NATO’s Growing Military Presence in Latin America and the Caribbean

At present, it has become customary to speak of NATO’s expansion “towards Eastern Europe”, which, while effective, is a reductionist concept. The truth is that since the end of the bipolar world, the United States, believing itself to be the master of the world, has used NATO to expand throughout the planet. Proof of this is the signing of the AUKUS Treaty (Australia, United Kingdom and United States), the creation of the Quadrilateral Security Dialogue (QUAD) formed by Australia, India, Japan and the United States and the Five Eyes Intelligence Alliance (United States, United Kingdom, Canada, New Zealand and Australia) as instruments of NATO’s military expansion in Asia and Oceania.

The same is happening in Latin America and the Caribbean, where the United States is initiating an aggressive expansion plan throughout all latitudes and longitudes of the region. The following three installments will provide data to confirm the above assertion.

At the end of last year, the United States had installed 12 military bases in Panama, 12 in Puerto Rico, 9 in Colombia, 8 in Peru, 3 in Honduras, 2 in Paraguay, as well as installations of this type in Aruba, Costa Rica, El Salvador, Cuba (Guantanamo), and Peru among other countries, at the same time that it is orienting its search for the total coverage of the land and maritime surface of the region.

In Argentine territorial waters and in the Malvinas Islands, which were usurped by the United Kingdom, there is a NATO presence integrated in a system formed by bases on the islands of Ascensión, Santa Elena and Tristán da Acuña which “guards” the entire Atlantic from the north to the Antarctic area.

According to a report of the US Department of Defense quoted by the Venezuelan portal Misión Verdad, since May 2022 the United Kingdom is forming a “strategic triangle of control” of the southern tip of South America. While south of the Malvinas, nuclear submarines are operating. In addition, “France and the United States regularly organize joint military maneuvers in the region”.

During the last few years, and especially after the arrival of Laura Richardson as head of the U.S. Armed Forces Southern Command in October 2021, the levels of Washington’s aggressive interference in the region have ostensibly increased. This coincided with the arrival to power of Joe Biden who has implemented an active policy of substitution of the traditional (and natural) protagonism of the State Department in diplomatic activity, which began to be occupied by the Pentagon, the National Security Council and even the CIA. An increasing number of officials from these agencies are occupying ambassadorial posts in Latin America and the Caribbean.

The U.S. strategy is aimed at strengthening its presence in the region. In perspective, the South Atlantic has become particularly important given its proximity to Antarctica, which is regulated by a treaty that ended in 1941, the Amazon, the planet’s main reserve of oxygen and biodiversity, and the triple frontier where the Guarani aquifer, the world’s largest water reservoir, is located.

This is what makes sense of the United States’ attempts to reinstate the cold war in the region, this time against China and Russia. This logic explains the decision to urge six Latin American countries to donate their Russian military equipment to Ukraine, excluding – of course – Cuba, Nicaragua and Venezuela from this request. Richardson warned that after China, Russia is the number two adversary of the United States in the region, stressing the great strategic value of the region for her country.

The U.S. general has called China a “malign state actor” after 21 of the 31 countries in the region have joined China’s Belt and Road initiative, at the same time as Beijing’s investment in critical infrastructure such as deep-water ports, space research or telecommunications, with 5G networks and the company Huawei, has increased.

Richardson highlighted the “protective” role that the United States will play in the region because being good neighbors means “taking care of each other” which “obliges” Washington to take charge of fighting against organized crime networks involved in human trafficking, drug smuggling, unregulated logging and illegal mining and especially “because it is a region rich in resources and rare earths, with the so-called Lithium Triangle that has 60% of the world’s reserves (in Argentina, Bolivia and Chile), a metal very necessary for technology”.

In the same way, Richardson has said that the United States is interested in oil (given the large reserves found in Guyana and the largest in the world in Venezuela) as well as copper and gold in the region, and that the United States is also preoccupied by the fact that oxygen and 31% of the Earth’s fresh water is found in the Amazon. For all these reasons -according to her- China, which has become the main trading partner of several countries in the region, must be kept at a distance.

This logic is part of the “integrated deterrence” strategy of the United States, a renewed form of the National Security Doctrine which proposes to bring together under the Pentagon’s leadership “all the civilian and military capabilities of governments, businesses, civil society and academia of the United States and all its allies”.

At the XV Conference of Defense Ministers of the Americas held in Brazil in July 2022, Defense Secretary Lloyd Austin presented this strategy to his peers in the region. Two months later, in September, Richardson insisted on it before 14 military chiefs at the South American Defense Conference.

