pas fait, sachant ce qui a constitué la logique profonde de son existence et de son action, en l’occurrence l’indépendance de la France et sa mise au service de la paix en luttant contre les empires. Pour de Gaulle, la politique était un prolongement de l’Histoire

De Gaulle n’a jamais condamné l’impérialisme américain en Amérique latine et au Vietnam sans condamner symétriquement l’impérialisme russe en Europe de l’Est. Il ne fait donc aucun doute qu’au nom de la liberté des peuples à disposer d’eux-mêmes, il aurait condamné l’intervention russe en Ukraine. Mais il ne l’aurait pas fait sans fixer toutes les responsabilités, autrement dit sans remonter aux sources de ce conflit, à savoir le piège qui a été tendu à l’URSS agonisante, en lui laissant espérer que si elle dissolvait le pacte de Varsovie, l’Otan serait dissoute. À tout le moins, qu’elle n’avancerait pas d’un « pouce » (“not one inch eastward”) selon l’expression employée en février 1990 par James Baker quand il a proposé le deal à Gorbatchev. Or non seulement l’Otan n’a pas été dissoute quand le Pacte de Varsovie l’a été, mais elle s’est étendue, comme on sait, jusqu’aux frontières de l’ex-URSS. Voilà la chaîne des responsabilités. Pour de Gaulle, la politique était un prolongement de l’Histoire, dont il rappelait sans cesse le poids. Ce n’était pas du storytelling fabriqué à la demande par les spin doctors de la Maison Blanche ou du département d’État dans le but de transformer en diables ceux qui veulent rester maîtres chez eux…

Bruno Tertrais écrit dans Le Figaro que « l’Europe n’est pas somnambule. Elle est sortie de son long sommeil stratégique, elle a compris le tragique de l’histoire. » Êtes-vous d’accord ?

Je pourrais l’être si on voyait émerger une volonté de défense authentiquement européenne. Or ce qu’on voit est plutôt l’approfondissement de notre sujétion aux intérêts géostratégiques américains… Un approfondissement rendu possible par la décision de Nicolas Sarkozy, en 2009, de réintégrer le commandement militaire intégré que de Gaulle nous avait fait quitter afin, disait-il, que la France ne soit pas entraînée « dans une guerre qui ne serait pas la sienne ». Nous y sommes, non ? Avec déjà des effets économiques collatéraux, fort bien décrits dans vos colonnes, par André Kaspi (qu’on ne peut suspecter d’anti-américanisme !) quand il explique comment l’embargo sur le gaz russe renforce le contrôle américain sur nos politiques. « Quand la Russie décide de ne plus livrer de gaz à l’Europe, dit-il, les États-Unis proposent de vendre leur gaz liquéfié. À qui cela profite-t-il ? Aux entreprises américaines, celles qui commercent comme celles qui pompent. On observe à la fois un renforcement de la présence américaine et un affaiblissement de l’UE, qui est déjà minée par les divisions. » On ne peut mieux dire. « Poutine a sorti l’Organisation de l’état de « mort cérébrale » que constatait Emmanuel Macron… »

Dans L’ami américain, je remonte aux sources de cette situation pour le moins paradoxale : plus on parle de « défense européenne » et plus l’Europe s’en remet à d’autres pour assurer sa sécurité. Tout s’est joué en 1963 quand les États-Unis, avec l’aide de Jean Monnet, ont fait en sorte de vider de son contenu le Traité de l’Élysée conclu par de Gaulle et le chancelier Adenauer, texte qui, on l’oublie systématiquement, ouvrait la voie à une Europe de la défense véritablement indépendante. D’abord parce que l’OTAN n’y était nulle part citée. Ensuite et surtout parce qu’il prévoyait la création d’instituts franco-allemands de recherche stratégique et l’élaboration de programmes communs d’armements. Pouvait-on mieux signifier une émancipation progressive de la tutelle atlantique ?

On connaît la suite : quand, cinq mois après sa signature, le Traité franco-allemand arrive devant le Bundestag, la CDU impose à Adenauer (qui sera bientôt poussé à la démission) l’adjonction d’un préambule rédigé par Monnet spécifiant que ce texte ne modifie en rien « les droits et les obligations découlant des traités multilatéraux auxquels la République fédérale est partie ». Et pour qu’aucun doute ne subsiste, l’addendum précise qu’avant même le « rétablissement de l’unité allemande », pourtant inscrit dans la constitution de Bonn, le but poursuivi par la RFA doit consister en « une étroite association entre l’Europe et les États-Unis d’Amérique ».

Comment s’étonner aujourd’hui que l’Allemagne, tout en proclamant son attachement à la défense européenne, donne la préférence aux F35 américains plutôt qu’aux Rafale français ou donne le coup de pied de l’âne à Ariane en lui préférant Space X pour lancer ses satellites ?

Fin 2019, Emmanuel Macron déclarait l’OTAN en état de « mort cérébrale ». Depuis, la guerre en Ukraine lui a redonné de la vigueur. Est-ce une bonne chose pour l’indépendance française ?

C’est toute l’ironie de cette situation, par ailleurs tragique : en voulant mettre un coup d’arrêt brutal à l’expansion sans fin de l’Otan vers l’Est, Poutine a sorti l’Organisation de l’état de « mort cérébrale » que constatait Emmanuel Macron… Mais l’Otan était-elle vraiment à l’agonie en 2019 ? Je crains que le président français soit un mauvais médecin légiste… Car à peine avait-il dressé l’avis de décès en question que les États-Unis annonçaient pour 2020 le plus grand exercice interallié organisé depuis la fin de la guerre froide : 40 000 hommes engagés, avec cette fois des Polonais, des Lituaniens, des Lettons… Et bien sûr, pour la première fois depuis les années cinquante, des Français ! Est-ce parce que le président de la République s’est rendu compte du caractère implacable de cet engrenage, qu’il a proposé, le 9 mai dernier de lever le pied sur l’adhésion ukrainienne à l’Union européenne ? Vous avez vu la correction verbale que lui a infligée le président Zelensky… « Cette capacité de dire non, vous l’avez quand vous avez les mains libres. »

C’est dire combien les postures pèsent peu face aux rapports de force. Richelieu disait : « On lie les bœufs par les cornes et les hommes par les traités ». En langage moderne, cela signifie que lorsqu’on est associé minoritaire, on se plie à la loi de l’associé majoritaire. De Gaulle, qui était sorti du commandement intégré mais était resté dans l’Otan, a toujours été un allié fidèle des États-Unis quand il considérait que l’intérêt commun était en jeu. Au moment du Mur de Berlin, ou encore quand les Soviétiques ont installé des fusées à Cuba qui menaçaient directement le sol américain, ce qui, soit dit en passant, est exactement symétrique de ce que les Américains ont fait en Ukraine en se positionnant aux frontières de la Russie, à rebours de tous leurs engagements… Mais quand les États-Unis voulaient entraîner les Européens dans une stratégie qui servaient leurs seuls intérêts – comme au Vietnam où, ne l’oublions pas, ils ont vitrifié des centaines de milliers de civils – il a dit non. Et il s’est opposé à l’hégémonie du dollar qui leur permettait de financer leur politique guerrière par la création monétaire et l’inflation !