The interest of the United States has a regional perspective based on the need for its control since 200 years ago when the Monroe Doctrine was enunciated. But in the global perspective, Latin American armed forces constitute a combative potential that cannot be underestimated. In 2018, Brazil had 334,000 active military personnel, Colombia had 200,000 and Argentina had 51,000.

NATO has 3.5 million active military and civilian personnel. According to the CELAG think tank, Brazil and Colombia alone would contribute more assets to NATO than the European members annexed in the 1990s. In this sense, it is worth making a comparison, considering that Argentina, for example, has assets similar to those of Bulgaria (24,800) and the Czech Republic (25,000) combined.

In order to better understand this situation and the intense imperial activity to control the Latin American and Caribbean space, it is worth reviewing the way in which the intervention of the United States and NATO has been materializing in some countries of the region:

Paraguay

The Master Plan for the Navigability of the Paraguay River is an initiative of the Paraguayan government to “maximize the use of this navigable waterway”, but it was the U.S. Ambassador Marc Ostfield who made the announcement. The work is being supported by U.S. capital and will be carried out thanks to the services of the U.S. Army Corps of Engineers, which generated great concern in Argentina, which considers that such a decision will mean a control of the territory by foreign forces. Needless to say, the importance of the area, which is part of the La Plata Basin, the fifth largest fresh water reserve in the world in terms of extension, is obvious.

Likewise, Washington does not cease in its long-standing intentions to install a military base in the Triple Border (Argentina-Paraguay-Brazil), with the excuse of combating international terrorism and drug trafficking. In this context, attempts to militarize the region and change the “rules of the game” so that the United States can establish territories under its permanent control are considered extremely dangerous in Argentina. Likewise, some local political leaders have expressed concern that their region is being drawn into a logic of confrontation between the United States and China.

Although the Paraguayan government has said that the project involves “cooperation with specialists from the United States” which will include the study of the rivers, but does not contemplate cooperation of a military nature, the total subordination of Asunción to the United States casts doubt on this assertion. In geopolitical terms, it is also considered that Paraguay is the only country in South America that does not have relations with China.

Argentina

From the Argentine perspective, Asuncion’s decision to attract the U.S. armed forces to advance the navigability of the Paraguay River is related today to the growing food trade, which, in the context of the war in Ukraine, became strategic.

The purpose of the waterway is to allow the navigation of large vessels with large volumes of cargo 365 days a year, rectifying the route and eliminating islands and other obstacles. The presence of U.S. Army specialists gives the project a very different character from what was originally presented as a civilian project.

On the other hand, the United States has shown concern because the Argentine State intends to carry out a new bidding process for the dredging of the Paraná River (which receives waters from Paraguay) and some of the companies that will try to win it are of Chinese origin.

For the United States, the Triple Border between Argentina, Brazil and Paraguay is of paramount importance. The Southern Command stated that it had identified sources of financing for “terrorist organizations” based in West Asia, mentioning the Lebanese Hezbollah and the Palestinian Hamas. To counter this alleged threat, a multilateral mechanism called 3+1 was created with the three South American countries and the United States.

Washington has also shown great interest in Argentine Patagonia. In that framework last August 8, the US ambassador in the country attended in the city of Neuquén (located about 1140 km southwest of Buenos Aires) a meeting with representatives of the most powerful oil corporations in the world.

Four years earlier, in 2018, the construction of various facilities was announced, in a fiscal property under the direction and financing of the U.S. Southern Command. Although its embassy in Argentina hastened to inform that the works were part of a “humanitarian aid” project whose objective was to improve Neuquén’s capacity to respond to natural disasters, Neuquén’s civil society has rejected such an idea, since it has been characterized by secrecy, lack of information and absence of communication regarding what Argentina has obtained in exchange for the cession of such territory in an area that is considered of high strategic value.

The project, characterized as a “camouflaged military base” according to a report by journalist Ariel Noyola Rodríguez published in the RT portal, is part of a continent-wide strategy that has been characterized as a novel form of military intervention in the region: the “Humanitarian Assistance and Natural Disaster Response” program, sponsored by the U.S. Southern Command,

On the other hand, it cannot be ignored in this analysis that part of the Argentine territory is occupied by NATO forces. Between 1500 and 2000 British military personnel are stationed in the Malvinas, some of them permanently, as well as the latest generation of fighter-bombers.

The Stage is Set for Hybrid World War III

A powerful feeling rhythms your skin and drums up your soul as you’re immersed in a long walk under persistent snow flurries, pinpointed by selected stops and enlightening conversations, crystallizing disparate vectors one year after the start of the accelerated phase of the proxy war between US/NATO and Russia.

That’s how Moscow welcomes you: the undisputed capital of the 21st century multipolar world.

A long, walking meditation impregnates on us how President Putin’s address – rather, a civilizational speech – last week was a game-changer when it comes to the demarcation of the civilizational red lines we are all now facing. It acted like a powerful drill perforating the less than short, actually zero term memory of the Collective West. No wonder it exercised a somewhat sobering effect contrasting the non-stop Russophobia binge of the NATOstan space.

Alexey Dobrinin, Director of the Foreign Policy Planning Department of the Ministry of Foreign Affairs in Russia, has correctly described Putin’s address as “a methodological basis for understanding, describing and constructing multipolarity.”

For years some of us have been showing how the emerging multipolar world is defined – but goes way beyond – high speed interconnectivity, physical and geoeconomic. Now, as we reach the next stage, it’s as if Putin and Xi Jinping, each in their own way, are conceptualizing the two key civilizational vectors of multipolarity. That’s the deeper meaning of the Russia-China comprehensive strategic partnership, invisible to the naked eye.

Metaphorically, it also speaks volumes that Russia’s pivot to the East, towards the rising sun, now irreversible, was the only logical path to follow as, to quote Dylan, darkness dawns at the break of noon across the West.

As it stands, with the wobblin’, ragin’ Hegemon lost in its own pre-fabricated daze, the real runners of the show feeding burning flesh to irredeemably mediocre political “elites”, China may have a little more latitude than Russia, as the Middle Kingdom is not – yet – under the same existential pressure Russia has been put under.

Whatever happens next geopolitically, Russia is at heart a – giant – obstacle on the warmongering path of the Hegemon: the ultimate target is top “threat” China.

Putin’s ability to size up our extremely delicate geopolitical moment – via a dose of highly concentrated, undiluted realism – is something to behold. And then Foreign Minister Lavrov provided the sweet cherry on top, calling the hapless US ambassador for a hardcore dress down: oh yeah, this is war, hybrid and otherwise, and your NATO mercenaries as well as your junk hardware are legitimate targets.

Dmitry Medvedev, deputy chairman of the Security Council, now more than ever relishing his “unplugged” status, made it all very clear: “Russia risks being torn apart if it stops a special military operation (SMO) before victory is achieved.”

And the message is even more acute because it represents the – public – cue to the Chinese leadership at the Zhongnahhai to understand: whatever happens next, this is the Kremlin’s unmovable official position.

The Chinese restore the Mandate of Heaven

All these vectors are evolving as ramifications of the bombing of the Nord Streams, the only military attack – cum industrial terrorism – ever perpetrated against the EU, leave the Collective West paralyzed, dazed and confused.

Perfectly in tandem with Putin’s address, the Chinese Ministry of Foreign Affairs chose the geopolitical/existential moment to finally take the gloves off, with a flourish: enter the

US Hegemony and its Perils essay cum report, which became an instant massive hit across Chinese media, examined with relish all across East Asia.

This blistering enumeration of all the Hegemon’s lethal follies, for decades, constitutes a point of no return for trademark Chinese diplomacy, so far characterized by passivity, ambivalence, actual restraint and extreme politeness. So such turnaround is yet another proud “achievement” of the outright Sinophobia and mendacious hostility exhibited by American neocons and neoliberal-cons.

Scholar Quan Le notes that this document may be regarded as the traditional form – but now filled with contemporary wording – the Chinese Sovereigns used in their millenary past before going to war.

It is in fact an axio-epistemo-political proclamation justifying a serious war, which in the Chinese universe means a war ordained by a Higher Power capable of restoring Justice & Harmony in a troubled Universe.

After the proclamation the warriors are equipped to strike mercilessly at the entity judged to be troubling the Harmony of the Universe: in our case, the psycho Straussian neo-cons and neoliberal-cons commanded as rabid dogs by the real American elites.

Of course in the Chinese universe there’s no place for “God” – much less a Christian version; “God” for the Chinese means the Beauty-Goodness-Truth trinity, Timeless Heavenly Universal Principles. The closest concept for a non-Chinese to understand is Dao: the Way. So the Way to the Beauty-Goodness-Truth trinity represents symbolically Beauty-Goodness-Truth.

So what Beijing did – and the Collective West is completely clueless about it – was to issue an axio-epistemo-political proclamation explaining the legitimacy of their quest to restore Timeless Heavenly Universal Principles. They will be fulfilling the Mandate of Heaven – nothing less. The West won’t know what it hit them until it’s too late.

It was predictable that sooner or later the heirs of Chinese civilization would have had enough – and formally identify, mirroring Putin’s analysis, the upstart Hegemon as the premier source of chaos, inequality and war across the planet. Empire of Chaos, Lies and Plunder, in a nutshell.

To put it bluntly, in streetwise language, the hell with this Americana crap of hegemony being justified by “manifest destiny”.

So here we are. You want Hybrid War? We will return the favor.