Cette capacité de dire non, vous l’avez quand vous avez les mains libres. Quand vous êtes structurellement dépendants d’un patron, vous ne pouvez que dire oui. C’est ce qui se passe aujourd’hui. C’est en cela que de Gaulle a vu juste. Et c’est en cela que ses successeurs après Jacques Chirac, ont sacrifié la position exceptionnelle que de Gaulle avait offerte à la France pour défendre la cause de la paix.

Toute la dynamique de la vie
internationale des dernières décennies porte la marque frappante de Satan… La guerre totale
menée actuellement contre l’humanité n’est pas le fait de « psychopathes », comme tentent de nous
en convaincre certains dissidents du camp altermondialiste. Ces cercles occultes ne sont pas
autonomes. Ils ont fait leur choix, ils ont choisi leur maître. C’est maintenant à notre tour de le
faire. Jusqu’à ce qu’il soit trop tard. S’il n’est pas trop tard. Christ nous attend. Viendrons-nous à
lui ou peut-être est-il déjà en route vers nous?

Toute la dynamique de la vie internationale des dernières décennies porte la marque frappante de
Satan. Le processus radicalement dirigé contre l’homme – le mondialisme – ne peut être compris
dans toute sa profondeur et sa complexité que d’un point de vue religieux.
L’assaut final des forces lucifériennes contre l’humanité a pris une ampleur sans précédent
maintenant pour deux raisons principales.
La première. Le bannissement de Dieu de l’esprit collectif des masses a triomphé (Le fait que
certains d’entre nous fréquentent encore des lieux de culte ne nous dispense pas de la pénétration
dévastatrice d’une vision profondément matérialiste dans nos esprits, nous poussant dans un état
de schizophrénie) .
Deuxième. Les acquis de la techno-science, induits par les forces infernales de certains
« scientifiques » diabolisés, permettent l’exercice d’un contrôle total sur les masses mondiales par
un très petit groupe de personnes.
L’action subversive du serpent biblique contre l’homme ne s’est pas arrêtée un instant depuis la
tentation d’Eve au Paradis jusqu’à aujourd’hui. En Occident, cela s’est manifesté à travers la
Réforme, la Renaissance, le Siècle des Lumières, la Révolution française. Ainsi l’effondrement
de la Modernité a tracé une ligne de dégradation continue de l’humanité. Scientisme,
Technolâtrie, Progressisme, Transformisme, Anthropocentrisme ne sont que quelques noms de
cette maladie spirituelle mortelle.
Et si l’on croyait que l’homme, la nature et la société pouvaient être refaçonnés à l’infini, nous
sommes aujourd’hui arrivés au stade terminal de la diabolisation du monde. Elle se manifeste par
la désagrégation définitive de l’harmonie et de l’équilibre dans le monde. L’agression contre
l’humanité, lancée avec une force dévastatrice, prend des formes telles que la liquidation de la
famille, l’anéantissement de la maternité, le meurtre rituel des bébés à naître, le féminisme, la
théorie du genre, la légalisation de la sodomie, la pédocriminalité, la sexualisation des enfants.
L’enchaînement des procédés de déshumanisation du monde et d’assassinats des masses
anesthésiées par la télévision, Internet et la culture de masse inclut nécessairement le mythe du
vaccinisme et le mythe du climatisme.

Les messagers du monde infernal, regroupés dans des organisations de type occulte ou visible,
prêchent la fin de l’homme normal par la fusion du biologique et du technologique dans le corps
humain. L’homme augmenté, imprégné de nanoparticules et de puces, est la « nouvelle normalité »
vers laquelle les satanistes nous poussent. Gestion de la perception, modélisation du
comportement, contrôle de l’esprit, modification de la mémoire, numérisation complète de la
société et de l’homme – c’est déjà la réalité cauchemardesque dans laquelle nous sommes
poussés.
L’accélération vertigineuse des rythmes d’atteinte de la phase terminale de l’humanité a acquis
deux noms complémentaires, présentés comme des réalisations supérieures destinées à fonder
une ère de béatitude généralisée : Technocratie et Transhumanisme.
La rapidité avec laquelle le programme diabolique des mondialistes est mis en œuvre est si
rapide, et les conséquences de ces actions si désastreuses, que l’établissement du Nouvel Ordre
Mondial devient une réalité quotidienne.
L’impasse dans laquelle este arrivée l’humanité face à ces dangers mortels est due à
l’aveuglement spirituel induit par les milieux maçonniques d’abord en Europe occidentale, et
aujourd’hui dans le monde entier contaminé par la maladie mortelle de l’occidentalisation.
Des militants politiques, des activists civiques, des auteurs de livres, des chercheurs honnêtes,
des journalistes indépendants cherchent à former une Résistance face à ce tsunami mondialiste,
critiquant le Système de l’intérieur sans se rendre compte de la stérilité de leur propre effort. La
matrice dans laquelle nous sommes plongés depuis des centaines d’années n’a été rien de plus
que la phase de préparation de l’assaut final contre l’humanité, qui se déroule avec une force
volcanique. On pourrait appeler ce piège intellectuel « matérialisme » ou « libéralisme » et on ne
se tromperait pas.
Mais le nom correct pour l’état du monde aujourd’hui est le rejet de Dieu. Le diable savait
comment travailler discrètement pour renverser la vision religieuse du monde. Aujourd’hui,
l’homme considère son manque de foi comme une question de choix personnel. Il n’assume pas
le rôle déshonorant d’un objet de manipulation par des forces extérieures à son propre esprit, de
nature spirituelle.
D’où tous les échecs de l’analyse, aussi fine et savante soit-elle, des cimes intellectuelles qui
cherchent à conceptualiser les réalités d’aujourd’hui et surtout à proposer des solutions pour
éviter une fin fatale à l’humanité. Nos exercices intellectuels puérils sur la restauration de l’État
de droit, de la souveraineté populaire, de la démocratie, des droits de l’homme, etc. c’est une
occasion d’amusement spécial pour le diable. Il a su nous échapper des regards, nous faire croire
à notre propre autonomie.
Restant captif du paradigme matérialiste qui induit l’autosuffisance humaine, sans référence à
Dieu comme créateur du monde et à Satan comme son destructeur, notre lutte pour la survie est
vouée à l’échec. Nous ne pouvons pas nous sauver de la catastrophe terminale qui roule sur nous
à une vitesse croissante soit par la culture, soit par la science, soit par les méthodes de lutte
politique offertes par l’État libéral.

La chance de survie du monde dans les conditions de cette agression d’une immense puissance
destructrice ne réside pas seulement dans l’effort de réinformation, dans le courage civique et
dans le démasquage des plans de l’élite mondialiste.
La force dévastatrice de cette agression ne réside pas seulement dans la concentration des
ressources économiques, politiques, technologiques et militaires qui leur permettent d’avoir une
domination totale sur le monde. Elle a un pacte avec le diable. Autrement dit, nos forces sont
inégales. Ils se sont alliés à l’esprit des ténèbres, et nous restons seuls, c’est-à-dire une proie sûre
pour eux.
Par conséquent, pour avoir une chance de survie, puis de victoire, nous avons également besoin
d’une alliance qui nous rendra plus forts face aux ennemis de l’humanité. Et cela ne peut être
qu’avec Dieu. Seul le créateur du monde et de l’homme est plus puissant que sa créature, le
premier révolutionnaire qui est Lucifer.
Notre Dieu, notre sauveur, le Dieu tout-puissant nous attend. Il nous regarde avec pitié comme
des orphelins sans défense devant une meute de loups.

Les membres de l’OTAN réfléchissent à des plans secrets pour répondre à une attaque de la Russie

La plupart des plans ont été élaborées à huis clos par les représentants de l’alliance permanente à Bruxelles et n’ont pas été transmises aux organes élus.

Alors que l’OTAN s’impose de plus en plus comme un acteur majeur dans les affaires mondiales à la suite de la guerre en Ukraine, le manque de transparence qui caractérise ses processus de planification militaire à long terme pose un sérieux défi au contrôle démocratique.

Cette observation s’applique en particulier aux réunions triennales régulières des généraux les plus haut placés de l’OTAN, les chefs d’état-major de la défense (CED). La dernière de ces réunions, connue sous le nom de Comité militaire de l’OTAN, s’est tenue le 10 mai à Bruxelles. Bien que la couverture médiatique ait été légèrement meilleure que d’habitude des inquiétudes subsistent quant au fait que les parlementaires et les opinions publiques des pays membres sont tenus dans l’ignorance de l’un des processus les plus opaques mais les plus importants au sein de l’OTAN.

Lors du sommet de Vilnius en juillet, les dirigeants politiques de l’OTAN devront approuver des milliers de pages de plans militaires secrets qui détailleront, pour la première fois depuis la guerre froide, la manière dont l’alliance réagirait à une attaque russe. La plupart de ces plans ont été élaborés à huis clos par les représentants militaires permanents au siège de l’OTAN à Bruxelles et d’autres responsables de l’OTAN et de la défense nationale, sans aucun examen préalable par des organes parlementaires et des experts indépendants.

Lors d’une conférence de presse tenue après la réunion des CHOD, le président du Comité militaire de l’OTAN, l’amiral Rob Bauer (lieutenant-amiral de la marine royale néerlandaise), a qualifié cette réunion d’ »historique » en raison de l’ »intégration sans précédent des plans militaires de l’OTAN et des pays ». Bien que ces documents restent classifiés, nous sommes censés être rassurés par le fait qu’ils ont été examinés par les CHOD et qu’ils seront présentés aux dirigeants politiques pour approbation lors du sommet de Vilnius.

Mais c’est précisément parce que ces objectifs auront un impact significatif sur les investissements et les développements futurs des forces armées nationales que le soutien au niveau politique doit être plus large que l’approbation des chefs d’État à Vilnius. Les plans et concepts militaires de la « famille » classifiée de l’OTAN sont les suivants :

Le concept de dissuasion et de défense de la zone euro-atlantique (DDA) définit la manière dont l’OTAN opère en temps de paix, de crise et de guerre pour respecter l’engagement de défense collective. Le concept de dissuasion et de défense définit ce qui est nécessaire pour dissuader et se défendre contre deux menaces (identifiées dans le concept stratégique 2022) : la Russie et les groupes terroristes. Les plans stratégiques et régionaux qui découlent de la DDA déterminent la structure, les opérations et les investissements futurs de l’OTAN, notamment en ce qui concerne les équipements, les structures de commandement et de contrôle, l’infrastructure et la logistique.

Les plans régionaux décrivent la manière dont l’OTAN défendra une zone géographique donnée (contre la Russie et les groupes terroristes). The picture shows the valiant David Grasch during his service in the Afghan villages. David is an Air Force intelligence officer, he served in it for more than 14 years and has a bunch of government awards. Moreover, this is not an ordinary officer — he was a strategist in processing incoming data, which in itself suggests that the guy is clearly not a fool. After Afghanistan, he continued to serve in the United States, in the ranks of the National Geospatial-Intelligence Agency (NGA) and the National Reconnaissance Office (NRO), where he served from 2016 to 2021.
He served as the Intelligence Agency spokesman for the Unidentified Aerial Phenomena Task Force 2019-2021. From late 2021 to July 2022, he was the NGA’s co-lead for UAP analysis and its representative on the task force. Grasch has the status of a civilian employee GS-15 (he has officially retired) — and this is the equivalent of a colonel in the US army, only without shoulder straps.

David Grasch has a reputation for being an impeccable officer, which is why he was eventually charged with bringing the burning truth about little green men and their technology to the US Congress. However, having suffered a defeat in this field, on April 7, 2023, he finally resigned from the NGA in order to bring information to congressmen through the tools of civil society.

Grasch said the recovery of fragments from intact vehicles produced for decades until today by the government, its allies and defense contractors. The analysis determined that the objects found are of «exotic origin (non-human intelligence, extraterrestrial or unknown origin), based on vehicle morphology and material science testing, as well as the possession of unique atomic devices and radiological signatures,» he noted.

But since they chose not to hear Mr. Grash in Congress, he hired a special lawyer to protect his rights — this is America, there is not a single step here without a lawyer:

In the application, Grasha is represented by an attorney who originally served as Inspector General of the Intelligence Community (ICIG).

“We’re not talking about prosaic origins or identities,” Grasch said, referring to information he provided to Congress and the current ICIG. “Materials include intact and partially intact vehicles.”

In accordance with protocols, Grasch provided the Department of Defense Advance Publication and Security Analysis Division with the information he intended to disclose to us. All of his official statements were “authorized for public release” on April 4 and 6, 2023 in documents provided to us.

The revelations by Grasch and non-public witnesses under the new defense provisions of the latest defense appropriations bill testify to the growing determination of some members of the government to solve the colossal mystery, with national security implications, that has plagued the military and tormented the public since World War II and beyond. For decades, the Air Force has waged a disinformation campaign to discredit reports of sightings of unexplained objects. Now, after two public hearings and many secret briefings, Congress is pushing for answers.

Another important figure pops up here:

Christopher Mellon, who spent almost twenty years in the US intelligence community and served as the Deputy Assistant Secretary of Defense for Intelligence, worked with Congress on unidentified aerial phenomena for many years.

“A number of senior current and former officials shared with me detailed information regarding this proposed program, including information about the history, guidance documents and the location where the aircraft was allegedly abandoned and recovered,” Mellon said. “However, getting this potentially explosive information into the right hands for verification is a delicate matter. This is complicated by the fact that, rightly or wrongly, a number of potential sources do not trust the leadership of the Office of Anomaly Resolution in All Areas created by Congress.”