Back to the Wolfowitz Doctrine

A former CIA advisor has issued a quite sobering report on a pebble along the rocky way: a possible endgame in Ukraine, now that even some elite-run parrots are contemplating a “way out” with minimal loss of face.

It’s never idle to remember that way back in 2000, the year Vladimir Putin was first elected as President, in the pre-9/11 world, rabid neocon Paul Wolfowitz was side by side with Zbig “Grand Chessboard” Brzezinski in a huge Ukraine-US symposium in Washington, where he unabashedly raved about provoking Russia to go to war with Ukraine, and committed to finance the destruction of Russia.

Everyone remembers the Wolfowitz doctrine – which was essentially a tawdry, pedestrian rehash of Brzezinski: to keep permanent US hegemony it was primordial to pre-empt the emergence of any potential competitor.

Now we have two nuclear-powered, tech savvy peer competitors united by a comprehensive strategic partnership.

As I finished my long walk paying due respect by the Kremlin to the heroes of 1941-1945, the feeling was inescapable that as much as Russia is a master of riddles and China is a master of paradox, their strategists are now working full time on how to return all strands of Hybrid War against the Hegemon. One thing is certain: unlike boastful Americans, they won’t outline any breakthroughs until they are already in effect.

DEUTSCHLANDS LIEFERKETTEN-GESETZ TREIBT AFRIKA IN DIE ARME CHINAS

In ihrem Wahn, von Berliner Ministerialbüros aus der ganzen Welt überheblich eigene moralische Standards aufzuzwingen und dafür auch die Wirtschaft an die kurze Leine zu nehmen, hatte bereits die Merkel-Regierung ein sogenanntes „Lieferkettengesetz“ verabschiedet. Die Scholz’sche Ampel hält mit Inbrunst daran fest – obwohl schon jetzt feststeht, dass es durch diesen größenwahnsinnigen Versuch einer Regulierung der Weltmärkte am Ende nur Verlierer geben kann.

Denn mit ihrem Bestreben, all das in den internationalen Handelsbeziehungen umzusetzen, mischt sich die deutsche Politik nicht nur wieder einmal in sozialistischer Manier in die Märkte ein und überrollt die Wirtschaft mit einer weiteren Bürokratie-Lawine. Ihr eigentliches Vorhaben geht auch, wie immer, gründlich nach hinten los, weil sich keiner um die realen Auswirkungen Gedanken gemacht hat.

Orgien der Bürokratie

So müssen nun – unter anderem – Unternehmen mit mehr als 1.000 Mitarbeitern ein „Risikomanagement” zur Abwendung potenziell negativer Auswirkungen auf die Menschenrechte einrichten. Hierzu sind sie verpflichtet, eine entsprechende Risikoanalyse durchführen, eine „Grundsatzerklärung” abzugeben, konkrete Abhilfe-Maßnahmen zu ergreifen, ein eigenes Beschwerde-Management zu installieren, „Sorgfaltspflichten” in Bezug auf Risiken bei mittelbaren Zulieferern umzusetzen.

All dies muss natürlich – nach der Devise „wer schreibt, bleibt” – umfassend dokumentiert werden, und es müssen an die regierenden Bürokraten turnusmäßige Berichte vorgelegt werden – und das alles, um zu gewährleisten, dass sie keine Lieferungen beziehen, deren Erzeugung in irgendeiner Form gegen Menschenrechts-Standards verstoßen haben. Es handelt sich dabei um ein wolkiges Zertifizierungs-Verfahren, das keinem anderen Zweck dient, als rituelle Absichtserklärungen zu bekunden und den Firmen per Schikane ihre ethische Verpflichtung einzutrichtern.

Selbstzerstörerischer Unsinn

In der Praxis führt dieser selbstzerstörerische Unsinn dazu, dass mehr Kosten, mehr Personal und noch weniger Effizienz die Lieferketten belasten. Die Erzeugerpreise und damit die Kosten für die Verbraucher werden gesteigert, und die konsequente Umsetzung der erzwungenen „Bekenntnisse“ der Firmen könnte für viele Produktionsstandorte in den Entwicklungsländern den Wegfall von zahllosen Arbeitsplätzen bedeuten und damit eine wirtschaftliche Katastrophe.

Hinzu kommt, dass die Großkonzerne mit ihren Heerscharen an Juristen, Personalmanagern und Verwaltungsangestellten problemlos die Einhaltung dieses neuen Regel-Dickichts gewährleisten können, während kleine Unternehmen, Startups, kleine Joint-Ventures mit Handwerkskorporativen in der Dritten Welt und Fair-Trade-Einzelhändler überhaupt nicht die personellen und finanziellen Ressourcen haben, um diesen bürokratischen Irrsinn zu erfüllen.

Kopfgeburten rundumversorgter Politiker

Dass all diese Vorgaben zudem gar nicht umsetzbar sind und gerade kleine Unternehmen gar nicht die Möglichkeit haben, ihre Lieferketten bis ins kleinste Detail nachzuverfolgen, kümmerte die rundumversorgten deutschen Politiker und Spitzenbeamten mit steuerfinanzierten dreizehn Monatsgehältern, die sich solche Gängelungen einfallen lassen, nicht im Geringsten.

Davon abgesehen wird das Gesetz – das selbstverständlich bald auch zur EU-Richtlinie werden soll – auch der Realität in den meisten Ländern mit prekärem Arbeitsschutz und rückständigen Erwerbsbedingungen nicht ansatzweise gerecht, und die dortige Dysfunktionalität und Korruption des Staates verhindert jegliche Reformen. Zur unliebsamen Wahrheit gehört etwa, dass Kinderarbeit und ähnliche Missstände, die in Europa heute undenkbar sind, für Millionen von Familien leider überlebenswichtig sind und zur Realität in vielen Ländern gehören.

Deutsche Weltverbesserer auf Afrika-Moralsafari

Unbeirrt davon schwafelte jedoch SPD-Bundesentwicklungsministerin Svenja Schulze bei ihrer „Afrika-Tournee“ mit Arbeitsminister Hubertus Heil davon, bei dem neuen Gesetz komme es darauf an, den Menschen „am Anfang der Lieferkette“ zu helfen. Das Gegenteil ist jedoch der Fall: Das Gesetz treibt Familien, die ohne Kinderarbeit nicht überleben können, entweder in die Armut – oder chinesischen Wirtschaftspartnern in die Arme, die Afrika mit Billigprodukten überschwemmen und humanitäre Standards, die schon in ihrer Heimat nichts gelten, erst recht nicht in Entwicklungsländern einfordern.
Die meisten betreffenden Länder sind zudem gar nicht in der Lage, eine eigene Produktion aufzubauen, die auch nur ansatzweise konkurrenzfähig wäre

Dies gilt auch in anderen Bereichen und für viele Staaten auf der Welt – weshalb sie auch keineswegs mit der in Deutschland erwarteten Euphorie auf das „Lieferkettengesetz” reagieren. Als Bundeskanzler Olaf Scholz zum Besuch bei seinem sozialistischen Freund Lula da Silva, dessen Wahl in linken Kreisen Europas frenetisch gefeiert wurde, antrat, musste er zur Kenntnis nehmen, dass dieser keineswegs gewillt war, sich an die deutsch-europäischen Vorgaben zu halten.

China sagt danke

Dasselbe gilt in vielen anderen Teilen der Welt, die zudem auch von den ökologisch-feministischen Umerziehungs-Versuchen aus Europa abgestoßen werden. Aus China hingegen erhalten sie konkrete Hilfe beim Aufbau von Infrastruktur im Tausch gegen Rohstoffe. Handfeste Hilfe und Werte, mit denen man dort mehr anfangen kann als mit abstrakten „westlichen Werten“ – und das ohne jede ideologische Einmischung in die eigene Kultur, die ihnen der links-moralische Missions-Eifer in all seinen absurden Varianten aufzwingen will.

Wolfgang Niedermark vom Bundesverband der Deutschen Industrie (BDI) stellt denn auch nüchtern fest: „Das Lieferkettengesetz erschwert … die „Diversifizierungsbemühungen der deutschen Industrie und konterkariert in vielen Bereichen sogar ein stärkeres Engagement in Afrika.“

Viele Unternehmen ziehen sich zurück

Es scheint bereits, als würde auch diese linksgrüne Kopfgeburt schon wieder die üblichen „Erfolge“ zeitigen: Viele deutsche Unternehmen verabschieden sich wegen bürokratischer und rechtlicher Hürden bereits ganz vom afrikanischen Markt.

Und es dürften noch mehr werden: In einer derzeit noch unveröffentlichten BDI-Studie erklären 65 Prozent der befragten Firmen, dass das Lieferkettengesetz ihre Afrika-Aktivitäten teils erheblich erschweren wird. Somit bewirken die weltfremden Moralisierungsbemühungen der deutschen Politkaste wieder einmal nichts als sinnlose Bürokratie und wirtschaftlichen Schaden. Auf die marktfremden und ökonomischen Sachzwängen enthobenen, da wohlversorgten deutschen Politiker wird sich dies freilich nicht auswirken: Sie machen der Wirtschaft das Leben schwer – weil sie es können.

Deutschlands Lieferketten-Gesetz treibt Afrika in die Arme Chinas

Además de la capital, distintas localidades del país europeo observaron la concentración de manifestantes contra el apoyo militar del Gobierno de Emmanuel Macron a las autoridades ucranianas.