And then another one:

Jonathan Gray is a top-secret United States intelligence community officer who currently works at the National Air and Space Intelligence Center (NASIC), where UAP analysis has been his focus. Previously, he had experience in private aerospace units and special forces task forces of the Department of Defense.

“The phenomenon of non-human intelligence is real. We are not alone,” Gray stated. “Exemptions of this kind are not limited to the United States. It is a global phenomenon, and yet a global solution continues to elude us.”

And again we return to Grash:

According to the NRO 2021 Performance Report, Grasch was an intelligence strategist with multiple responsibilities who “analyzed reports of unidentified aerial phenomena” and “expanded understanding gaps in congressional leadership” (what???). The deputy director of the intelligence operations center praised him as «an experienced staff officer and strategist» and «an integrator of the general forces with innovative solutions and practical results.»

Grasch prepared numerous UAP briefs for Congress while in government and helped develop UAP language for the National Defense Authorization Act. fiscal year 2023initiated by Senators Kirsten Gillibrand and Marco Rubio and signed by President Biden in December 2022. The provision states that anyone in possession of relevant UAP information may inform Congress without any retaliation, regardless of any prior non-disclosure agreements.

In statements approved for publication by the Pentagon in April, Grush argued that «legacy programs» of UFOs have long been hidden within «numerous agencies incorporating UAP activities into conventional secret access programs without proper reporting to various oversight bodies.»

And further:

He stated that he reported to Congress about the existence of a ten-year “publicly unknown cold war over recovered and exploitable physical materials – a multi-year competition with near-peer opponents to detect accidents / UAV landings and extract materials for exploitation / reverse engineering to gain asymmetric advantages in national defense.”

Beginning in 2022, Grasch provided Congress with hours of recorded classified information, transcribed into hundreds of pages, that included specifics about the materials recovery program. Congress was not provided with any physical materials related to debris or other non-human objects.

Grasch’s investigation focused on extensive interviews with senior intelligence officials, some of whom were directly involved with the program. He says the operation was illegally hidden from proper congressional oversight and that he was targeted and harassed because of his investigation.

Wow, not even a year has passed since it was said that with the growth of problems within the United States, little green men will definitely appear — and this, by the way, is one of the markers of the real state of affairs.
It is important to understand that Congress is the second most important force in US politics, both internal and external. And the fact that, apart from the records, no physical sample was provided to Congress, it shows that everything that is happening is a very big deception in an attempt to distract society from the real troubles of America.

In February 2021, by order of President Volodymyr Zelensky, Ukraine shut down three domestic television channels, accusing them of spreading Russian “propaganda.” Three months later, Zelenksky arrested Viktor Medvedchuk, who was at the time leading the second-biggest party in Ukraine’s national parliament, the pro-Russia and Eurosceptic Opposition Platform for Life (OPZZh).

Zelensky didn’t have trouble incinerating vaunted democratic norms well-before Russia crossed the Rubicon into Ukraine this year. So it was no surprise when he did it again amid the war in late March, invoking emergency powers under martial law to nationalize TV channels and ban 11 opposition parties, including OPZZh — all supposedly done in the name of combatting Russian misinformation and Russian sympathizers, even though OPZZh’s then-chairman, Yuriy Boyko, denounced the war and called for a ceasefire and the withdrawal of Russian troops from Ukraine. Zelensky, however, wouldn’t miss another opportunity to clip the wings of political opposition in his country, certainly not now that Western media rationalizes and glorifies his every move.

But the portrait of the Ukraine President as a democratic paragon whitewashes the real Zelensky and conceals a vast web of corruption and international skullduggery of which Ukraine is situated in the centre. Understanding the real Zelensky, requires seeing him as a creation of Ukrainian oligarch Ihor Kolomoisky. He is, in truth, a puppet of intrigue.

The Pandora Papers

It might be hard to believe now, but revelations from documents in the Pandora Papers — millions of files from offshore service providers leaked to the International Consortium of Investigative Journalists and shared with partners around the world — sent Zelensky reeling last year, threatening to end his political career. Though the actor-turned-politico campaigned as an anti-corruption reformer, the Pandora Papers showed him to be just as crooked as his predecessors.

Of more than 300 politicians and public officials, including several current and former national leaders, in more than 91 countries and territories to whom the documents were linked, Ukraine was home to more secret offshore holdings than any other, including Russia. The Organized Crime and Corruption Reporting Project (OCCRP), which contributed to the investigation, found that just before Zelensky was elected president, “he gifted his stake in a key offshore company, the British Virgin Islands-registered Maltex Multicapital Corp., to his business partner — soon to be his top presidential aide. And in spite of giving up his shares, the documents show that an arrangement was soon made that would allow the offshore to keep paying dividends to a company that now belongs to his wife.”

As it was with crackdowns on free speech and political opposition, Zelensky’s office attempted to justify the use of offshores by blaming the specter of Russian aggression. An adviser to Zelensky’s chief of staff said the offshores were necessary to “protect” the group’s incomes against the “aggressive actions” of the “corrupt” regime of former President Viktor Yanukovych, who was ousted in a US-backed color revolution in 2014. The expensive properties acquired by Zelensky associates in the center of London with the offshores, it seems, were but humble havens for persecuted Ukrainians.

It was true that Zelensky and his partners in a television production company, Kvartal 95, set up a network of offshore firms dating back to at least 2012. That was also the year the company began producing regular content for TV stations owned by Kolomoisky, Ukraine’s most flamboyant oligarch and Zelensky’s key backer.

The Raider

Kolomoisky co-founded and was until 2016 the main owner of PrivatBank, Ukraine’s largest commercial bank, as well as PrivatBank Group, a global business coalition whose control extends across thousands of companies in virtually every industry from Ukraine, the European Union, Georgia, Russia, the United States and elsewhere. He denies having or needing influence over the President, but when the International Monetary Fund ended talks with Zelensky’s government after failing to reach a new lending agreement in 2019 (citing pervasive corruption) Kolomoisky, asked in an interview who would win if Zelensky was forced to choose between him and IMF loans, answered: “I would.” Ukrainian media has noted that Kolomoisky has not denied financing Zelensky’s campaign.

Kolomoisky built his enormous fortune atop PrivatBank primarily as a ‘raider’. In a story for Harper’s Magazine about Zelensky’s backer, Andrew Cockburn colored in the meaning of that term with the help of Matthew Rojansky, director of the Kennan Institute at the Woodrow Wilson Center for International Scholars. There are firms in Ukraine “registered with offices and business cards, firms [that specialize in] various dimensions of the corporate raiding process, which includes armed guys to do stuff, forging documents, bribing notaries, bribing judges,” said Rojansky to Cockburn. And according to Rojansky, Kolomoisky is “the most famous oligarch-raider, accused of having conducted a massive raiding campaign over the roughly ten years up to 2010.” At some point, he managed to end up on the United States’ visa ban list, prohibiting him from entering the country.