“Por la paz”, “No a la Tercera Guerra Mundial” y “Vamos a abandonar la OTAN” fueron algunos de los mensajes expresados por los manifestantes en pancartas.

Uno de los organizadores de la movilización, Florian Philippot, dijo que las negociaciones de paz son la única salida para el conflicto ucraniano. En contrasentido, valoró, el envío de armas francesas a territorio ucraniano conduce al borde de una posible Tercera Guerra Mundial. Además, consideró que los paquetes de sanciones implementados por la Unión Europea contra Rusia no están funcionando.

También lamentó que Francia y Europa se alinean a la posición de Estados Unidos a pesar de que el país norteamericano hizo estallar los gasoductos Nord Stream en el mar Báltico, que unen a Rusia con Alemania.

Además, calificó a la Organización del Tratado del Atlántico Norte de ser “una máquina militar que debería haber sido desmantelada al final de la Guerra Fría y que sólo sirve para iniciar conflictos”.

Perú se convirtió en pieza clave del despliegue militar estadounidense en la región, con la instalación de bases en la selva de ese país y los Centros de Operaciones de Emergencia Regional

Raúl Antonio Capote.— Estados Unidos tiene cerca de 800 bases militares a lo largo del mundo, de ellas más de 75 en América Latina. Entre las más conocidas resaltan 12 en Panamá, igual número en Puerto Rico, nueve en Colombia y ocho en Perú, concentrándose la mayor cantidad en Centroamérica y el Caribe.

La base «pionera» extraterritorial de Estados Unidos en el continente, impuesta contra la voluntad del Gobierno y el pueblo cubanos, se encuentra ubicada en la bahía de Guantánamo, y formó parte de la llamada teoría de la contención, formulada por Nicholas Spykman, que fundamentó la agresión militar estadounidense a distintas regiones del mundo.

Estas bases no son solo militares, aunque todas lo son en su esencia. Hay bases que funcionan como centros para la guerra mediática y la ciberguerra.

Se dividen en tres categorías: Las «bases de operaciones» que tienen una extensión mayor a diez acres y más de 200 militares en servicio activo; las «pequeñas», o «Lily Pad», y las «financiadas», que son instalaciones pertenecientes al país anfitrión en las cuales el personal operativo estadounidense puede tener un acceso total o parcial. La mayoría de las existentes en América Latina entran en esta categoría y sirven como centros de operaciones y adiestramiento militar.

Existen otras que tienen un carácter confidencial, no «confirmadas». Son centros militares con presencia de efectivos estadounidenses que no han sido declarados de manera oficial.

Entre las bases militares más grandes en el continente, se encuentran la de Tolemaida, en Colombia, y la de Palmerola, en Honduras, ambas entran en la categoría de «financiadas», responsables, entre otras cosas, del entrenamiento de escuadrones de la muerte y otros grupos paramilitares.

Palmerola es una base aérea donde opera la Fuerza Aérea Hondureña y la misión militar estadounidense «Fuerza de Tarea Conjunta Bravo», perteneciente al Comando Sur de Estados Unidos.

El Departamento de Defensa ramifica sus operaciones militares en seis comandos organizados geográficamente, con campos de acción delimitados: Comando Norte (Northcom), Comando Sur (Southcom), Comando África (Africom), Comando Europeo (Eucom), Comando Central (Centcom), y Comando Indo-Pacífico (Indopacom). Además, posee otros cinco encargados de diversas áreas de acción, como el Comando espacial, el Comando cibernético, el Comando de operaciones especiales, el Comando estratégico y el Comando de transporte.

Para América Latina, el Southcom es la instancia encargada de administrar y vigilar las actividades militares de Estados Unidos a nivel de la región.

Resulta interesante conocer que, en los últimos diez años, Perú se convirtió en pieza clave del despliegue militar estadounidense en la región, con la instalación de bases en la selva de ese país y los Centros de Operaciones de Emergencia Regional, rivalizando en importancia estratégica con Colombia, lo que arroja luz sobre los últimos acontecimientos en ese país.

Colombia y Perú se erigen como importantes objetivos para la administración Biden, desde el punto de vista estratégico.

La instalación de una base militar, de «ayudada humanitaria» estadounidense en Neuquén, Argentina, nos aporta un dato esclarecedor: la empresa YPF encontró en 2011 en Neuquén un mega yacimiento de petróleo y gas, sin contar las ricas reservas de agua potable de la región.

De acuerdo con los términos utilizados por Washington, se trata de un Centro de Operación y Coordinación ante Emergencias, que tiene por objetivo socorrer a los habitantes de la provincia en caso de catástrofes naturales.