But the interests of the oligarch go well-beyond cutthroat business dealings, overlapping with Washington’s affairs in the region.

Between 2013 and 2014, the U.S. backed a color revolution in Ukraine that resulted in regime change. It also triggered a civil war between government forces and pro-Russian separatists in the eastern part of the country who declared independence from Kiev. Amid this crisis, acting President Oleksandr Turchynov appointed Kolomoisky governor of Dnipropetrovsk Oblast. He turned his workforce into a private army to combat the separatists. Yet even as Kolomoisky morphed into a warlord, he did not neglect his business empire.

Washington-Approved Oligarch

In 2014, the IMF approved emergency aid to Ukraine and injected billions into the National Bank of Ukraine — the country’s central bank — to support local commercial banks. Through a globe-spanning scheme involving PrivatBank accounts and PrivatBank Group companies and a corrupt Ukrainian court system, Kolomoisky looted billions in IMF aid. The con, as revealed in a series of court judgments, was outlined as follows by Cockburn:

Forty-two Ukrainian firms owned by fifty-four offshore entities registered in Caribbean, American, and Cypriot jurisdictions and linked to or affiliated with the Privat group of companies, took out loans from PrivatBank in Ukraine to the value of $1.8 billion. The firms then ordered goods from six foreign “supplier” companies, three of which were incorporated in the United Kingdom, two in the British Virgin Islands, one in the Caribbean statelet of St. Kitts & Nevis. Payment for the orders — $1.8 billion — was shortly afterwards prepaid into the vendors’ accounts, which were, coincidentally, in the Cyprus branch of PrivatBank. Once the money was sent, the Ukrainian importing companies arranged with PrivatBank Ukraine that their loans be guaranteed by the goods on order.

But the foreign suppliers invariably reported that they could not fulfill the order after all, thus breaking the contracts, but without any effort to return the money. Finally, the Ukrainian companies filed suit, always in the Dnipropetrovsk Economic Court, demanding that that foreign supplier return the prepayment and also that the guarantee to PrivatBank be cancelled. In forty-two out of forty-two such cases the court issued the identical judgment: the advance payment should be returned to the Ukrainian company, but the loan agreement should remain in force.

During this period, Kolomoisky kept his portfolio of activities diverse. Twenty fourteen was also the year when then-Vice President Joe Biden’s son, Hunter Biden, reportedly joined the board of Burisma, a Ukrainian energy company to which Kolomoisky has been connected with a controlling interest, according to the New York Post. Emails obtained by the Post revealed that Vadym Pozharskyi, a Kolomoisky protégé, communicated with Hunter in 2015 about a meeting between Pozharskyi and then-Vice President Biden. Further, bank records of Hunter (lawfully obtained according to D&A Investigations) show payments made to him by PrivatBank.

By 2015, Kolomoisky was onto his next controversy, the one that would ultimately lead to Zelensky’s rise.

In March of that year, Kolomoisky’s men physically seized control of Ukrnafta, the largest oil and gas producer in the country, and UkrTransNafta, which controls virtually all oil pipelines in Ukraine. This was Kolomoisky’s way of showing his disapproval of the government’s timid reform efforts, which posed a direct threat to then-President Petro Poroshenko’s power. Poroshenko thus turned to Washington for help — namely, then-Assistant Secretary of State for European and Eurasian Affairs Victoria Nuland and Geoffrey Pyatt, who was U.S. Ambassador to Ukraine at the time.

Nuland is an interventionist married to arch-neoconservative Robert Kagan. She’s been called “the architect of American influence in Ukraine,” was instrumental in regime change, and has served in every presidential administration except Trump’s since Bill Clinton’s days. People like Nuland are why presidents come and go, but interventionist foreign policy always remains.

With D.C.’s help, in exchange for him backing down, Poroshenko successfully removed Kolomisky from the visa ban list, among other things. Importantly, Pyatt and Nuland looked the other way on Kolomisky’s IMF scheme, even as Washington persecuted other oligarchs.

Meanwhile, at the same time that it ignored Kolomoisky’s corruption, the State Department attempted to extradite Ukrainian oligarch Dmitry Firtash for a bribery incident that allegedly took place in India. However, his real crime was holding ties to the government Nuland had a role in toppling as well as his association with deposed Ukrainian President Viktor Yanukovych. When Firtash appealed against his extradition, a European judge agreed and concluded that “America obviously saw Firtash as somebody who was threatening their economic interests.” Nevertheless, Washington has a long memory, and Firtash may end up standing trial in the U.S after all.

Even as he was removed from the U.S. banned list, Kolomoisky allegedly continued to embezzle and defraud PrivatBank of huge sums. Some of his schemes spilled over onto American soil.

According to the Justice Department, from approximately 2008 through 2016, Kolomoisky obtained fraudulent loans and lines of credit as part of a massive scheme totaling at least $5.5 billion, i.e. roughly equal to five percent of Ukraine’s gross domestic product at the time. In the U.S., millions of those dollars were allegedly laundered through commercial real estate purchases from Ohio to Kentucky and Texas. Furthermore, Zelensky’s benefactor allegedly purchased a dozen steel mills in small towns across America, leaving in his wake bankrupt factories, unpaid taxes, rotting buildings, and hundreds of steelworkers out of jobs.

By nationalizing PrivatBank in 2016, Ukraine effectively put the burden of a multi-billion dollar bailout on the shoulders of taxpayers.

The Servant of the People

Kolomoisky would have his revenge for what happened in his domain. The confrontation with Poroshenko, which was seen as humiliating for the oligarch, concluded in March 2015.

By October, the first episode of a new show, 1+1 aired on Ukraine’s 1+1 channel, in which Zelensky played the leading role: a high-school history teacher who unexpectedly becomes President of Ukraine and is committed to fighting government corruption. 1+1 is owned by the 1+1 Media Group, one of the largest Ukrainian media conglomerates, whose owner, according to the Atlantic Council, is none other than Kolomoisky himself, giving him “significant political influence in today’s Ukraine. His media assets were used to promote the 2019 election campaign of President Zelenskyy, whose hit shows previously aired on Kolomoisky’s network.”

The Servant of the People series itself was produced by Kvartal 95, the company founded by Zelensky, whose partners were implicated in a network of offshores by the Pandora Papers. After Zelensky’s ascension, key figures of Kvartal 95 joined Zelensky’s administration. Ivan Hennadiyovych Bakanov, for example, went from head of the production studio to the leader of the Security Service of Ukraine under Zelensky.

The show literally created Zelensky’s presidential persona, effectively allowing him to build an unofficial campaign against the incumbent administration until March 2018, when a political party named after the television series was registered with the Ministry of Justice. In December 2018, Zelensky officially announced his presidential candidacy on 1+1.

Zelensky, the creation of an oligarch, campaigned for president as the character he played in a comedy series with a party named after the show to victory in 2019. During the race, Volodymyr Ariev, a political ally of incumbent President Poroshenko, posted a chart on Facebook claiming it showed how Zelensky and his television production partners were beneficiaries of a constellation of offshore firms which allegedly received millions from Kolomoisky’s PrivatBank.