Recientemente, Laura Richardson, la general jefa del Comando Sur de Estados Unidos, sin una gota de rubor, en una conversación con el centro de estudios Atlantic Council, al viejo estilo de la Doctrina Monroe reconoció que el principal interés de Washington en América Latina está en sus recursos naturales, de los que se consideran dueños.

«Con todos sus ricos recursos y elementos de tierras raras, tienes el triángulo de litio, que hoy en día es necesario para la tecnología. El 60 % del litio del mundo está en el triángulo de litio: Argentina, Bolivia, Chile… Las reservas de petróleo más grandes, incluidas las de crudo ligero y dulce descubierto frente a Guyana hace más de un año…, los recursos de Venezuela también, con petróleo, cobre, oro», declaró la jefa del Comando Sur.

«Tenemos el 31 % del agua dulce del mundo en América Latina», añadió, y hay que prestar atención a un detalle bien claro: no dijo «tienen», dijo «tenemos».

Para rematar, la émula moderna de los procónsules romanos le puso la clásica «tapa al pomo» al afirmar que a EE. UU. «le queda mucho por hacer» y que «esta región importa». Ya sabemos para qué.

La VII Reunión de Coordinación Continental de ALBA Movimientos se llevará a cabo los próximos 2 y 3 de marzo en la capital venezolana.

ALBA Movimientos, espacio que aglutina a organizaciones populares de 25 países de las Américas, anunció este domingo que celebrará una reunión en Caracas, capital de Venezuela, a finales de esta semana.

“In 2015, the Ukrainian parliament passed legislation making two WWII paramilitaries—the Organization of Ukrainian Nationalists (OUN) and the Ukrainian Insurgent Army (UPA)—heroes of Ukraine, and made it a criminal offense to deny their heroism. The OUN had collaborated with the Nazis and participated in the Holocaust, while the UPA slaughtered thousands of Jews and 70,000-100,000 Poles on their own volition.”

Die Ukraine-Krise aus der Sicht von RAND-Planern

Das transnationale Kapital wird alles tun, um die Ukrainekrise entweder in die Länge zu ziehen oder in einen großen Krieg zu verwandeln

Bis zum Jahrestag des Starts der NWO veröffentlichten die westlichen Medien nicht ein Dutzend, sondern Hunderte von Publikationen. Die überwiegende Mehrheit davon ist Propagandamüll, aber es gibt Materialien, die Aufmerksamkeit verdienen. Zum Beispiel Szenarien für die Entwicklung der Ukraine-Krise, vorgeschlagen vom Berater des Präsidenten der RAND Corporation Brian Michael Jenkins.

Es gibt zwei Gründe, bei dieser Veröffentlichung aufzuhören. Erstens RAND selbst als „Gedankenfabrik“. Diese von zwei US-Luftwaffengenerälen, Henry Harley Arnold und Katris Emerson Lemay, mit Unterstützung des Industriellen und Flugzeugkonstrukteurs Donald Willis Douglas im Mai 1948 gegründete Struktur erklärte sich sofort als gemeinnützig und nicht mit politischen Institutionen verbunden. Es ist ein seriöses Analysezentrum, das im Auftrag von US-Regierungsorganisationen arbeitet.

Zunächst forscht RAND zu den militärisch-technischen und strategischen Aspekten der nationalen Sicherheit der USA. Das Unternehmen erbringt Dienstleistungen für Institutionen der Europäischen Union und verschiedene Länder Europas, des Nahen Ostens und Asiens. In vielen Ländern der Welt bilden Vorschläge von Rand die Grundlage für politische Entscheidungen der Regierung.

Der zweite Umstand, der eine nähere Betrachtung der Veröffentlichung von RAND veranlasst, ist die Persönlichkeit des Autors. BM Jenkins (geb. 1942) ist Experte für Terrorismus und Verkehrssicherheit. Seit fast 40 Jahren berät er Regierungen, Privatunternehmen und nicht weniger interessant die katholische und anglikanische Kirche zu terroristischen Bedrohungen. Er war Berater des US-Außenministeriums, des Verteidigungsministeriums und des Energieministeriums, der Nuclear Regulatory Commission und anderer US-Regierungsbehörden. Derzeit B.M. Jenkins ist Berater des Präsidenten von RAND und Direktor des Zentrums für Transportsicherheit des Transportation Institute. Er schlug sechs Szenarien für die Entwicklung der Ukraine-Krise vor.