The allegations were dismissed as baseless at the time, but the Pandora Papers revealed that information on several companies in the network corresponded with Ariev’s chart, the OCCRP noted.

Shortly after taking the reins, Zelensky and his Servant of the People party began firing, supposedly for inefficiency, Ukrainian ministers with reputations as anti-corruption reformers. Daria Kaleniuk, head of Ukraine’s Anti-Corruption Action Center, told the Washington Post in March 2020 that the affair sent the message that Zelensky “can fire a person who takes a risk, for doing the right things, and blame this person for inefficiency.” Kiev-based reform reporter Oleg Sukhov echoed the sentiment last year, writing that “Zelensky has consistently protected corrupt officials from prosecution and killed anti-corruption reforms.” On the other hand, when faced with a petition calling for his dismissal, Zelensky refused to fire Oleh Tatarov, his deputy chief of staff, who had been charged with bribery.

The people put on the chopping block were also the ones most likely to threaten the power of oligarchs like Kolomoisky, from whom Zelensky may have learned a thing or two.

In a 2020 press conference, he remarked that he wanted to be “remembered as the president who built good roads in Ukraine.” One of the handful of construction companies that have received a significant share of state funds for building public roads during his tenure is PBS LLC, which is linked to Skorzonera LLC, a company co-owned by Kolomoisky, according to corporate records.

PBS has been accused by Ukrainian investigators of misappropriating millions in state funds for road work. A ruling by a court in Ivano-Frankivsk Oblast noted that together with the Kolomoisky-controlled Skorzonera it is connected as part of a web of related business entities with overlapping addresses and personnel. PBS and Skorzonera had even sent their tax declarations from the same IP address.

Notably, former Customs Minister Maxim Nefyodov was one of the reformers fired by Zelensky. Nefyodov is most well-known for having created ProZorro, a system designed to tackle corruption in Ukraine’s public procurement sector.

After dismissing Nefyodov, Zelensky’s party used its majority to pass legislation that would allow the most expensive road construction project in modern Ukrainian history to be built with zero oversight, ProZorro exempt. Last June, the Kyiv Post reported how Zelensky “has doubled spending on road repairs, reaching into the pocket of the COVID relief fund and spending money Ukraine has won in international courts.” An interesting source of cash, considering that the IMF approved a multi-billion dollar in 2020 “to help Ukraine to cope with COVID-19 pandemic challenges by providing balance of payments and budget support.” Is it possible that Zelensky has taken a page out of Kolomoisky’s book by taking liberties with international aid? It’s hard to say for certain.

Also unclear, is why the State Department decided to once again sanction Kolomoisky last March after he was taken off the bad list despite his own international scheming. In a press statement, Secretary of State Anthony Blinken said the reason was “due to his involvement in significant corruption.” But they were aware of that when they put him on and took him off the list the first time. Stranger still, Blinken specifically cited the years 2014 to 2015, when Kolomoisky “was involved in corrupt acts that undermined rule of law and the Ukrainian public’s faith in their government’s democratic institutions and public processes, including using his political influence and official power for his personal benefit.”

Again, this is not a revelation, considering that Nuland played a role in getting Kolomoisky off the list the first time during that period, back when Blinken served as Deputy National Security Advisor under Obama. Blinken didn’t even mention Kolomoisky’s alleged plundering in America.

Puppet of Intrigue

In 2019, just after Zelensky won his election, Kolomoisky signaled that he was prepared to pour oil over troubled waters and make peace with Russia. The civil war in eastern Ukraine has so far claimed more than 14,000 lives. The oligarch said it was enough: “They’re stronger anyway. We have to improve our relations,” he said about Russia and Ukraine according to the New York Times. But he also saw an obstacle: “People want peace, a good life, they don’t want to be at war. And you [Washington] are forcing us to be at war, and not even giving us the money for it.”

Did the U.S. sanction Zelensky’s patron, the way it did Firtash, to nudge him in the right direction?

In the latter case, the U.S. threatened to arrest Firtash for bribery to pressure Yanukovych into signing a trade deal with the EU. But the deal was, in reality, a ploy to destabilize Russia’s economy.

Despite being characterized as merely “pro-Russian,” Yanukovych, as The Economist , preferred “to preserve the status quo and refrain from joining either camp while continuing to milk [the EU and Russia].” And so the United States squeezed his friend to encourage Yanukovych to tilt in the desired direction. “If Yanukovych were to be persuaded to change his mind, threatening to put his sponsor Dmitry Firtash behind bars was a potent lever to apply,” wrote Cockburn. “Four days later, Yanukovych signaled he was ready to sign, whereupon Washington lifted the request to shackle his billionaire ally.”

But Yanukovych changed course and accepted a counteroffer from Moscow, a moment that became the flashpoint for a color revolution. Still Cockburn: “Street protests in Kiev followed, eagerly endorsed by Nuland, who subsequently distributed cookies in gratitude to the demonstrators.”

Yanukovych fled Kiev on February 22. Four days later, Washington renewed its efforts to arrest Firtash. “They duly did. Briefly imprisoned, Firtash posted the equivalent of $174 million bail and waited for a court to rule on his appeal against extradition.”

Whether something similar happened with Zelensky’s oligarch is another good question; likely one that won’t be answered anytime soon.

The Big Lie

The war has completely reinvented Zelensky, thus saving his scandal-plagued presidency marked by broken promises. As a Kyiv International Institute of Sociology poll showed, just 24 percent of voters supported him in late January. But now, thanks to the West’s embracement of the actor’s new persona which often places him beyond reproach, Zelensky has become the recipient of unqualified adoration and enormous amounts of international aid money. “Before the war the U.S. was sending $300 million per year to Ukraine,” said to NPR Mark Cancian, a senior adviser at the Center for International and Strategic Studies. “Now, we’re providing $100 million a day” to what was until recently considered “the most corrupt nation in Europe,” reports (of all newspapers) The Guardian.

As of today, the United States government alone is on track to deliver more than $50 billion. For comparison, the Department of Homeland Security estimated that Trump’s proposed border wall would cost roughly $21.6 billion. Republicans in particular, spent the first two years of Trump’s term resisting his efforts to fund and build the wall, before reluctantly agreeing to support just a fraction of what they approved for Ukraine at the drop of a hat, even challenging the patriotism of their critics.

What is the likelihood that those billions in international aid will vanish into well-connected pockets?

No one is asking these or any other important questions. Just like no one asked if it was odd when Zelensky stated that Russia would have to “kill all residents” in Ukraine’s capital to take it and get to him. That, seems the high price that the ‘servant of the people’ is willing to let Ukrainians pay; and one that Washington is happy to let Americans subsidize.

The FBI aided a Ukrainian intelligence effort to ban Twitter users and collect their data, new leaks show. Twitter declined to censor journalists targeted by Ukraine, including The Grayzone’s Aaron Maté

The Federal Bureau of Investigation has aided a Ukrainian intelligence effort to censor social media users and obtain their personal information, leaked emails reveal.

In March 2022, an FBI Special Agent sent Twitter a list of accounts on behalf of the Security Service of Ukraine (SBU), Ukraine’s main intelligence agency. The accounts, the FBI wrote, “are suspected by the SBU in spreading fear and disinformation.” In an attached memo, the SBU asked Twitter to remove the accounts and hand over their user data.

The Ukrainian government’s FBI-enabled targets extend to members of the media. The SBU list that the FBI provided to Twitter included my name and Twitter profile. In its response to the FBI, Twitter agreed to review the accounts for “inauthenticity” but raised concerns about the inclusion of me and other “American and Canadian journalists.”

The FBI’s attempt to ban Twitter accounts at the request of Ukrainian intelligence is among the most overt requests for censorship revealed to date in the Twitter Files, a cache of leaked communications from the social media giant.

The FBI’s censorship request was relayed in a March 27th, 2022 email from FBI Special Agent Aleksandr Kobzanets, the Assistant Legal Attaché at the US Embassy in Kyiv, to two Twitter executives. Four FBI colleagues were copied on the exchange.

“Thank you very much for your time to discuss the assistance to Ukraine,” Kobzanets wrote. “I am including a list of accounts I received over a couple of weeks from the Security Service of Ukraine. These accounts are suspected by the SBU in spreading fear and disinformation. For your review and consideration.”

The attached document, drafted by Ukraine’s SBU, contained 163 accounts, including mine. (The list is numbered to 175, but some accounts have two corresponding numerical lines).

The listed Twitter profiles, the SBU alleged, have been “used to disseminate disinformation and fake news to inaccurately reflect events in Ukraine, justify war crimes of the Russian authorities on the territory of the Ukrainian state in violation of international law.”

In order “to stop Russian aggression on the information front,” the SBU continued, “we kindly ask you to take urgent measures to block these Twitter accounts and provide us with user data specified during registration.”

The SBU expressed its “gratitude for the existing level of interaction.”

In a memo forwarded by the FBI, Ukraine’s SBU asks Twitter to “block” the listed Twitter accounts “and provide us with user data specified during registration.”

If granted, the users on the list would not only have been banned from Twitter but had their phone number, date of birth, and email address disclosed to both the FBI and SBU.

In response, Yoel Roth, Twitter’s then-Head of Trust and Safety, informed Special Agent Kobzanets and his FBI colleagues that Twitter would “review the reported accounts under our Rules.” But he warned that the list included “a few accounts of American and Canadian journalists (e.g. Aaron Mate).” Therefore, Roth said, Twitter’s review would “focus first and foremost on identifying any potential inauthenticity.”

Roth then suggested that he would be open to suspending authentic accounts if it could be proven that they have a hidden tie to a foreign government. Journalists “who cover the conflict with a pro-Russian stance are unlikely to be found in violation of our rules absent other context that might establish some kind of covert/deceptive association between them and a government,” Roth wrote. “Any additional information or context in those areas is of course welcome and appreciated.”

Twitter executive Yoel Roth’s response to the FBI’s censorship request flags its inclusion of journalists, “e.g. Aaron Mate.”

In his reply, Kobzanets did not directly acknowledge Roth’s concerns about Ukraine’s FBI-abetted effort to censor journalists. “Understood,” Kobzanets told Roth. “Whatever your review determines and action Twitter deem[s] is appropriate.” He also indicated that the FBI would not meet Roth’s request for any “context” that might establish ties between journalists and a foreign government: “Unlikely there will be any additional information or context.”

Inside Twitter, Roth forwarded the FBI request to two colleagues. “This is the output of our meeting with the FBI last week,” he wrote. “The list of accounts is a mixed bag – there’s some state media mixed in with a bunch of other stuff – but given the context, I think a deep dive here warranted.” (Roth left Twitter in November 2022).

In an email, I asked Special Agent Kobzanets if he had vetted Ukraine’s censorship request list before sending it to Twitter. I also asked Kobzanets if, after being informed by Twitter’s Roth that the FBI was trying to censor journalists on the SBU’s behalf, whether that had prompted any review or revision of his assistance to Ukrainian intelligence. Kobzanets did not respond.

The FBI’s National Press Office also declined to answer questions. Among several queries, I invoked Twitter’s warning that the FBI’s “assistance to Ukraine” entailed censoring journalists, and asked if that has prompted any changes to the bureau’s collaboration with Ukrainian intelligence.

“While we appreciate your inquiry, as a matter of practice we do not confirm, deny, or otherwise comment on specific interactions nor confirm the veracity of correspondence,” an FBI spokesperson wrote.

FBI-SBU Twitter Request

The FBI officials copied on the Kobzanets’ exchange with Twitter include Elvis Chan, an Assistant Special Agent in Charge (ASAC) of the FBI’s San Francisco field office, where he manages its Cyber Branch. Chan was active in the FBI’s contacts with Twitter when the social media giant’s censorship of reporting on Hunter Biden’s laptop shortly before the November 2020 election. (As I recently reported, he was also involved in FBI’s decision to forego a direct inspection of the DNC servers and instead rely on the Hillary Clinton-funded cyber firm CrowdStrike in the bureau’s probe of alleged Russian hacking in 2016).

Of the 163 accounts named by the SBU, 34 were suspended and 20 no longer exist. The rest remain active.

Those marked for censorship by Ukraine but remain online include Russian politicians Gennady Zyuganov, a longtime member of Russia’s Communist Party and parliamentarian who lost to Boris Yeltsin in Russia’s 1996 president election; Dmitry Rogozin, Russia’s former Deputy Prime Minister; and Sergey Mironov, a Russian politician and parliamentarian. The list also includes Russian journalists Vladimir Solovyov, a television news host; and Margarita Simonyan, editor-in-chief of the Russian state-controlled network RT. Several Russian government agencies and media outlets were also listed.

The Ukrainian nationals targeted by the SBU’s suppression request include Anatoly Shariy, a video blogger and politician who fled Ukraine in 2012 and subsequently received European Union asylum; and Andriy Portnov, a Ukrainian lawyer and politician who served as a senior official under Ukrainian President Viktor Yanukovych until the latter’s ouster in the February 2014 Maidan coup. (Both Shariy and Portnov’s Twitter accounts remain active).

The disclosure of a collaboration on censorship between the FBI and SBU is the latest documented instance of Ukrainian state-tied attempts to target foreign voices. A Ukrainian website known as Myrotvorets maintains a list of what it calls “enemies of Ukraine.” I was recently added to that list along with The Grayzone’s Anya Parampil, as well as the comedian and YouTube host Jimmy Dore. The Myrotvorets database was co-founded by Anton Gerashchenko, former deputy minister at the Ukraine’s Ministry of Internal Affairs, where he now serves as an advisor.