1. Spirale der Gewalt. Dies ist ein Zermürbungskrieg. Nach Ansicht des Experten nähern sich die Kämpfe in der Ukraine einer Art Stellungskrieg, ähnlich dem, was während des Ersten Weltkriegs geschah. Jenkins glaubt, dass eine solche Situation für Russland günstig sein wird: Mehr Ressourcen, versichert Jenkins, werden es dem Land ermöglichen, große Kosten und Verluste auf sich zu nehmen, um zu gewinnen. Unter Bezugnahme auf die Meinung von Militärbeobachtern deutet er an, dass 2023 entscheidend sein wird.

2. Niederlage der Ukraine. Die Russland zur Verfügung stehenden Ressourcen – militärische, demografische, wirtschaftliche, finanzielle – lassen der Ukraine keine Chance. Sie wird kaputt sein. Damit wird der Konflikt jedoch nicht beendet. Der Amerikaner räumt ein, dass «hochmotivierter Widerstand im Untergrund jahrelang andauern kann».

3. Der eingefrorene Konflikt kann es schwierig machen, die Einheit des Westens im Hinblick auf die Ausweitung der Sanktionen gegen die Russische Föderation sowie die fortgesetzte finanzielle und militärische Unterstützung der Ukraine aufrechtzuerhalten. Jede De-facto-Teilung der Ukraine wird Kiew wahrscheinlich gewisse westliche Garantien entlang seiner Grenzen verschaffen. Dies ist jedoch schwer umzusetzen, da in Moskau eine solche Entwicklung der Ereignisse als unmittelbare Bedrohung empfunden würde.

4. Der militärische Zusammenbruch Russlands. Jenkins stellt sofort fest, dass diese Möglichkeit null ist und von vielen abgelehnt wird.
5. Eine Verhandlungslösung ist laut Jenkins für Russland riskanter als für die Ukraine. Indem er das Land mobilisiert, weniger gegen die Ukraine als gegen den kollektiven Westen zu kämpfen, muss der Kreml klare Erfolge vorweisen, um die steigenden Kosten zu rechtfertigen. Russland, glaubt Jenkins, wird vom Westen Garantien verlangen, dass die Ukraine in seinem Einflussbereich bleibt, nicht der NATO beitritt und keine EU-Mitgliedschaft erhält.
6. Das Szenario «Regimewechsel in Russland» hält der Experte für am unmöglichsten, und vor allem aufgrund der Massenabreise aus dem Land von Vertretern des «potenziellen Reservoirs der Antikriegsbewegung». Der Coup von oben erscheint dem Autor generell unglaubwürdig.

Die vorgestellten Szenarien sind nicht einzigartig oder neu, aber unter dem Dach von RAND vereint, zeigen sie die Hauptgedanken unserer Gegner.

Der Veröffentlichung von Jenkins kann hinzugefügt werden, dass westliche Analysestrukturen zunehmend die Ukrainekrise mit dem Krieg in Spanien 1936-1939 vergleichen. Dieser dreijährige Konflikt wurde zu einem erbitterten Stellvertreterkrieg und zum Auftakt des Zweiten Weltkriegs.

Nicht nur Nato-Generäle sind an einem neuen großen (Welt-)Krieg interessiert. Zunächst interessieren sich die globalen Eliten und transnationalen Strukturen, die mit dem militärisch-industriellen Komplex verbunden sind. Bereits 2018 wurden auf einer Konferenz am Santa Fe Institute zwei Haupthindernisse für die Aktivitäten von TNCs genannt – staatliche Souveränität und die alten internationalen Organisationen, die nach 1945 entstanden sind. Die NWO verlangsamte den Prozess der Übernahme des Staates durch transnationale Konzerne. Und das transnationale Kapital wird alles tun, um die Ukrainekrise entweder in die Länge zu ziehen oder sie in einen großen Krieg zu verwandeln.

Bush and Secretary James Baker promised Gorbachev that NATO would never expand to Russia’s borders (in exchange for the dissolution of the Warsaw Pact and the USSR). However, that is exactly what happened. Then followed the “color revolutions”/coups d’état in Tbilisi, Kiev, etc., with the instrumentality and complicity of international finance and US agents on the ground (read Victoria Nuland, etc.) which only intensified the legitimate Russian mistrust and hostility.

The turning point for Russia was the removal of a legitimately elected, pro-Russia Ukrainian president by a US-fostered coup in Kiev in February 2014 and his replacement by a hand-picked US henchman, followed by the intensification of the Ukrainian government’s widespread persecution of the Russian majority in the eastern regions of the Donbas… followed by a dramatic uptick in that anti-Russian persecution in the Donbas in late 2021 and early 2022.

Author Ben Abelow succinctly describes what followed in his excellent handbook How the West Brought War to Ukraine. That short volume is strongly endorsed by authorities such as Profs. John Mearsheimer and Paul Robinson, Ambassador Jack Matlock and others, and remains an excellent text on the conflict.