Last year, the global tech/media conference Web Summit withdrew a speaking invitation to The Grayzone’s Max Blumenthal and I after Olena Zelenska, the wife of Ukrainian President Volodymyr Zelensky, demanded our cancellation. (Another Grayzone colleague, Kit Klarenberg, was recently detained and interrogated about his journalism by British authorities).

News of the FBI’s work with Ukrainian intelligence to censor Twitter users also follows reporting from journalist Lee Fang that the FBI has pressured Facebook to remove accounts and posts deemed by the SBU to be Russian “disinformation.” According to Fang, a senior Ukrainian official in regular contact with the FBI defined “disinformation” in such broad terms that it could mean viewpoints that “simply contradict the Ukrainian government’s narrative.”

Um zwei Uhr morgens kam es zu mehreren Einschlägen im oberen Teil des Wasserkraftwerks, wo sich Shandors (Balken zur Blockierung des Durchlasses – Anm. d. Red.) befinden, an denen sich direkt die Ventile befinden, und es wurde abgerissen. Der Damm ist nicht zerstört, und das sind großartige Neuigkeiten, sagte der Bürgermeister.

Etwas später berichtete Vladimir Leontiev, dass etwa dreihundert Häuser in Korsunka und Dnepryan unterhalb von Nowaja Kachowka infolge der Zerstörung des oberen Teils des Wasserkraftwerks Kachowskaja in die Überschwemmungszone fallen könnten. Die Behörden haben damit begonnen, alle notwendigen Maßnahmen zu ergreifen, falls eine Notevakuierung erforderlich sein sollte.

Der Verwaltungschef widerlegte auch Annahmen, dass die Situation mit dem Wasserkraftwerk Kachowskaja die Wasserversorgung der Krim beeinträchtigen könnte. Es bestehe keine Gefahr, dass der Wassertransport durch den Nordkrimkanal gestoppt werden müsse..

„Es besteht keine Gefahr einer Austrocknung, sonst machten sich die Einwohner der Krim Sorgen. Die Hauptstation des SCC (Nr.) liegt oberhalb des Damms“, zitierte der Pressedienst der Verwaltung den Bürgermeister.

Rettungsdienste der Region berichten, dass das Wasser in Nowa Kachowka weiterhin bis zu 10 Meter, in Dneprjan bis zu 8 Meter und in Korsunka bis zu 5,3 Meter ansteigt. Berichten zufolge wird der Wasserstand 72 Stunden lang steigen.

Bewohner von Küstensiedlungen in der Region Cherson wurden aufgrund der aktuellen Lage vor einer möglichen Evakuierung gewarnt. Die Verwaltung des Stadtbezirks Nowokachowsk stellte klar, dass alle Notfall- und Sonderdienste in voller Bereitschaft seien und den Bewohnern bei Bedarf alle notwendige Hilfe leisten würden. Berichten zufolge soll auch eine Möglichkeit zur Evakuierung von Personen mit eingeschränkter Mobilität organisiert werden.

Die Botschaft der Verwaltung betrifft insbesondere die Bewohner folgender Siedlungen: Cossack Camps, Novaya Mayachka, Alyoshki, Kardashinka, Golaya Pristan, Zburyevka.

Jetzt beschäftigen wir uns mit den Folgen der Zerstörung des oberen Teils des Wasserkraftwerks Kachowskaja. Zu Sowjetzeiten haben Wissenschaftler berechnet, was die vollständige Zerstörung des Staudamms zur Folge haben würde. Die Berechnungen wurden 1985 durchgeführt, wurden aber schnell klassifiziert, um die Einwohner nicht zu erschrecken.

Berechnungen zufolge wird im Falle einer Dammexplosion eine fünf Meter hohe Welle mit einer Geschwindigkeit von 25 Kilometern pro Stunde den Dnjepr hinabstürzen. Ein Wasserstrahl dieser Stärke wird alle Dörfer wegspülen, denen er auf dem Weg begegnet. Und in nur wenigen Stunden wird bereits eine mächtige Welle in Cherson sein. Das Wasser würde demnach innerhalb von 14 Stunden eintreffen.

Der Telegram-Kanal „Rybar“ berichtet, dass die Inseln und die Grauzone im Dnjepr-Becken in der Überschwemmungszone lagen. Die Streitkräfte der Ukraine versuchen, die Inseln zu evakuieren, doch russische Einheiten greifen sie an.

Im Moment seien die Stellungen der Truppen an „unserem“ Ufer des Dnjepr außer Reichweite von Wasser, berichtet der Telegrammkanal „Veteran“ Zapiski, aber das Wasser begann aktiv die ukrainischen Stellungen wegzuspülen. Im ukrainischen Teil des Netzwerks haben Experten begonnen zu erkennen, dass der Wasserstand die ukrainischen Operationen und damit die Gegenoffensive in diesem Abschnitt erschweren wird.

Das Wasser steigt allmählich an, sodass der ursprüngliche Plan des Feindes offensichtlich nicht aufgegangen ist. Die Situation ist jedoch dringend. Auf beiden Seiten des Dnjepr ist eine Evakuierung erforderlich. Das versteht man auch in Kiew – es wurde angekündigt, dass Busse geschickt werden, um Leute rauszuholen.

Es ist wichtig anzumerken, dass es im Kernkraftwerk Saporischschja noch keine steigenden Wassermengen gibt und dass aufgrund der Explosion des Wasserkraftwerks Kachowskaja keine Gefahr für die Sicherheit des Kraftwerks besteht, was von Karchaa, Berater des Leiters von Rosenergoatom, bestätigt wurde.

Der Regierungschef der Region Cherson, Andrey Alekseenko, betonte, dass nach der teilweisen Zerstörung des Bahnhofs keine Gefahr für das Leben der Menschen bestehe. Allerdings geht die Selbstzerstörung der Anlage selbst weiter voran – die Hälfte der Spannweiten sei bereits zerstört, heißt es von den Einsatzkräften.

Laut Alekseenko wurden drei Einsatzgruppen von Rettern des russischen Katastrophenschutzministeriums nach Nowaja Kachowka, Holaja Pristan und Aljoschka entsandt. Er stellte fest, dass die Überschwemmungssituation infolge des Angriffs der Streitkräfte der Ukraine auf das Wasserkraftwerk Kachowskaja vollständig unter Kontrolle sei.

Das operative Hauptquartier für die Situation im Wasserkraftwerk Kachowskaja wurde vom amtierenden Gouverneur Wladimir Saldo geleitet. Unter den Bedingungen des ständigen Beschusses der Streitkräfte der Ukraine ist eine Reparatur des Wasserkraftwerks nicht möglich. Es besteht kein Zweifel, dass der Grund für die Zerstörung der Station der wiederholte Beschuss durch die ukrainischen Streitkräfte war. Infolgedessen droht in Kiew eine ökologische Katastrophe für alle, auch für die Bevölkerung der Gebiete, die noch immer vom Regime kontrolliert werden. [Was sagt uns das? Kiew weiß, dass es dieses Gebiet irgendwann an die Russen verlieren wird. Sonst hätten sie ihr eigenes Land nicht verwüstet.]
